Oroville Dam: Spillway releases dialed back to relieve pressure on downstream levees, repair power plant

Saying the reservoir has receded enough to handle inflows from approaching storms, operators at troubled Oroville Dam said Friday they would continue to dial back releases from its cracked main spillway in hopes of easing pressure on the Feather River and levees downstream.

With Lake Oroville approaching normal flood-control levels for this time of year, dam operators on Friday cut outflows from 80,000 cubic feet per second down to 70,000 cfs.

They will re-evaluate Saturday to see if they can dial back even further, to 60,000 cfs. In the heat of the crisis that erupted Sunday, the spillway roared at 100,000 cfs.

Dam operators are prepared to ramp up flows again should the series of storms forecast to drop rain and snow on the Sierra Nevada watershed over the next week come in wetter and more powerful than expected, said Bill Croyle, acting director of the Department of Water Resources, which operates Oroville Dam.

"The spillway has been stable through this entire process for a number of days," Croyle said. "We can feel confident to use that spillway not only this week but on into the future.".

In the meantime, he said, lowering releases from the dam will ease pressure on downstream levees in the Feather and Sacramento river basins.

The problems at Lake Oroville, California's second largest reservoir, have stretched more than a week, and involve serious malfunctions in both its main and emergency spillways.

Early last week, in the midst of winter storms, DWR engineers discovered a cavernous hole in the lower section of the dam's main spillway, a 3,000-foot concrete span that acts as the dam's primary flood-control outlet during the rainy season.

Fearing the spillway would become inoperable, dam operators stopped the flows for a time, then gradually reactivated releases.

With runoff from the stormy Sierra Nevada still rushing in, reservoir levels climbed, and early Saturday, water overtopped the dam's emergency spillway for the first time in its 48-year history.

Unlike the main spillway, which is lined in concrete, the adjacent emergency spillway dumps water in uncontrolled sheets over a 1,700-foot concrete lip onto a steep, wooded hillside.

By Sunday afternoon, a day and a half after the emergency system activated, the hillside just below the spillway lip was showing serious erosion, raising fears the structure would collapse.

The concerns prompted mandatory evacuation orders for Butte, Yuba and Sutter counties that sent nearly 200,000 people fleeing for safety.

The order was lifted Tuesday, after DWR cranked up releases on the main spillway, despite the damage to its midsection, and managed to lower reservoir levels below the emergency lip.

By Friday afternoon, so much water had been flushed from the lake that the level had dropped to 859 feet, or 42 feet below the emergency spillway.

In addition to relieving pressure on downstream channels, DWR is hoping that dialing back the punishing flows on the damaged main spillway will allow cranes and barges to safely operate in the channel below.

The aim is to start digging out a massive pile of concrete, trees and other debris that has accumulated in the channel since the main spillway fractured.

The debris has clogged the channel below the dam, raising water levels to the point that its power plant – the dam's primary release outlet outside of flood season – can't operate.

Once the debris is cleared and the power plant is restarted, the facility is capable of draining another 14,000 cfs from the lake.

DWR doesn't expect to have the plant running before Monday, when the brunt of a wet, heavy storm known as an atmospheric river is forecast to hit the area.

Forecasters say the system could bring as much as 7 to 15 inches of precipitation to the watershed above the dam in the coming week, much of it as snow in the higher elevations.

On Friday, work crews continued to haul rock to the scarred hillside below the emergency spillway, to shore up the eroded sections in the event reservoir levels once again overtop the lip this winter.

"We'll keep working until the heavy equipment can't run anymore," said DWR spokesman Chris Orrock. Meanwhile Friday, Assemblyman Marc Levine, D-Greenbrae, said he is carrying legislation requiring the state to perform annual inspections of auxiliary spillways at DWR-managed dams.

He said in a prepared statement that he also wants to require that dam operators update their procedures and manuals. The Oroville Dam manual has not been updated since 1970.

Environmental Safeguards Are About To Completely Disappear Under Trump - Duration: 5:20.

According to a report on Think Progress the Trump Administration is weighting whether

or not to eliminate the EPA's Office of Compliance and Assurance.

Now what this means is that the Trump Administration is considering at this moment getting rid

of the office within the Environmental Protection Agency that actually enforces the laws.

This is the part of the agency that issues the fines, that issues the sanctions if you

will.

They're the ones who hold corporate polluters accountable.

The Trump Administration is seriously considering getting rid of this part of the EPA; at which

point the entire EPA itself becomes useless.

If they cannot enforce any of the laws that they are legally required by the Supreme Court

to enforce, if they can't enforce them, what's the point of having the agency?

Well according to Freshman Republican Matt Gates in the US House of Representatives,

there is no point to an EPA.

This nut job on February third introduced legislation that would completely abolish,

get rid of forever, the Environmental Protection Agency.

Three other Republicans, most of whom have served for only two years, one served for

four years in the US House, have signed on to Gates' legislation.

Right now we have a multifaceted attack against the Environmental Protection Agency.

Why?

Why is it so important for Republicans to let corporations pollute and destroy our environment

and destroy our lives?

Listen, Republicans like to frame the issue of pollution as, "Oh, well we've poisoned

a body of water.

We'll clean it up, don't worry about it.

Yeah, we put some stuff in the air, but look, the wind kind of blew it away."

They don't look at it in the long term effects.

When they talk about somebody dumping poisons in a river and then people getting mad about

it they say, "Oh, these tree huggers."

It's not just about the poison you dumped into the river or the body of water or the

landfill.

It's what happens to that poison after you do that.

It kills wildlife and it gets into the systems of human beings.

It causes cancers.

