JOINS US LIVE FROM THE NEWSROOM

WITH DETAILS

DEBORAH: TWO INDIVIDUALS TOLD US

THEY LEARNED ABOUT THE MEDICAID

FRAUD LAWSUIT FROM MEDIA

REPORTS, INCLUDING THE I-TEAMS.

SO, TONIGHT'S MEETING WITH KRIS

LEIGH'S OWNER WAS THEIR FIRST

OPPORTUNITY TO FIND OUT WHAT IS

GOING ON.

THE LAWSUIT ALLEGED CARE SO

GROSSLY SUBSTANDARD THAT IS WAS

DEEMED WORTHLESS AT THE

AS YOU CAN SEE, VERY

ATTRACTIVE WATERFRONT FACILITY

OFF OF RITCHIE HIGHWAY.

THE SUIT CITED PROBLEMS WITH BED

BUGS, BLACK MOLD AND MEDICATION

MANAGEMENT.

AS WELL AS SAFETY ISSUES.

BUT A NUMBER OF PEOPLE TOLD ME

TONIGHT THAT THEIR LOVED ONES

ARE VERY HAPPY THERE.

THEY WOULD LIKE TO SEE MORE

STAFF AND BETTER COMMUNICATION.

THEY LEARNED TONIGHT, THE OWNER,

WHO LIVES IN FLORIDA, WILL BE

SPENDING MUCH MORE TIME AT KRIS

LEIGH.

>> HE IS GOING TO BE HERE MONDAY

THROUGH FRIDAY AT THIS FACILITY,

WATCHING OVER IT AND ABIDING

MORE MANAGEMEN AND I THINK,

MORE OF AN IRON FIST DEALING

WITH THE LEGAL ISSUES.

>> THE COURT CASE HAS BROUGHT UP

SOME ANIMOSITY.

THINGS THAT MAY OR MAY NOT BE

TRUE.

THEY ARE WORKING ON A COUPLE OF

DIFFERENT FRONTS.

DEBORAH: ONE OF THOSE FRONTS HAS

TO DEAL WITH THE FUTURE OF 12

MEDICAID PATIENTS.

UNLESS A JUDGE ISSUES A STAY

NEXT WEEK, THEY WILL BE MOVED TO

OTHER FACILITIES.

ONE OF THOSE RESIDENTS IS AN

ALZHEIMER'S PATIENT WHO HAS BEEN

AT KRIS LEIGH FIVE YEARS

FAMILY MEMBERS ARE EXPECTED TO

RE-CONVENE IN A MONTH'S TIME FOR

AN UPDATE ON THE LAWSUIT, AND

MORE IMPORTANTLY, THE QUALITY OF

CARE.

Dan Rather: Donald Trump Most 'Psychologically Troubled' POTUS Since Nixon | The Last Word | MSNBC - Duration: 11:17.

>>> TO FULFILL MY SOLEMN DUTY TO PROTECT AMERICA AND ITS

CITIZENS, THE UNITED STATES WILL WITHDRAW FROM THE PARIS CLIMATE

ACCORD.

[ APPLAUSE ] THANK YOU.

THANK YOU. >> ONCE AGAIN, PRESIDENT TRUMP

SEEMS TO BE TRYING TO FULFILL A SOLEMN DUTY TO RUSSIA.

THE TWO BIGGEST BENEFICIARIES OF PRESIDENT TRUMP'S ACTION TODAY

ARE RUSSIA AND THE VERY FIRST FOREIGN COUNTRY THAT HE VISITED,

SAUDI ARABIA. BOTH OF THOSE COUNTRIES HAVE

OIL-DEPENDENT ECONOMIES. THEY ARE BOTH NOW STRUGGLING TO

FIND WAYS TOGETHER TO MAINTAIN THE PRICE OF OIL AT A HIGH

ENOUGH LEVEL TO SUSTAIN THEIR ECONOMIES.

THERE IS REALLY ONLY ONE WAY TO DO THAT THAT WORKS.

THE BAD WAY TO DO IT IS TO TRY TO RESTRICT THE SUPPLY OF OIL,

THEREBY DRIVING UP THE PRICE. BUT THAT'S MUCH HARDER TO DO

THAN PEOPLE THINK WHEN THEY TRY TO START IT, AS OPEC HAS

DISCOVERED MANY, MANY TIMES. THE BEST WAY TO DO IT, THE VERY

BEST WAY TO DO IT IS TO INCREASE DEMAND FOR OIL AND TO DRIVE UP

THE PRICE BY INCREASED DEMAND. THAT IS CLASSICAL ECONOMICS.

