Following the sudden cancellation, the regime's vice foreign minister published a statement.

Through it he condemned the U.S... specifically, National Security Advisor John Bolton for

his approach and choice of words.

Lee Ji-won shares with us an expert's analysis of Pyongyang's message.

Did the United States' constant pressure and hardline stance on North Korea go too far?

The North's state-run Korea Central News Agency published a statement on Wednesday by the

regime's first vice foreign minister, Kim Kye-gwan, rebuking the U.S. for what he called

its provocative assertions, especially those of White House National Security Advisor John

Bolton.

Kim said that despite his hopes for the upcoming North Korea-U.S. summit, he was disappointed

by Washington's provoking of the North with reckless, unbridled remarks.

He listed assertions made by high-level U.S. officials, including Bolton,... like the so-called

"Libya model" of nuclear abandonment.

Also phrases like "complete, verifiable and irreversible denuclearization" and "denuclearization

before rewards."

Kim said it's absurd to compare North Korea to Libya, which was only in the early stages

of developing nuclear weapons.

Kim pointed the finger squarely at Bolton, saying North Korea cannot hide its feelings

of revulsion at the hardliner.

And he warned that if the Trump administration forgets the setbacks America has suffered

in the past by following people like Bolton, prospects for the upcoming summit and future

relations are crystal clear.

Kim also slammed President Trump.

He said Washington misread Pyongyang's broad-minded initiatives as signs of weakness and accused

the U.S. of promoting the North's decisions as the result of sanctions and pressure.

The vice minister said if Trump attends the summit with sincerity to improve ties, then

North will give a deserved response, but if the U.S. only tries to corner the North and

force Pyongyang to unilaterally give up its nuclear weapons, then North Korea will no

longer be interested and would have no choice but reconsider holding the talks altogether.

There are concerns now that the historic summit between the North and the U.S. could be called

off, but a North Korea expert said that's not what the regime wants.

"If Pyongyang really wanted to pull out of the talks, it would've put out this statement

in the name of the regime itself.

But the statement was written in the first person by a minister not at the forefront

of settling things with the U.S."

The intention of the statement, says the expert -- to warn Bolton and Trump.

"Bolton has been talking far too ambitiously about this summit.

He's proposed more agenda items like human rights, other weapons of mass destruction

and the abductee issues.

And he's also been talking about the method of denuclearization and the Libya model.

Talking in this way makes it appear that North Korea has been defeated by the U.S.

Also, with the summit ahead, these kinds of statements can be seen as inappropriate."

The expert added that Trump should get Bolton to tone it down, and work so that the North's

denuclearization is accompanied by the end of what Kim Kye-kwan, in his statement, called

Washington's "hostile policies."

Parliament begins review of US$ 3.6 billion supplementary budget bill - Duration: 0:41.

The National Assembly is making progress after a standstill that lasted over a month... caused

by partisan disputes over an online opinion-rigging scandal, and a set of contested bills.

Lawmakers are finally going over the proposed extra funds.

Some 3-point-6 billion U.S. dollars to help create quality jobs and boost depressing employment

figures.

The parliamentary special committee on budget and accounts officially began its review this

morning.

Tomorrow they plan to refer the bill to a subcommittee to fine-tune the details... so

that it can finally be put to a full floor vote on Friday.

Five other standing committees have also started reviewing the proposal.

Top diplomats of S. Korea, U.S. hold phone conversation over N. Korea's latest move - Duration: 0:41.

The top diplomats of South Korea and the U.S. held an emergency phone meeting... after Pyongyang

abruptly cancelled today's inter-Korean talks.

According to Seoul's Foreign Ministry,... the discussion took place at U.S. Secretary

of State Mike Pompeo's request.

South Korea's foreign minister Kang Kyung-hwa..., emphasized Seoul is committed to fully implementing

the Panmunjom Declaration,... and that it plans to urge the North to promptly carry

out the high-level talks.

Meanwhile, Pompeo said that the U.S. will continue to prepare for the Washington-Pyongyang

summit,... set to be held in Singapore on June 12th .

The two sides also agreed to maintain close cooperation to ensure peace and complete denuclearization

on the Peninsula.

S. Korea's ICT export volume jumped 10.9% on year in April - Duration: 0:47.

Last month the nation's exports of information, communications and technology products jumped

10-point-9 percent on-year... in terms of volume.