It causes other abnormalities, birth defects.

The effects of this are endless.

In many cases they stay in the environment for decades, longer than any of us will ever

be alive.

That's the problem.

That's why we need that EPA Enforcement Agency.

It's not just to say, "Don't dump that in the river", it's to say, "don't kill American

consumers because you don't want to properly handle your waste."

That's the issue here.

We do have to protect the environment.

The reason for that is because we depend on it to live.

If the environment goes south, we go south as a species.

That should be a concept that everybody fully understands.

You only have to have roughly a middle school level of science education to understand that.

What happens when you destroy a habitat of a species?

That species goes extinct.

When you take away all of the resources that a certain species, say human beings, depend

on for life, that species will go extinct.

Are corporate profits really that worth it?

Is it that important to you to get that campaign money from the fossil fuel companies or from

the chemical industries?

Is it that important to you to put the entire human species in North America here at risk?

To me it's not.

I think if you framed it that way to every since American citizen in this country it

wouldn't be acceptable.

That's why people like Matt Gates who sponsored this legislation to kill the EPA, that's why

the Trump Administration they don't care.

All they care about is money and the next campaign.

That's what Gates is looking for.

He's trying to sure up his conservative credentials, trying to say, "Look at me, I've been in the

US House of Representatives for like five days and I did a thing."

Well you did a thing that's going to kill people, Matt Gates.

As for the Trump Administration, you're proposing, considering, weighing the possibility of doing

something that will result in the deaths of American citizens.

The worst part is it's not even like it's a swift death.

It's deaths that will take five to ten years of grueling agony as people develop cancers

and tumors that cannot be treated, children born with brain malfunctions because of the

poisons that their mothers drank because corporations dumped it into the water.

Slow and painful death is what we get from the Republican party.

They just seem perfectly fine with that.

The earth's eighth continent is believed a piece of the ancient super-continent Gondwana.

Hail, Zealandia! It's not the lost city of Atlantis, but scientists say they're convinced they have discovered the planet's eighth continent sprawling underwater beneath New Zealand.

Australia and adjacent New Zealand have always been considered the continent of Australia. But now, researchers have found that New Zealand rests on a separate 1.8 million-square-mile continental crust, rather than oceanic crust.

The continent, dubbed Zealandia, also includes New Caledonia and other islands and territories in that section of the southwest Pacific Ocean, according to a paper published this week by the Geological Society of America.

It's about two-thirds the size of the country of Australia, and 94 percent is underwater. "Its isolation from Australia and large area support its definition as a continent—Zealandia," wrote researchers from universities in Caledonia, Australia and New Zealand.

"The identification of Zealandia as a geological continent, rather than a collection of continental islands, fragments, and slices, more correctly represents the geology of this part of Earth .

[and] provides a fresh context in which to investigate processes of continental rifting, thinning, and breakup," the authors wrote. . Scientists have postulated for more than a decade that New Zealand and outlying islands comprise a separate continent, or microcontinent.

But information demonstrating that Zealandia is a distinctly separate and contiguous mass merits its elevation to the status of continent, they've concluded.

Researchers say Zealandia is part of an enormous ancient super-continent — Gondwana or Gondwanaland — that once included Australia and much of the remaining Southern Hemisphere. Gondwana broke apart some 180 million years ago, with some pieces eventually sinking.

Scientists from South Africa this month announced the discovery of what they believe is yet another continent — which they dubbed Maurita —beneath the island of Mauritius in the Indian Ocean.

That continent, too, is believed to be a section of Gondwana. If Zealandia is formally recognized as a continent, it would be the smallest among Europe, Asia, Africa, North America, South America, Antarctica and Australia.

Vice Admiral Robert Harward turns down national security adviser job

Vice Admiral Robert Harward has rejected President Trump's offer to be the new national security adviser, CBS News' Major Garrett reports.

Sources close to the situation told Garrett Harward and the administration had a dispute over staffing the security council. Two sources close to the situation confirm Harward demanded his own team, and the White House resisted.

Specifically, Mr Trump told Deputy National Security Adviser K. McFarland that she could retain her post, even after the ouster of National Security Adviser Michael Flynn.

Harward refused to keep McFarland as his deputy, and after a day of negotiations over this and other staffing matters, Harward declined to serve as Flynn's replacement.

Harward, a 60-year-old former Navy SEAL, served as deputy commander of U.S. Central Command under now-Defense Secretary James Mattis. He previously served as deputy commanding general for operations of Joint Special Operations Command at Fort Bragg in North Carolina.

Harward has also commanded troops in both Iraq and Afghanistan for six years after the 9/11 attacks. Under President George W. Bush, he served on the National Security Council as director of strategy and policy for the office of combating terrorism.

Flynn resigned from the post amid questions about his contacts with Russian officials.

The president announced early Friday via Twitter that retired Lt. Joseph Keith Kellogg was now in the running to replace Flynn, along with "three others" that he could tap for the National Security Adviser post.

Law enforcement sources confirmed earlier this week that FBI agents had interviewed former national security adviser Michael Flynn last month. According to the Defense Intelligence Agency, Flynn's security clearance has been suspended as investigators look into his ties to Russian officials. .

At a press conference Thursday, Trump defended by attacking the press and members of the intelligence community for the "illegal process" of leaking information.   "Mike Flynn is a fine person," he said.

"He was just doing his job.I don't think he did anything wrong."    "He didn't tell the vice president of the United States the facts and then he didn't remember," Trump said of Flynn, saying that was why he asked for Flynn's resignation.

  The real problem, Mr Trump charged, was that "classified information that was given illegally."    .