THE PARIS CLIMATE ACCORD IS DESIGNED TO DECREASE DEMAND FOR

OIL. HERE IS WHAT THE LEADER OF THE

FREE WORLD SAID TONIGHT ABOUT THE UNITED STATES DROPPING OUT

OF THE PARIS CLIMATE ACCORD. >> TONIGHT I WISH TO TELL THE

UNITED STATES FRANCE BELIEVES IN YOU.

THE WORLD BELIEVES IN YOU. I KNOW THAT YOU ARE A GREAT

NATION. I KNOW YOUR HISTORY, OUR COMMON

HISTORY. FRANCE WILL NOT GIVE UP THE

FIGHT. I REAFFIRM CLEARLY THAT THE

PARIS AGREEMENT REMAINS IRREVERSIBLE AND WILL BE

IMPLEMENTED. NOT JUST BY FRANCE, BY ALL THE

OTHER NATIONS. WE WILL SUCCEED.

BECAUSE WE ARE FULLY COMMITTED. BECAUSE WHEREVER WE LIVE,

WHEREVER WE ARE, WE ALL SHARE THE SAME RESPONSIBILITY.

MAKE OUR PLANET GREAT AGAIN. >> WE'RE JOINED NOW BY DAN

RATHER, A FORMER ANCHOR OF CBS EVENING NEWS AND CURRENTLY THE

HOST OF AXS TV'S "THE BIG INTERVIEW."

DAN, CONSIDERING ALL THE PRESIDENTS YOU HAVE COVERED, ALL

OF WHOM HAVE CARRIED THE LABEL WITH THEM AROUND THE WORLD AS

LEAD OTHER TELEPHONE FREE WORLD, TO SEE THIS TONIGHT, TO SEE THE

PRESIDENT PULL THE UNITED STATES OUT OF A WORLDWIDE AGREEMENT, TO

SEE THE PRESIDENT OF FRANCE THEN STEP UP, SPECIFICALLY SPEAK IN

ENGLISH TO ADDRESS THE UNITED STATES OF AMERICA WITH A

LEADERSHIP TONE ON HIS PART ABOUT WHERE OUR FUTURE LIES IN

CLIMATE AND OTHER THINGS. JUST AN EXTRAORDINARY MOMENT.

>> WELL, IT'S MOMENTOUS MOMENT, AND A VERY OMINOUS MOMENT.

BECAUSE DEPENDING HOW FAR PRESIDENT TRUMP CAN GO AND HOW

EFFECTIVE HE MAY BE THE REST OF THE WAY, THIS CAN MAKE THE

UNITED STATES SECOND TIER IN TERMS OF WORLD LEADERSHIP, AT

LEAST ON THIS SUBJECT. AND BY THE WAY, I TOTALLY AGREE

THAT RUSSIA AND SAUDI ARABIA ARE THE BIG WINNERS HERE, BUT ALSO

CHINA IS A BIG WINNER BECAUSE THE CHINESE ARE -- THEY SEEK TO

SPREAD THEIR INFLUENCE, PARTICULARLY IN WESTERN EUROPE,

DO BUSINESS THERE. THE CHINESE ARE BIG WINNERS.

STEVE BANNON IS A BIG WINNER. STEVE BANNON IS BACK BIG-TIME IN

THE WHITE HOUSE. IN THE SHOWDOWN IN THE WHITE

HOUSE BETWEEN THE GLOBALISTS AND THE NATIONALISTS, STEVE BANNON

AND THE NATIONALISTS WON. BUT I DO THINK, LAWRENCE, IT'S

SOMETHING ELSE AT WORK HERE WITH PRESIDENT TRUMP.

AND WILLIAM MARSHALL WROTE SOME OF THIS ON THE INTERNET TODAY.

AND THAT IS FROM THE OUTSIDE LOOKING IN, IT SEEMS CLEAR THAT

HE IS MAD. HE HAS SOME RAGE.

HE IS SCARED. WHAT DID HE DO WITH RUSSIA

NARRATIVE IS CLOSING IN ON HIM. STILL, THE INVESTIGATION IS

ABOUT HIS TAX RETURNS ARE CLOSING IN ON HIM.