According to the Ministry of Science and ICT as well as the trade ministry...

Korea shipped 17-point-2 billion U.S. dollars worth of these goods, with semiconductors

making up more than half of the total.

Exports of semiconductors soared by 36-point-6 percent on-year to 9-point-8 billion dollars.

Shipments of computer equipment also increased neary 24 percent to roughly 900 million dollars.

By region, exports to China rose the most -- by 25-and-a-half percent to a total of

9-point-4 billion dollars.

Shipments to Vietnam rose by 12-point-3 percent,... and those to the United States by 7-point-7

percent.

Hello, I'm Michelle Park here with the latest weather update.

The rain has gotten weaker in the capital as the rain clouds moved away, but the rain

is expected to return tonight so keep hold of your umbrellas.

In fact, the nation will be rainy again tomorrow,... although Jeju will remain partly cloudy.

Currently, southern Gyeonggi-do province is under a heavy rain advisory, so take care.

Until Friday, the rain will mainly fall on the capital area, which will receive about

120 millimeters of rain,... but less is expected further away from the capital.

Tomorrow, Seoul will get up to 20 degrees Celsius, while Daegu and Gyeongju will begin

at 21 degrees Celsius under gray skies.

Into the day, Seoul will hit 24 degrees, Gwangju and Busan will top out at 26 and 22 degrees.

The continuous rain will pull down the highs on Friday,... but afterwards, steady mild

highs will remain.

South Korea's job growth in 100,000 range for 3rd straight month in April - Duration: 1:45.

New employment figures once again reflect the hard time faced by those looking for work

here in the nation.

The data shows only about 1-hundred-20-thousand new jobs were added last month.

Kim Hyesung looks beyond the discouraging digits.

The number of newly-added jobs in South Korea was just above the 100-thousand mark in April.

Statistics Korea said Wednesday that 26-point-eight million people were employed in Korea last

month,... up a mere 123-thousand from the same period last year.

In January, job growth was within the 300-thousand range.

But it has slumped into the 100-thousand range over the last three months,… marking the

worst performance since the 2008 global financial crisis.

It's also just a third the level of average jobs growth added last year, which was at

around 300-thousand.

New jobs were created in the healthcare and public sector, but the education, services,

retail and wholesale sectors saw new job openings drop sharply.

Statistics Korea added that the shrinking working age population, people between the

ages of 15 and 64, was another reason for the slower pace of newly-added jobs.

"Services industry jobs declined due to the minimum wage hike.

The manufacturing sector saw the number of jobs drop amid the ongoing restructuring of

the shipbuilding industry.

In the mid-to-long run, enhancing Korea's competitiveness in manufacturing will be key

to boosting job growth."

The overall unemployment rate came in at four-point-one percent last month,... down one-tenth of a

percentage point on-year.

Youth unemployment also fell by zero-point-five percentage point, but was still stubbornly

high at ten-point-seven percent.

North Korea cancels inter-Korean high-level talks, citing S. Korea-U.S. joint Max Thunder exercise - Duration: 2:35.

The list of participating officials and the agenda were all finalized, but on the day

the first working level talks since the historic summit... would have taken place, North Korea

pulls the plug.

Reason?

The Seoul-Washington joint military exercise is ruining the diplomatic mood.

A sudden turnaround as the regime seemed okay with the drills just weeks ago.

Oh Jung-hee at the unification ministry has our top story.

30 minutes past midnight… and only ten hours before the high-level talks were to begin,

North Korea notified South Korea abruptly that the meeting was canceled.

Pyongyang also released a lengthy statement through its state media.

It said it couldn't *help* but call off the talks, pointing to a combined air force drill

by South Korea and the U.S. called Max Thunder, which started last Friday.

It said the drills are a rehearsal for a "preemptive air strike," a challenge to the Panmunjom

Declaration and an intentional military provocation.

The North claimed that South Korea is breaking the two Koreas' promise to lower military

tensions... and therefore Seoul is to blame for the cancellation.

Pyongyang also lashed out at the U.S., saying Washington will have to think carefully about

the fate of its own summit with the North,… leaving open the possibility of canceling

the Kim-Trump summit as well.

Seoul expressed regret over Pyongyang's decision.

