Mesdames et messieurs, bonjour.

Je souhaiterai d'abord la bienvenue aux chefs d'état-major de la défense des pays

de l'OTAN et aux commandants stratégiques, à cette première réunion de l'année

2017 du Comité militaire en session des chefs d'état-major de la défense.

Je souhaite tout particulièrement saluer le nouveau membre qui nous a rejoints :

- le général de corps d'armée Bjørn Bisserup, du Danemark.

Bjørn, félicitations pour votre nomination.

Nous attendons tous avec intérêt que vous nous donniez votre avis lorsque nous formulerons

des recommandations au Conseil en ces temps difficiles.

Aujourd'hui, nos échanges viseront essentiellement à instaurer une interprétation commune de

l'évolution récente de l'environnement de sécurité.

Nous fixerons également les domaines dans lesquels il convient de donner un avis aux

ministres pour les prochaines réunions et avant le sommet de Bruxelles.

Ce matin, nous ferons le point sur les progrès réalisés depuis notre rencontre en septembre

de l'an dernier.

Nous présenterons des recommandations sur l'évaluation fonctionnelle de la structure

de commandement de l'OTAN et nous réfléchissons à la manière d'optimiser nos différentes

activités de projection de stabilité d'une part et de dissuasion et de défense, d'autre

part…deux points majeurs du sommet de Varsovie.

In the afternoon we will welcome our partners.

First, we will meet with our 13 RESOLUTE SUPPORT operational partners.

SACEUR and the Deputy Commander of the RESOLUTE SUPPORT mission will update on the strategic

and operational situation, and the Senior Civilian Representative will provide the political

context.

The continued development of the ANDSF remains essential to the stability of Afghanistan,

and to the confidence of Afghan society.

We will then meet with our 7 Mediterranean Dialogue partners.

Understanding their views on the regional security situation and their expectations

is crucial for us to identify the right strategy for the region.

As such, we will be briefed by the Algerian and the Israeli General Staff on the security

concerns in Northern Africa and the Middle East.

We will finish the day one by meeting with our 25 Interoperability Platform partners

from around the world.

We will hear insights from Japan and Republic of Korea about the security situation in the

Far East and their attempts to mitigate emerging threats.

Tomorrow, we will start with two meetings dedicated to our Partners, Georgia and Ukraine,

who will inform us on their perspectives of the regional security situation.

We will also be updated on the status of NATO's Substantial Package for Georgia and on the

Ukrainian Armed Forces Development.

Finally, we will have a session in which we focus on Russia and its relationship to NATO.

The Strategic Commanders and I will brief the media on the outcomes of our discussions

at a press conference once we have completed our proceedings, at 1330 tomorrow.