HE JUST CAME BACK FROM THIS EUROPEAN TRIP, AND HE WAS ANGRY

WITH THE LEADER OF GERMANY, MS. MERKEL, AND THE NEW LEADER OF

FRANCE. WHAT YOU HAVE HERE IS A

PRESIDENT WHO IS LASHING OUT IN ANGER.

WE HAVEN'T HAD A PRESIDENT THIS PSYCHOLOGICALLY TROUBLED -- I'M

TRYING TO USE MY LANGUAGE REAL CAREFULLY.

WE HAVEN'T HAD A PRESIDENT THIS PSYCHOLOGICALLY TROUBLED IN THIS

WAY SINCE AT LEAST RICHARD NIXON.

>> YES. >> AND REMEMBER, WE'RE STILL

VERY EARLY IN THE TRUMP PRESIDENCY.

BUT THIS DECISION TODAY IS -- HISTORY IS GOING TO PUNISH

DONALD TRUMP FOR THIS DECISION. AND THE QUESTION IS HOW MUCH

WILL IT PUNISH OUR OWN COUNTRY. THAT MAY DEPEND ON HOW MUCH OF

THE SLACK THAT THEY CAN TAKE UP, THAT INDIVIDUAL STATE

GOVERNMENTS, LOCAL GOVERNMENTS AND PEOPLE WHO KNOW, INCLUDING

CORPORATIONS, WHO KNOW THIS IS A BAD DECISION, TRY TO RESIST IT.

BUT THE PRESIDENCY IS VERY STRONG.

WHEN HE MAKES THIS KIND OF DECISION, THERE ARE CONSEQUENCES

THERE ARE CONSEQUENCES OF AN ELECTION.

HE WAS ELECTED THERE ARE CONSEQUENCES OF THESE KINDS OF

DECISIONS. BUT I DO THINK THAT IT'S TIME

FOR US TO TAKE A DEEP BREATH, BE CALM, BE STEADY ABOUT IT.

OVER THE LONG HAUL, WE'RE PROBABLY BE ALL RIGHT.

THAT NO PRESIDENT IS STRONGER THAN THE WHOLE COUNTRY.

AND THAT IS NOT A POPULAR DECISION IN THE COUNTRY.

IT IS POPULAR WITH SOME PRESIDENT TRUMP'S CORE

SUPPORTERS. AND YOU CAN ARGUE THAT'S ANOTHER

REASON HE DID IT. THAT HE NEEDS TO NOURISH HIS

CORE SUPPORT. >> HE HAS TO GIVE THEM

SOMETHING. >> HE HAS TO GIVE THEM

SOMETHING. PULLING BACK WHAT WE CALL ON

TELEVISION THE WIDE SHOT, THAT PRESIDENT TRUMP MAY WELL AS BE

SHOWING UP IN THE OVAL OFFICE IN SPATS AND SAYING HE IS GOING TO

INCREASE THE MANUFACTURER OF BUGGY WHIPS.

>> OR HORSE SHY, "THE WASHINGTON POST" REPORTING AS WE BEGAN

REPORTING, DAN, SOMETHING ABOUT THE PRESIDENT AND PRESIDENT

MACRON. A WHITE HOUSE AIDE OR AIDES ARE

QUOTED IN "THE WASHINGTON POST" TONIGHT AS SAYING, "HEARING

SMACK TALK FROM THE FRENCHMAN 31 YEARS HISIS JUNIOR IRRITATED AN

BEWILDERED TRUMP." AND SO IT SEEMS WE MAY BE

DEVELOPING AN ENEMY'S LIST IN THIS WHITE HOUSE WHICH WE HAD IN

THE NIXON WHITE HOUSE. BUT THIS ENEMY'S LIST IS GOING

TO HAVE HEADS OF STATE ON IT. LIKE PRESIDENT MACRON AND ANGELA

MERKEL. >> WELL, LET'S QUOTE THE WHITE

HOUSE HERE. A BEWILDERED PRESIDENT TRUMP.

>> YES. >> HERE AGAIN, THE RUSSIANS ARE

SMILING. THE CHINESE ARE SMILING.

