SHAUN: FIRST AT 5:00, BODY
CAMERA VIDEO OF A CONTROVERSIAL
POLICE SHOOTING IS MADE PUBLIC
BY THE NEW ORLEANS POLICE
DEPARTMENT.
>> WE WANTED TO MAKE SURE WE
DELIVERED ON A PROMISE OF
TRANSPARENCY.
SHAUN: BUT SOME SAY THE RELEASE
OF THE VIDEO ONLY LEADS TO MORE
QUESTIONS, THAN ANSWERS.
GOOD EVENING, I'M SHAUN
KRAISMAN.
SULA: AND I'M SULA KIM.
THE FAMILY OF THE MAN SHOT AND
KILLED SAYS THEY DO NOT BELIEVE
THE VIDEO SHOWS WHAT POLICE ARE
CLAIMING.
WDSU'S TRAVERS MACKEL IS LIVE AT
NOPD HEADQUARTERS WITH MORE.
AND TRAVERS, WHAT ARE POLICE
SAYING?
TRAVERS: POLICE STAND BY THEIR
STORY.
THEY SAY THE MATTER IS UNDER
INVESTIGATION, BUT ONCE AGAIN,
THEY CLAIM THAT 26-YEAR-OLD
ARTIES MANNING POINTED A GUN AT
OFFICERS, FORCING THEM TO OPEN
FIRE, SHOOTING AND KILLING HIM.
[SIRENS]
TRAVERS: MANNING WAS SHOT AND
KILLED LAST JANUARY AS NOPD
OFFICERS WERE CONDUCTING A SWEEP
LOOKING FOR AN ARMED ROBBERY
SUSPECT AT A NEW ORLEANS EAST
APARTMENT COMPLEX.
THIS IS VIDEO TAKEN FROM A
OFFICER'S BODY CAMERA.
AND WEDNESDAY MORNING THE NOPD
RELEASED IT TO THE MEDIA, AFTER
SHOWING IT TO MANNING'S FAMILY.
IT DOESN'T CATCH THE ACTUAL
SHOOTING, BUT --
>> THERE IS SUPPLEMENTAL FOOTAGE
LEADING UP TO THE SHOOTING AND
THE INITIAL AFTERMATH.
TRAVERS: IN THE VIDEO YOU SEE AN
NOPD OFFICER IN TACTICAL GEAR,
BLACK POLICE SHIRT AND CAP, BOTH
WITH THE NOPD LOGO IN PLAIN
VIEW.
THAT OFFICER TRIED TO DETAIN
MANNING, WHO YOU CAN SEE TURN
AND RUN AWAY FROM THE OFFICER.
THE OFFICER GIVES CHASE AND THE
NOPD SAYS, WHEN MANNING TURNS
BACK, YOU CAN SEE WHAT THEY SAY
IS A HAND GUN IN HIS HAND.
THE CHASE CONTINUES ACROSS
YARD AND AGAIN, POLICE SAY THIS
, IS A GUN IN MANNING'S HAND.
MANNING THEN FLEES BEHIND WHAT
APPEARS TO BE A SHED, THAT'S
WHERE A PLAIN CLOTHES OFFICER
, NOT SEEN IN THIS VIDEO, SHOOTS
AND KILLS HIM.
POLICE SAY A HAND GUN WAS FOUND
AT THE SCENE NEAR MANNING'S
BODY.
AND THEY'RE AWAITING DNA TEST
S THEY FEEL WILL MATCH IT TO
MANNING'S HAND.
>> WE HAVE INTERVIEWED ALL
OFFICERS AND ARE JUST WAITING ON
DNA EVIDENCE TO DETERMINE WHAT
THE NEXT STEPS WILL BE.
TRAVERS: MANNING'S FAMILY HAS
CRIED FOUL SINCE THE SHOOTING,
CLAIMING POLICE WERE EXCESSIVE.
IN A WRITTEN STATEMENT, THEIR
LAWYER SAYS, IN PART, "A
CRITICAL QUESTION REMAINS,
WHETHER THE OFFICER WHO SHOT
ARTIES WAS IN FEAR FOR HIS
SAFETY.
THE VIDEO DOESN'T SHOW THAT PART
OF THE INTERACTION.
THE FAMILY CONTINUES TO HAVE
MANY UNANSWERED QUESTIONS ABOUT
WHAT HAPPENED TO ARTIES, AND
AWAITS THE CONCLUSION OF THE
NOPD'S INTERNAL INVESTIGATION."
NOW, THE OFFICER SEEN IN THE
VIDEO WHO GAVE CHASE WAS ISSUED
A BODY CAM, BUT THE CAMERA WAS
NOT ACTIVATED -- THAT'S PART OF
THE INTERNAL INVESTIGATION.
WHY THAT CAMERA WAS NOT
ACTIVATED.
AND THE OFFICER WHO SHOT AND
KILLED MANNING WAS IN PLAIN
CLOTHES AND WAS NOT SUPPOSE TO
-- AND WAS NOT REQUIRED TO BE
WEARING A BODY CAMERA.
NO WORD ON WHEN POLICE WILL GET
THE DNA TEST FROM THE GUN FOUND
