SHELLY: BUT ACTION 7 NEWS

REPORTER DAVID CARL TELLS US,

THAT WAS EXACTLY WHAT THE

SHOOTER WANTED IN THE TOWN OF

ROWE.

DAVID: IT STARTED WITH JUST A

PHONE CALL FROM THE SUSPECT TO

POLICE, BUT GOT MUCH MORE

DANGEROUS AFTER THAT.

HERE IN ROWE, IT ENDS WITH SHOTS

FIRED AND ONE MAN DEAD, AS LOCAL

FAMILIES ARE STILL ON EDGE.

>> I WENT TO WALK AWAY AND I

HEARD A LOUD GUNSHOT.

I TURNED AROUND, AND THE MAN WAS

DOWN.

DAVID: BRAD HILLYARD LIVES HERE

IN THE SMALL VILLAGE OF ROWE,

NEW MEXICO FOR A REASON.

>> TO STAY AWAY FROM DRAMA LIKE

THIS, MAKE SURE MY KIDS ARE

SAFE, GIVE THEM A GOOD COUNTRY

UPBRINGING, AND NOT HAVE THEM

EXPERIENCE THE THINGS LIKE THIS.

AND IT'S CRAZY TO HAVE IT HAPPEN

WAY OUT HERE.

DAVID: LAST NIGHT THE VIOLENCE

AND SHOOTINGS OF BIGGER CITIES

CAME TO HIS DOOR STEP.

STATE POLICE GOT A CALL FROM A

MAN IN PECOS, SAYING HE WAS NEAR

A LOCAL MARKET WITH A GUN

WANTING TO KILL.

A WHEN THEY ARRIVED, THEY HAD

TROUBLE FINDING RIP HUNTINGTON,

UNTIL THEY HEARD GUNSHOTS.

THEY FOUND HUNTINGTON IN A RED

FORD FUSION, AND CHASED IT TO

ROWE

THAT'S WHERE HUNTINGTON GOT OUT

OF THE CAR AND FIRED WHAT POLICE

MORE CALL A BARRAGE OF GUN SHOTS

AT OFFICERS.

>> WHEN THE SHOTS KEPT GOING, WE

WENT AHEAD AND GOT THE KIDS, AND

PUT THEM IN MY ROOM, AND PUT

EVERYONE IN THE BACK ROOM ON THE

FLOOR.

DAVID: A FAMILY MEMBER OF THE

SUSPECT SHOWED UP ON SCENE AND

HELPED GET HIM ON THE PHONE.

THAT PERSON TOLD OFFICERS

HUNTINGTON HAD RECENTLY BEEN

TALKING ABOUT COMMITTING SUICIDE

BY COP.

FOR TWO HOURS, THE OFFICER TRIED

TO GET HUNTINGTON TO SURRENDER.

HE REFUSED AND HUNG UP THE

PHONE.

OFFICERS HEARD HUNTINGTON LOAD A

GUN, THEY FIRED, KILLING HIM.

AND WITH THIS HAPPENING JUST

FEET FROM HILLYARD'S HOME, HE

SAYS HE HAS ONE GOAL FOR HIS

FAMILY TONIGHT.

>> TRY AND REASSURE THEM THAT

THEY'RE SAFE IN THEIR OWN HOME.

THEY ALL SLEPT IN MY ROOM LAST

NIGHT, AND ASKED TO SLEEP THERE

AGAIN TONIGHT.

DAVID: THE OFFICERS INVOLVED ARE

ON LEAVE UNTIL THE INVESTIGATION

IS FINISHED.

AS YOU CAN SEE OVER MY RIGHT

SHOULDER, INVESTIGATION IS STILL

CONTINUING TONIGHT.

Blinding, blowing dust major issue along interstate - Duration: 1:32.

NANCY: THE DOT AND STATE POLICE

SAY THESE THINGS ARE SCARY AND

UNPREDICTABLE, AND THEY HIT

FAST.

THIS IS VIDEO WE SHOT IN SKY 7

OF A DUST STORM OVER THE

INTERSTATE.

THIS MONTH, A MASSIVE DUST STORM

BLEW ACROSS

I-10 NEAR LORDSBURG.

IT RESULTED IN A 25 CAR PILE-UP.

