The United States joins Syria and Nicaragua as the only countries in the world to reject

the Paris Climate Accord, really. But Trump's decision to pull out of the global agreement

may not be as simple as it seems. Joining me now to talk about that is, about the legal

issues surrounding the Paris deal is Mollye Barrows, legal journalist with The Trial Lawyer

Magazine. Mollye, first of all, what's the deal supposed to do?

Well, essentially it's voluntary, really. All these countries have come together, and

they've said, 'Hey, we're going to come up with these individual voluntary plans to

reduce greenhouse emissions.' The United States has agreed to attempt to reduce greenhouse

gas emissions by up to 28% by 2025. Well, each individual country, each individual plan

is voluntary. The legal requirements come in when they start talking about accountability

and reporting. Even those legal requirements are more about global peer pressure if you

will, coming together every five years to set goals as established by science, taking

a look at those goals, reporting if they've met them or not to the public as well as to

each other. But again, that goes back to more of a global peer pressure. But that's where

the legal requirements come in as far as what the United States has agreed to do and what

they're bound to with this agreement. The process of pulling out of this thing is

not that clear cut. Explain what's involved. I mean Trump just thinks, 'Okay, well, I'm

got to announce it, therefore I'm going to pull out.' It's a little more complicated,

isn't it? As with most things I think that this president

tries to take a stand on, it's not as simple as it would come across. We just signed on

in November of last year. It was an executive order signed by President Obama under his

administration. According to the Paris Agreement you can withdraw, but you have to be ... The

earliest you can do that is three years. So we're looking at November 2019 before we can

even legally give notice that we want to withdraw, and then you still have another year before

that withdrawal is even effective. We're looking at four years down the road, November of 2020,

before we can even effectively get out of this, if they decide to withdraw just from

the Paris treaty alone or the Paris Agreement. So that's an obstacle. Are there any other

obstacles right now or is that the biggest one?

Yes, that's one of the biggest ones. Now there is another angle that they could take, which

is to withdraw from the United Nations Global Climate Change Agreement Treaty if you will

that they agreed to in 1992. Now that was signed by then President George H. W. Bush

and it was also ratified by the Senate, so that's going to be a little more complicated

if they decide to go that route. By exiting that treaty they would essentially pull out

of the Paris Agreement as well, because that's the foundation for all these countries to

agree that something needs to be done about global warming, about climate change, what

can we do to have our role in it. The Paris Agreement is really about the steps

to take to reach those goals. If they don't want to go through the lengthy process of

withdrawing from the Paris Agreement, they could go through a quicker process of trying

to withdraw from the 1992 agreement. Why say a quicker process? If they actually withdrew

from it, if they successfully withdrew from that 1992 treaty, then they would be out of

it in a year. But the problem is because it was ratified by the Senate and also signed

by then President George H. W. Bush, they may have to go through, they may have to get

... He may have to get congressional approval in order to withdraw from the 1992 agreement.

Remember also Trump's also saying, 'Well, hey, maybe we won't pull out altogether. We

just need to renegotiate.' And they're like, 'Oh no. You don't get to do that. I'm sorry.

One party wanting to renegotiate. You can change your contribution, but we're not going

to let you just pull out as you want to.' It's almost as if nobody gave him the legal

analysis before he did this, and the worst thing is now we, as a world leader we're in

the back seat. China is at the table, other countries are at the table in leadership positions.

It affects us in the worst kind of way. Thank you for joining me on that Mollye. The story

you can say black people I'm comfortable with African Canadian I identify as

black as well but not seen very often in Taiwan yeah and do you do you get

stares? oh my gosh I'm used to seeing everyone now

I'm used to my neighbors I'm used to like Taiwanese people what they look like but

they're still not used to me so it's like I will mind my own business and then

someone is like has their jaw dropped it's just like oh my god it's a foreigner and

they're so sweet though like I have to say Taiwanese people I have never felt

threatened I have never felt disrespected really like it's just been

it's always like just shock and awe like once in a while once we start talking

and they're just so fascinated that they don't realize their hand is moving

and the next thing you know

they are touching my bang and I'm just like okay

they're not aware that their hands are moving? are you sure?

their desire to touch your hair so it's so dominate

that they have to reach out without conscious. yeah

I would say Taiwan is really safe and it's welcoming it's probably the

friendliest country I've ever.. it's friendliest community of human beings that

I've ever encountered. you know coming from Toronto you're saying Taiwan is one

of the most friendliest countries that you visited it's a lot

don't think everywhere is like Taipei even if the city you are moving to is really close

what I mean by that is I just thought there would be a little bit more English like

there'd be more English speakers in the city that I was moving to

I really had to adjust like not everything is accessible to me even now because

I don't speak fluent Chinese the major thing is I have to learn to be patient

with cultural differences like because I can't just be like frustrated when

people are living away that's very different for me

I noticed like the work ethic like people take their jobs really seriously here

it could be the most basic job like at a 7-11 and I respect whatever level you're working

But like it can be a cashier 7-11 or like a big-shot who works in the

government office back home if someone's working at like a clothing store and

sometimes you see them like playing with their nails or like Oh or maybe checking

their phones at chatting with other co-workers and like here I noticed like

there's a work ethic there's a culture where like people take their job

seriously and they're actually trying to do it really well

I guess in Asia in general or maybe just in Taiwan that

your job is essentially you so what you how you perform in your work field is

how you present yourself as a person yeah okay yeah it's like totally i yeah

its connected to your identity

people don't just throw things on the ground like

people don't just spit their gum out people don't just spit their

yeah but like even had the train station you look in the train tracks

yeah there's no like juice boxes people aren't just throwing their McDonald's like

because you're not supposed to

yeah but they're actually like following the rule

tip that for the audience that are potentially

seeking for the opportunity to come to Taiwan to teach

how you're going to get around I wish I knew that like just to figure out

transportation like I just got up a bike recently. and are you going to get a

that's how I learned about 7-11 being the center of the world

if you can, go to Taipei like move to Taipei

I am so scared that if I move to Taipei because I love it so much I will never leave Taiwan

ah oh. it scares me because it's so beautiful it's like nature mix with city

and yea, so definitely if you can experience

either move to Taipei first or don't move too far away from Taipei

Kaohsiung might be nice I heard Taichung is nice but I mean it's just gorgeous

you know your sister might watch this right? there's no need to come here and like don't expect your

home country standards or lifestyle to be the same in another person's home

yeah I just think patience is key like if I didn't have patience I probably

might have left for trivial things like struggling to order food

because I don't know Chinese which means I need to put in work to like get the menus take

pictures of the English menu memorize where can I go to get food at what time

and all of that takes patience and if you're just going to be like frustrated

you're going to have a really poor experience in my opinion and try to

really love and respect the kids that you teach no matter what age
