I am not sure though. I mean at the very first pokémon game some team rocket guy had a raticate at level 16.
so I always think it evolves at level 16.

But I mean in silver gold the first gem leader had a pidgeotto at level 13 or so, so I am not quite sure.

(it's a joke, in the first gen you could let yourself get defeated in the ms anne so it wouldn't drive away and you could enter it at a later state in the game. when you obtained the hm surf you can surf to the right and there's a truck with mew on it but you can't battle it. It seems like it's either a bug or just a picture painted onto it)