"North Korea made a unilateral decision to postpone the high-level talks right after

notifying us of the date, citing our regular joint Air Force drills with the U.S.

We regret this action as it does not correspond to the fundamental principles and objectives

of the Panmunjom Declaration."

The government added that Seoul is still dedicated to fully carrying out the summit agreement...

and urged the North to quickly respond to its call for talks.

South Korea stressed that dialogue will have to continue anyway so the two sides can discuss

the issues Pyongyang is now raising.

Seoul sent a message to North Korea on Wednesday that was similar to its official public response.

"The two Koreas had a plethora of topics to discuss at the canceled talks, including

the schedules for the inter-Korean military and Red Cross talks… which the leaders agreed

at the summit to hold within May.

But with a sudden about face from the North, it's uncertain whether any of these talks

could be held before the end of the month.

Gov't vows to help create over 110,000 quality jobs by 2022 - Duration: 2:46.

The presidential committee on job creation held a meeting to lay out a new roadmap for

the private sector, with a focus on innovation.

It involves policies that provide greater support to new startups and industries.

Won Jung-hwan outlines the measure to help turn things around.

The presidential committee on job creation has vowed to help the private sector create

over 110-thousand new quality jobs by 2022 through innovation-led growth.

The committee's meeting on Wednesday was its first since it got a new vice chairman last

month, Rhee Mok-hee, who laid out a roadmap to creating quality jobs.

He told reporters that the government's plans to raise the minimum wage, shift non-regular

workers to regular status and reduce working hours... have improved from a year ago when

the committee was first launched.

But despite those achievements,… many young people still can't find work.

"Although the employment rate is on the rise, the number of young adults finding jobs is

still low.

This phenomenon is due to the the economy's worsening ability to create new jobs and the

entry into the job market of the so-called echo-boom generation."

To fix that, Rhee hopes to further ease regulations on businesses that do create new jobs though

methods including a revision of the Constitution.

"To resolve this situation, it is necessary to pass a revised constitution that will make

job creation easier.

I urge the National Assembly to pass the constitution and give hope to the nation's young adults."

And besides a revision of the Constitution,… the committee said young adults need innovative

measures, like a platform for startup businesses.

The committee has announced plans to start a nationwide boom in innovative entrepreneurship

by 2022… by holding audition-like business contests that can gather and support new startup

companies regardless of their size or history.

Also, it has promised to create hubs to attract more than 60 venture companies that have sustainable

and social objectives.

"There are currently 19 centers for social ventures nationwide, and the startup boom

is starting to spread.

But because the infrastructure for hubs are lacking outside the capital Seoul, we will

try to create more centers to accomodate more new companies."

Job creation is the key to a fair economy.

Socially, it would not only solve the problem of high youth unemployment, it would help

raise the nation's low birth rate, and improve welfare and people's fundamental rights.

Those reasons are why the Korean government has made it its top priority.

No more plastic bags in Korean supermarkets from October - Duration: 1:44.

As the situation with plastic waste got so out of hand here in the nation, last month,

garbage trucks stopped collecting them all together.

The Environment Ministry is stepping up to the plate to deal with this problem.

Hong Yoo introduces to us, the new countermeasures to manage these recyclable refuse.

People reach for plastic bags for their groceries despite signs urging them to help the environment

by using fewer bags.

But from October, plastic bags will no longer be used in South Korean supermarkets.

This is part of the government's measures, announced last Thursday, to manage recyclable

waste.

"Reducing the use of disposable products and increasing recycling to become a society with

sustainable resource circulation is an inevitable choice."

The countermeasures differ from the past because they also aim to reduce waste right from when

the products are made.

"To make recycling easier, all colored plastic drinks bottles must be replaced by clear plastic

bottles by 2020, and their labels must be easily detachable."

"It was a proper decision.

Thoughtless exaggerated packaging and the endless use of plastic bags are contaminating

our environment.

So it is a good countermeasure."

"I bring my own shopping bag to help the environment at least a little bit."

To reduce the use of plastic cups in fast-food restaurants and cafes, the Environment Ministry

will offer a 10 percent discount to customers who bring their own tumblers, and free refills

to those that use mugs inside stores.

Along with the countermeasures, cooperation from the public and related businesses is

crucial in order to reduce the amount of plastic waste.