WHEN THEY SEE THIS STATEMENT FROM THE WHITE HOUSE, THEIR

SMILE WILL BROADEN. BECAUSE THEY SEEK TO DISRUPT

THESE HISTORICAL ALLIANCES THAT HAVE KEPT THE PEACE BY AND LARGE

FOR THE BETTER PART OF A CENTURY.

IT'S IMPORTANT TO THE RUSSIANS AND THE CHINESE THAT THEY

UNDERMINE THESE ALLIANCES WE HAVE WITH NATO, EUROPEAN UNION,

THESE VARIOUS COUNTRIES IN EUROPE AND ELSEWHERE, AND TO SEE

THIS KIND OF TALK FROM THE WHITE HOUSE WHEN BY THE WAY, THE

FRENCH PRESIDENT WAS SPEAKING ENGLISH AS YOU POINTED OUT.

>> YES. >> I WOULD BE DELIGHTED TO SEE

PRESIDENT TRUMP SPEAK TO THE FRENCH PEOPLE IN FRENCH.

BUT IT MAY BE A WHILE. >> DAN, WE'RE ALWAYS AS THE

STORIES DEVELOP, WE'RE ALWAYS TAKING OUR WATERGATE

TEMPERATURE, WHICH IS SOMETHING THAT YOU LIVED THROUGH.

IT HAD A RHYTHM TO IT. THERE WAS A NEWS RHYTHM TO IT,

THE WAY THE STORIES BROKE. THE RHYTHM TO THIS SEEMS MUCH

FASTER. "THE NEW YORK TIMES" AND "THE

WASHINGTON POST" BREAKING STORIES BY THE HOUR, BY THE DAY.

THIS STORY HAS CHANGED DRAMATICALLY EVERY DAY.

>> WELL, THE PACE OF IT IS MUCH FASTER THAN WATERGATE.

AND ALSO, REMEMBER WATERGATE DIME A CLIMAX DURING NIXON'S

SECOND TERM. >> YES.

>> WE'RE STILL EARLY IN THE TRUMP PRESIDENCY.

BUT THE NEWS BUSINESS HAS CHANGED SO MUCH.

TECHNOLOGY HAS ADVANCED TO MUCH. THAT IT'S MUCH QUICKER NOW.

AND THE QUESTION THAT GOES UNANSWERED, I FOR ONE HAVE NO

IDEA WHERE THIS LEADS IS THE OPEN QUESTION.

BECAUSE YOU'RE QUITE RIGHT. IT ISN'T JUST A DRIP, DRIP.

IT'S ALMOST A STEADY STREAM OF ONE STORY AFTER ANOTHER.

AND THANK HEAVEN AND OTHER POWERS THAT MAY BE "THE

WASHINGTON POST" AND "NEW YORK TIMES" AND OTHER NEWS

ENTERPRISES THAT HAD BEEN BREAKING THESE STORIES.

BUT THIS IS WHY I SAY -- AND I THINK THE WHITE HOUSE HAS

CONFIRMED TONIGHT THAT PRESIDENT TRUMP, HE IS JUST -- HE IS

BEWILDERED. WHAT WAS THE WORD HE USED?

>> IRRITATED AND BEWILDERED. >> IRRITATED, BEWILDERED.

I THINK HE IS BEGINNING TO REALIZE HE IS IN OVER HIS HEAD.

HE BECAME VERY CONFIDENT AS A BUSINESS LEADER.

BUT BEING PRESIDENT IS NOT JUST BEING A CEO.

FOR ONE THING, WHEN YOU'RE CEO, YOU PICK UP THE PHONE AND TELL

SOMEBODY TO DO SOMETHING, THEY DO IT.

IN A DEMOCRATIC SYSTEM, CAN'T DO THAT.

>> AND SOME OF THE WEAKNESSES THAT THIS WHITE HOUSE HAS THAT

THE NIXON WHITE HOUSE DIDN'T HAVE IS NO ONE EVER SAID A BAD

WORD ABOUT PRESIDENT NIXON'S SON-IN-LAWS.

>> NO. THAT'S TRUE.

WELL, I HESITATE TO LAUGH ABOUT IT, BECAUSE IT'S SERIOUS.

