DIFFERENCES AND YOU POINTED OUT
IMMEDIATELY THAT THIS IS A LONG
PROCESS AND NEGOTIATIONS, BUT
LET'S START WITH KINDERGARTEN.
THAT IS SOMETHING YOU TALKED
ABOUT AND IT WAS NOT THERE FROM
HOUSE FINANCE.
WAS A DISAPPOINTING?

KINDERGARTEN COMING UP TO PAR
WITH THE REST OF THE
COUNTRY.
WE CREATED A PROGRAM THAT TAKES
THAT KINDERGARTEN PEACE AND
TARGETED TO AREAS OF LOW INCOME,
ENGLISH AS A SECOND LANGUAGE,
AREAS WE KNOW WE NEED TO CLOSE
THE OPPORTUNITY GAP, SO KIDS

FUND WAS RESTORED.

YEARS TO ATTEND THE GOVERNOR'S
COMMISSION ON DRUG AND ALCOHOL
ABUSE IN THE STATE.

RECORDS.

TAKING A HANDS-ON APPROACH.

AGAINST IT.
I WAS SIBLEY SAYING WE NEED TO
AMEND IT.
WE NEED TO PROVIDE FLEXIBILITY
AND FOR THE STATES.
WE NEED TO GET RID OF THESE
UNFUNDED MANDATES THAT ARE OUT
THERE, THE MANDATES THAT PEOPLE
HAVE TO BUY HEALTH CARE BUT
HEALTH CARE WITH A WHOLE LITANY
OF THINGS THAT MIGHT NOT REALLY
PERTAIN TO THEM.
WE ARE NOT GIVING THE PURCHASER
THE FREEDOM.
FIRST OF ALL, WE ARE FORCING
THEM TO PURCHASE SOMETHING THEY
MIGHT NOT WANT AND WE ARE NOT
GIVING FREEDOMS WITHIN THAT
SYSTEM.
THERE IS NO MORE FREE MARKET AND
THE INSURANCE SYSTEM RIGHT NOW.
THERE REALLY IS AN

THE PREMIUMS HAVE SKYROCKETED.
WE WERE TOLD THEY WERE GO DOWN.

WILL PROVIDE SOMETIME THIS FALL.
IN DOING SO, WE CAN HAVE MORE
FLEXIBILITY WITH THE DOLLARS
COMING IN TO DESIGN A SYSTEM
THAT MEETS PEOPLE'S NEEDS.
PEOPLE AT UNDERSTAND RIGHT NOW
THAT THE STATE DOES NOT PAY FOR
ANY OF EXPANDED MEDICAID.
THE FEDERAL GOVERNMENT PAYS 95%
AND 5% IS PICKED UP BY THE
PRIVATE SECTOR.
NO STATE DOLLARS GOING TO THAT
SYSTEM.
IF MEDICAID GETS COMPLETELY CHOP
DOWN TO 50% IN TERMS OF THE
FEDERAL SHARE, IT WILL BE A
TOUGH IF NOT IMPOSSIBLE TO FIND.
THAT'S NOT JUST FOR NEW
HAMPSHIRE BUT VIRTUALLY EVERY
STATE IN THE COUNTRY.
THIS ONLY EXISTS BECAUSE THE
FEDERAL GOVERNMENT KICKS IN SUCH
A LARGE PROPORTION OF IT.
WHAT THE FEDERAL GOVERNMENT DOES
REALLY IS GOING TO HAVE AN
IMPACT ON HOW WE CAN GO FORWARD
IF AT ALL.