SIX PEOPLE WERE KILLED.

THIS ISN'T THE FIRST TIME

SOMETHING LIKE THIS HAS HAPPENED

ON THIS SAME STRETCH OF HIGHWAY,

BECAUSE OF BLINDING, BLOWING

DUST.

THE DEPARTMENT OF TRANSPORTATION

HAS SEVEN SIGNS IN THE AREA,

WARNING DRIVERS OF POSSIBLE DUST

STORMS WILL MAKE IT TOUGH TO

SEE.

THEY'RE ALSO PLANTING SEEDS TRY

TO GET PLANTS TO GROW TO KEEP

THAT DUST DOWN.

THE D.O.T DID SOMETHING SIMILAR

ALONG I-40 WHEN THERE WERE FATAL

CRASHES THERE FROM BLOWING DUST.

I ASKED IF THEY SHUT DOWN THE

INTERSTATE BEFORE A STORM LIKE

THIS HITS.

>> THESE THINGS POP UP VERY

QUICKLY.

IT CAN HAPPEN SUDDENLY.

SO IT'S A LOT MORE DIFFICULT

SOMETIMES TO CLOSE A ROAD.

IF WE HAVE ENOUGH TIME AND WE

THINK IT'S GOING TO LAST LONG

ENOUGH, WE WILL DO THAT.

BUT SOMETIMES THEY CAN POP UP IN

TWO OR THREE MINUTES AND LAST 10

MINUTES, AND WE JUST COULDN'T

HAVE THE RESOURCES OUT THERE TO

CLOSE A ROAD IN THAT TIME.

NANCY: THE D.O.T. SAYS THEY'RE

ALSO TAKING A LOOK AT WHAT

ARIZONA IS DOING, PUTTING A

SUBSTANCE CALLED GORILLA SNOT

NEAR THE INTERSTATES TO KEEP

DUST LEVELS DOWN.

THE LIQUID IS A KIND OF PLASTIC

THAT HARDENS WHEN IT HITS THE

GROUND.

Breaking: Obama's Biggest Scandal Just Came To Light, His Corruption Will Infuriate You - Duration: 2:59.

Obama was caught having wasting billions of dollars of our money.

He cannot be allowed to get away with this!

A government watchdog group has revealed that Federal agencies under former President Obama

wasted over $135 billion of taxpayers' money in 2015 due to improper spending (via The

Washington Examiner).

A report released by the Government Accountability Office last Tuesday details how 122 Federal

programs wasted a small countries GDP in improper spending.

The Government Accountability Office estimates even higher waste for 2016 – Obama's last

year in office – potentially totaling an additional $144 billion.

Improper payments occur when a government agency makes payments to an inappropriate

person, for an incorrect amount, or for immoral reasons.

Improper payments are often, but are not necessarily, fraudulent.

However, all improper payments undermine public trust in government and often point to public

corruption.

Of the $136 billion in improper payments, $132 billion was racked up by only 52 Federal

programs across 15 government agencies indicating a concentration of fraudulent activity.

All Federal agencies are required to review programs and identify potential abuse in accordance

with the Improper Payments Elimination and Recovery Improvement Act (IPERA).

However, 15 of the 24 Federal agencies refused to comply with IPERA and released no report

in 2015.

Seven agencies have never complied with IPERA and reported improper spending.

Medicaid was the biggest culprit wasting at least $29 billion in improper payments.

Earned Income Tax Credit reported over $15 billion in wasted taxpayer money while Old

Age, Survivors, and Disability Insurance; and food stamps wasted an addition $5 billion

and $2.5 billion respectively.

Senator Claire McCaskill (D-MO), the ranking Democrat on the Government Affairs Committee,

denounced the waste accumulated under her old boss, and former President, Barack Obama.

"Whatever the political circus in Washington looks like, this is an area where Democrats

and Republicans can and should work together, and that's what I plan to do," the Senator

said.

President Trump now requires all Federal agencies to make a report to Congress detailing their

finances in depth.

President Trump is also attempting to reverse the trend of government waste requiring all

agencies to be more accountable to the American taxpayer.

Almost every government agency will face shrinking budgets under President Trump.

Do you think there is anything we can do to hold Obama accountable?