AND I THINK IT NEEDS TO BE SAID THAT THE SON-IN-LAW HAS NOT BEEN

PROVEN GUILTY OF ANYTHING. BUT AGAIN, WHEN WE TALK ABOUT

PRESIDENT TRUMP BEING IRRITATED, BEWILDERED, MAD, ANGRY, ENRAGED,

HERE HIS SON-IN-LAW WHO HE APPARENTLY LIKES VERY MUCH AND

IS IN VERY TIGHT AND KNOWS AN

AWFUL LOT, AGAIN, THE NARRATIVE ALMOST DAILY, THIS ADDITION TO

THE NARRATIVE, A LOT OF QUESTIONS TO ASK ABOUT THE

SON-IN-LAW. WHAT DID HE KNOW, WHEN DID HE

KNOW IT? WHOM HE MET.

I WOULDN'T BE SURPRISED -- I'M NOT PREDICTING, I WOULDN'T BE

SURPRISED IF PRESIDENT TRUMP AT SOME POINT TOOK THE ADVICE OF

SOME MEMBERS OF THE STAFF WHO HAVE BEEN SUGGESTING THAT THE

SON-IN-LAW PERHAPS OUGHT TO TAKE HIMSELF OFF LINE FOR A WHILE.

BUT ALL OF THIS IS GETTING VERY, VERY SERIOUS.

NOT JUST FOR PRESIDENT TRUMP AND THE FUTURE OF HIS PRESIDENCY,

BUT THE COUNTRY AS A WHOLE. AND NOW IT COME BACKS TO THIS

DECISION ABOUT PULLING OUT OF THE PARIS ACCORDS.

THERE IS AN OLD SAYING IN THE MARINE CORPS.

IF YOU CAN'T PICK UP THE CADENCE, YOU BETTER CHECK YOUR

OWN STEP, WHICH IS A WAY OF SAYING EVERYBODY IN THE WORLD

HAS SIGNED ON THIS THING EXCEPT FOR SYRIA AND NICARAGUA.

>> YEAH. >> AND IF THE UNITED STATES OF

AMERICA IS TO REMAIN IN A LEADERSHIP ROLE ON THIS AND

OTHER ISSUES, WE CAN'T JUST STAND WITH NICARAGUA AND SYRIA.

Where California High-Speed Rail stands now - Duration: 7:09.

>> THIS IS THE CEDAR AVENUE

VIADUCT THAT CROSSES OVER TOP OF

CEDAR AVENUE AND MORE

IMPORTANTLY, HIGHWAY 99.

MAX: THIS BRIDGE IS ARGUABLY THE

MOST VISIBLE PIECE OF HIGH-SPEED

RAIL CONSTRUCTION IN CALIFORNIA.

>> I THINK IT'S, YOU KNOW, FOR

PEOPLE WHO DRIVE BY HERE ON 99,

IT'S THEIR FIRST GLIMPSE OF

HIGH-SPEED RAIL BECOMING A

REALITY HERE IN FRESNO.

MAX: HIGH SPEED RAIL AUTHORITY

OUTGOING CEO JEFF MORALES SAYS

THIS VIADUCT IS ONE OF THE

PROJECT'S TALLEST POINTS IN THE

CENTRAL VALLEY.

>> WE'RE ABOUT 50, 60 FEET UP

HERE ON THIS AND WHERE WE'RE

STANDING IS WHERE THE TRACK WILL

BE.

WE'LL HAVE TWO TRACKS RUNNING

RIGHT HERE.

MAX: ON THOSE TRACKS, TRAINS

CAPABLE OF HITTING 200 MILES AN

HOUR.

AND WHEN THEY REACH FRESNO,

THEY'LL END UP HERE.

>> THIS WILL BE THE FIRST HIGH

SPEED RAIL STATION NOT ONLY IN

CALIFORNIA, BUT IN THE U.S.

MAX: BUILDERS ENVISION A BLEND

OF HISTORY, AND HIGH-TECH WITH

THE CONVERSION OF THIS

HUNDRED-YEAR-OLD SOUTHERN

PACIFIC DEPOT.

>> WE'LL HAVE DESIGNERS WHO

FIGURE OUT HOW TO DO THAT AND

TAKE ADVANTAGE OF THIS OLD

HISTORIC STRUCTURE BUT TYING IT

IN WITH THE NEW.

MAX: BACKERS BELIEVE IT COULD

BREATHE NEW LIFE INTO DOWNTOWN

FRESNO.

>> IT'S BRING DOWNTOWN TO LIFE

AGAIN, AND I THINK IT'S GOING TO

ATTRACT MORE CUSTOMERS.

