Hurricane Maria has flooded parts of the Dominican Republic as it grazed past on Thursday.

The storm also dumped more heavy rain on Puerto Rico after destroying buildings and leaving

the whole island without power..

With winds of up nearly 200 kilometers per hour, Maria has killed at least 17 people

It has moved northwest away from the Dominican Republic and is on a track that would take

it near the Turks and Caicos Islands and the southeastern Bahamas on Thursday night and

Friday.

President Trump's new executive order focuses on completely isolating individuals that facilitate

the regime's nuclear weapons and ballistic missile programs.

It enhances the Treasury Department's authority in targeting individuals or entities that

conduct "significant" trade in goods, services or technology with the North.

It also allows sanctions to be placed on any foreign financial institutions that knowingly

conduct or facilitate any significant transaction,... on behalf of blacklisted individuals and entities

or in connection with trade with North Korea.

The order also targets Pyongyang's shipping and trade networks by stopping vessels and

aircraft that have visited North Korea from visiting the U.S. within 180-days.

It also applies to vessels that have engaged in a ship-to-ship transfer with a vessel that

has visited the North within the same timeframe.

S&P downgrades China's sovereign credit rating, citing surge in debt - Duration: 0:40.

Standard & Poor's has downgraded China's credit rating one notch from AA- (double A minus)

to A+, following in steps of Moody's downgrade in May.

S&P says China's skyrocketing debt and a surge in lending is stoking economic instability

in the world's second largest economy.

In a statement Thursday,... the rating agency said a prolonged period of strong credit growth

had increased risks.

S&P added that, while credit growth had contributed to strong real GDP growth and higher asset

prices,... it has also diminished China's financial stability to a certain extent.

South Korea, U.S. and Japan call for strict enforcement of sanctions on North Korea - Duration: 2:44.

The leaders of South Korea, the United States

and Japan... have vowed maximize pressure on North Korea,... following a three-way summit

on the sidelines of the UN General Assembly.

President Trump also announced new measures... to target firms and entities with suspected

business ties to Pyongyang,... and bolster Seoul's defense capability with the sale of

advanced weaponry.

Park Jong-hong starts us off.

Presidents Moon Jae-in and Donald Trump met on Thursday for their highly anticipated,

second bilateral summit,... where they stressed the need to maintain an overwhelming deterrence

against North Korea.

The two leaders agreed to expand the deployment of U.S. military assets on the Korean Peninsula,...

and have Washington provide Seoul with the right to purchase sophisticated U.S. weaponry.

Immediately following their bilateral meeting,... the pair was joined by Japanese Prime Minister

Shinzo Abe for a three-way summit.

Once again, the leaders condemned North Korea's latest nuclear test... and said the strongest

possible sanctions and pressure was necessary... to force the regime to take the path to denuclearization.

President Trump also announced... new unilateral sanctions on Pyongyang,... to significantly

bolster Washington's ability to crack down... on individuals and firms suspected of doing

business with the rogue state.

"Today I'm announcing a new executive order we just signed that significantly expands

our authorities to target individuals, companies, financial institutions, that finance and facilitate

trade with North Korea."

(Korean) "I believe the executive order President Trump

just mentioned, coupled with actions by China, will be effective in achieving the denuclearization

of North Korea."

In his first address to the UN General Assembly, President Trump had warned... he would have

no choice but to "totally destroy North Korea"... if Washington was forced to defend itself

or its allies.

His remarks follow the regime's sixth nuclear test earlier this month,... for which the

UN Security Council has adopted... its toughest sanctions to date on Pyongyang.

Seoul approves US$ 8 mil. humanitarian aid for N. Korea via UN... - Duration: 3:07.

South Korea says it's resuming humanitarian aid to North Korea.

It should provide some much needed relief to women and children suffering from food

shortages.

Critics, however,... have accused the administration of sending mixed messages... especially at

a time when the international community attempts to punish the regime for its provocations.

Perhaps with an eye on the criticism, the aid has been pledged, but no word on when

it will be sent.

Kwon Jang-ho reports.

The Unification Ministry announced on Thursday that 8 million U.S. dollars has been approved

to be donated to two UN agencies,... for projects specifically aimed at helping vulnerable North

Koreans.

4-point-5 million dollars has been earmarked for the World Food Program, which will provide

food to children's hospitals and nurseries.

And 3-point-5 million will go UNICEF, to treat malnutrition and provide medicine for children

and pregnant women.

UNICEF released a statement earlier on Thursday stressing the urgent need to help children

in North Korea, saying that some 200-thousand are affected by acute malnutrition, and that

350,000 under-five remain un-vaccinated against life-threatening diseases.

Seoul's decision comes despite rising tensions with North Korea, but the Unification Minister

stressed that it is an unrelated issue.

(Korean) "We have maintained the stance that humanitarian

aid should be separate from the political situation.

The international community responds to North Korea's provocations with strong sanctions,

but it also continues to stress the need to provide aid to the North Korean people."

However, the Unification Ministry's press release states that while the donation has

been agreed in principle, the actual date and size of the payments are not yet decided,

and those details will depend on the situation between the two Korea's, and other conditions.

When asked what those conditions may entail and whether they can be considered political,

a ministry spokesperson was unable to clarify, saying many factors needed to be reviewed,

including public opinion and negotiations with the charities.

Any talk of humanitarian aid at all has been controversial.

All aid was stopped by the previous administration in January 2016 in reaction to Pyongyang's

fourth nuclear test.

In stark contrast, Thursday's announcement comes just 2 and a half weeks after the North's

sixth nuclear test.

Opposition lawmakers are criticizing the move, saying the timing is inappropriate and that

it will only serve to assist the Kim Jong-un regime.

Japan has also voiced its opposition, saying right now North Korea needs more pressure,

not aid.

(Standup) "By declaring its intent to provide humanitarian

aid, Seoul is signaling it plans to continue reaching out to North Korea.

However, with the date and details still undecided, the administration risks criticism from its

supporters as well as its detractors, for what may be seen as a failure to fully commit.