MAX: WITH THE $20 MILLION FULTON

STREET PROJECT WRAPPING UP AND

OTHER REDEVELOPMENT PROJECTS

PLANNED, SOME RESIDENTS SEE THE

HIGH SPEED RAIL AS A MAJOR

ECONOMIC BOOST.

>> I HOPE THAT SOME OF THE NEW

RENOVATIONS WILL BRING ACROSS

MORE BUSINESS TO THE LITTLE

SHOPS HERE THAT NEED TRAFFIC

COMING IN AND OUT.

MAX: AND ONCE TRAINS ARE UP AND

RUNNING, THOSE CUSTOMERS COULD

COME FROM FAR OUTSIDE THE

CENTRAL VALLEY

>> TODAY IT TAKES ABOUT THREE

AND A HALF TO FOUR HOURS TO GET

TO SILICON VALLEY, DRIVING,

WHICH IS PRETTY MUCH THE ONLY

WAY YOU CAN GET THERE.

IT'LL BE ABOUT 45, 50 MINUTES ON

THE TRAIN.

THAT'S JUST A GAME CHANGER FOR

THIS AREA.

MAX: MORALES ESTIMATES ALL THIS

CONSTRUCTION WILL CREATE 1000

JOBS ACROSS 11 CENTRAL VALLEY

SITES WITH 80% OF THE WORKERS

COMING FROM THE CENTRAL VALLEY.

FRESNO CHAMBER OF COMMERCE CEO

NATHAN AHLE SAYS MANY AREA

WORKERS ARE ALREADY ON THE

PAYROLL.

>> THEY'RE BUILDING TRESTLES AND

BRIDGES AND DOING ALL OF THE

INITIAL GROUNDWORK WHERE THEY

START TO LAY TRACK BETWEEN HERE

AND MADERA, AND THOSE

CONSTRUCTION JOBS ARE ALREADY

UNDERWAY.

MAX: AND THERE ARE EVEN MORE

JOBS DOWN THE ROAD FOR WHICHEVER

CITY GETS THE HIGH-SPEED RAIL'S

BIG MAINTENANCE FACILITY.

>> THAT WOULD MEAN THOUSANDS OF

JOBS.

THOSE ARE GOOD, WELL-PAYING

CONSTRUCTION AND

MAINTENANCE-TYPE JOBS, AND WE'RE

HOPING TO HEAR ABOUT THAT BY THE

END OF THE YEAR.

MAX: IF EVERYTHING STAYS ON

SCHEDULE, THE FIRST TRAINS WILL

ROLL OUT IN 2025 OFFERING

SERVICE FROM SAN JOSE THROUGH

THE CENTRAL VALLEY.

BY 2029, THE HIGH SPEED RAIL

AUTHORITY EXPECTS TO BE RUNNING

FROM SAN FRANCISCO DOWN TO LOS

ANGELES, AND ANAHEIM.

EVENTUALLY, HIGH-SPEED RAIL

WANTS TO SEE 12 TRAINS RUNNING

EACH HOUR.

THAT IS THE VISION THE BRIGHT

FUTURE PROMISED AND PROMOTED BY

BACKERS OF CALIFORNIA'S

HIGH-SPEED SYSTEM.

BUT THERE ARE SOME QUESTIONS.

EDIE: OF COURSE THAT SOUNDS

GREAT, BUT ALSO WE KNOW THERE

ARE CONCERNS.

MAX: NOT EVERYONE IS ON BOARD.

THERE IS ANOTHER SIDE TO THE

HIGH-SPEED RAIL STORY.

CRITICS WORRY ABOUT THE COST,

AND PEOPLE IN THE PATH OF THE

PROJECT ARE LOSING LAND, HOMES

AND BUSINESSES, AND SOME OF THEM

ARE FIGHTING BACK.

THE VISION -- MAKING IT BY TRAIN

FROM THE BAY AREA TO SOUTHERN

CALIFORNIA IN WHAT MIGHT AMOUNT

TO THE BLINK OF AN EYE.

>> TOP SPEED WE'RE DESIGNING FOR

, 220 MILES AN HOUR.

WE WON'T DO THAT EVERYWHERE

OBVIOUSLY, BUT TRAINS WILL GO AS

FAST AS 220, WHICH IS RIGHT AT

THE LEADING EDGE OF WHAT'S BEING

DONE ANYWHERE IN THE WORLD.

MAX: THE REALTY, SLOWLY COMING

INTO FOCUS, AS CONSTRUCTION

INTENSIFIES ACROSS THE CENTRAL

VALLEY.

>> WE'VE GOT, AND WE'RE STILL

VERY MUCH IN THE RAMP UP PERIOD

OF CONSTRUCTION, GOT ELEVEN

MAJOR SITES UNDERWAY AND THAT'S

GOING TO MULTIPLY OVER THE

COMING MONTHS AND YEARS.

MAX: AND IN ORDER TO DO SO, THE

HIGH-SPEED RAIL AUTHORITY NEEDS

LAND, LOTS OF IT.

AS OF MID-APRIL IN THE CENTRAL

VALLEY ALONE, HIGH-SPEED RAIL

REQUIRED THE PURCHASE OF 1711

PIECES OF LAND WITH 1118

PURCHASED SO FAR.

OF THOSE, 454 RESULTED IN

EMINENT DOMAIN SUITS.

SOME HAVE BEEN SETTLED.

OTHERS ARE STILL BEING

NEGOTIATED.

AMONG THOSE TAKING ON THE STATE,

FARMER JON TOS.

>> GOVERNOR BROWN IS BENT ON

DOING THIS, AND SO IT'S A TUG OF

WAR, YOU KNOW, IT'S A TUG OF

WAR.

WHO'S GOING TO OUTLAST WHO.

I'M SURE THE GOVERNMENT'S GOING

TO OUTLAST INDIVIDUAL PEOPLE,

BUT WE'RE GOING TO TRY.

MAX: THE ROPE JON AND THE STATE

TUSSLE OVER SEEMS TO BE

SHORTENING, AT LEAST, ON HIS

END.

>> ORIGINALLY THEY WERE GOING TO

TAKE SIX PARCELS AND THEN IT WAS

SEVEN, AND LAST WEEK WE FOUND

OUT THAT THEY WANT ANOTHER ONE.

SO NOW THEY'RE TAKING EIGHT,

EIGHT DIFFERENT PARCELS.

MAX: THOSE PARCELS, FILLED WITH

FRUITS AND NUTS, RANGE IN SIZE

FROM JUST A HALF-ACRE TO 40

ACRES.

>> ON MOST OF THESE PROPERTIES

WHERE THE RAIL IS COMING

THROUGH, IT'S GOING THROUGH ON

AN ANGLE, AND IT JUST DISSECTS

THE PROPERTY.

IT'S LIKE THE RAIL GOING THROUGH

YOUR HOME, YOU KNOW, YOU'VE CUT

YOUR HOUSE IN HALF AND THAT'S

PRETTY HARD TO MANAGE AND THAT'S

WHAT'S HAPPENING TO US.

MAX: IN ALISA GOMES' CASE, HIGH

SPEED RAIL DOESN'T FIGURE TO

DIVIDE HER HOME, IT FIGURES TO

TAKE IT ALL OF IT AND THEN SOME.

>> OUR KIDS PROBABLY SEE US AS

WE'RE HAVING CONVERSATIONS ABOUT

THIS AND SEEING US LIKE THIS,

YOU KNOW, THEY'RE GOING THROUGH

IT TOO.

MAX: THE GOMES FAMILY STANDS TO

LOSE THEIR TWO-ACRE LOT IN

CORCORAN, FIT WITH A SEPARATE

WORKSHOP AND ROOM FOR LIVESTOCK

ANCHORED BY THIS 3400 SQUARE

FOOT, SIX BEDROOM, FOUR BATHROOM

HOME.

>> THE APPRAISAL THAT THEY GAVE

US FOR THE HOME, ALL THE

IMPROVEMENTS WE'VE MADE AND THE

SHOP, WAS $4000 MORE.

SO, IT WAS PRETTY FRUSTRATING.

MAX: AT SOME POINT, THE FAMILY

OF SIX WILL HAVE TO MOVE.

BUT ALISA SAYS THE RELOCATION

OFFERS DON'T BEGIN TO COMPARE.

>> THEY'RE GIVING US OFFERS ON

HOMES THAT ARE IN SUBDIVISIONS

ON LIKE A QUARTER OF AN ACRE.

WHERE ARE WE GOING TO BUILD A

SHOP?

WHERE ARE WE GOING TO KEEP OUR

ANIMALS?

AND SO WE FEEL THAT THE

RELOCATION OFFERS THAT THEY HAVE

GIVEN US AREN'T COMPARABLE AT

ALL.

MAX: SO LIKE JON, ALISA'S FIGHT

PLAYS OUT IN COURT WITH A

RESOLUTION THAT'S STILL OUT OF

REACH.

>> WE HAVE BEEN TO COURT

PROBABLY FIVE TIMES, TWO IN OUR

CASE AND THREE WHERE THEY'RE

TAKING US TO COURT, AND I DON'T

FEEL LIKE WE'RE ANY CLOSER TODAY

THAN WE WERE A YEAR AND A HALF A

GO.

MAX: THE STATE HAS SPENT MORE

THAN $3 BILLION ON HIGH-SPEED

RAIL.

MAKING THIS WORK COULD COST

UPWARDS OF $64 BILLION.

KELLIE: IT IS NICE TO REALLY SEE

IN PERSON HOW IT AFFECTS

PEOPLE'S LIVES.

THIS IS ONE OF GOVERNOR BROWN'S

PET PROJECTS.

IS HE STILL AS OPTIMISTIC AS HE

WAS IN THE BEGINNING?

MAX: HE SAYS HE IS AS OPTIMISTIC

AS EVER.

WE SPOKE WITH THE GOVERNOR

IN WHAT YOU COULD CALL A GAME OF

POLITICAL CHESS.

BALTIMORE CITY COUNCIL MEMBERS

DESCRIBE NEGOTIATIONS WITH THE

MAYOR'S OFFICE OVER HOW TO SPEND

PART OF THE CITY'S BUDGET

SURPLUS AS GOING SOUTH.

SO IN RESPONSE, THE BUDGET

COMMITTEE CHAIR, COUNCILMAN ERIC

COSTELLO VOTED TO ELIMINATE ALL

FUNDING TO THE MAYOR'S BUREAU OF

BUDGET AND MANAGEMENT.

>> WE MADE NUMEROUS ATTEMPTS TO

WORK WITH THEM THE LAST FEW

MONTHS, THEY KNEW ABOUT THE CITY

COUNCIL'S PRIORITIES, AND THEY

BASICALLY LAUGHED AT IT AND MADE

IT SEEM LIKE A JOKE.

ADAM: THAT COUNCIL PRIORITY IS

AFTER SCHOOL AND COMMUNITY

SCHOOL PROGRAMS, COUNCILMAN ZEKE

COHEN SAYS THEY WANT AN

ADDITIONAL $2.4 MILLION.

>> OUR CITY'S VIOLENCE IS AT

HISTORIC RATES, WE CAN CUT FROM

--CANNOT CUT FROM THE PROGRAMS

KEEPING CHILDREN SAFE RIGHT NOW.

ADAM: MAYOR CATHERINE PUGH MADE

AN UNEXPECTED STOP BY THE

COUNCIL CHAMBERS AFTER THE VOTE

ON HER BUDGET STAFF'S FUNDING,

TELLING 11 NEWS HER TRACK RECORD

ON EDUCATION AND YOUTH SPEAKS

FOR ITSELF.

KATHRYN: --

MAYOR PUGH: LET ME JUST SAW I

ALSO RAISED 3 MILLION FOR

SCHOOLS PRIVATELY, I RAISED AN

18 MILLION TO HELP YOUNG PEOPLE

WORK THIS SUMMER, AND ANOTHER

75,000 JUST TO JUMP START

ENTREPRENEURSHIP IN OUR CITY

JUST AMONG YOUNG PEOPLE.

ADAM: BOTH SIDES SAID THEY ARE

OPEN TO CONTINUING THESE

NEGOTIATIONS.

Wake up...

Run for your life with me

Wake up...

Run for your life with me

In another perfect life

In another perfect light

We run...

We run...

We run...

The rats are on parade

Another mad charade

What you gonna do?

The hounds are on the chase

If everything erased

What you gonna do?

I need some room to breathe !

You can stay asleep

If you wanted to

They say that nothing's free

But you can run with me

If you wanted to

Yeah you can run with me

If you wanted to

Before the time runs out

There's somewhere to run

Wake up...

Run for your life with me

Wake up...

Run for your life with me
