I fight my wife.

North Korea agrees to hold South Korean pop concerts in April - Duration: 2:08.

It's official.

For the first time in well over a decade,...

K-pop stars will be holding shows in the North Korean capital next month,... with the first

performance date slated for April 1st.

The star-studded line-up includes veteran singer Cho Yong-pil... and the K-pop girl

group Red Velvet.

Our Kwon Jang-ho has more.

After meeting with representatives from North Korea, singer and composer Yoon Sang confirmed

that the two sides agreed on the South Korean pop concerts that will be held in Pyongyang.

"The South will send an art troupe to the North made up of 160 members.

The artists will stay in Pyongyang from March 31st to April 3rd, and put on two concerts

at the East Pyongyang Grand Theatre and the Pyongyang Arena."

Also announced was the list of artists who have accepted the invitation to perform and

who have been approved by North Korea.

They include pop legends such as Cho Yong-pil and Lee Sun-hee, as well as current K-pop

artists such as the female idol-group Red Velvet.

The first concert will feature South Korean artists, while the second will have collaborations

with North Korean performers.

The two sides also agreed on an advance team coming from the South to inspect the venues.

They will leave on Thursday for a three-day trip... to check the facilities, accomodation

and travel route.

For any further preparatory arrangements, the two sides agreed to continue discussions

via the Panmunjeom communications channel.

Despite being the first non-government official to head official talks with North Korea, Yoon

said they went smoothly.

However, he added that with only 11 days left 'til they leave for Pyongyang, they had much

to prepare, including a final song list.

"It would have been nice to agree upon the song list today, but there were some difficulties

in negotiating the songs we wanted and the ones they wanted.

I wouldn't say it was political, but more because there were many songs they did not

know."

Seoul will be hoping the concert carries on the current positive mood between the two

Koreas... ahead of the landmark summit between President Moon Jae-in and North Korean leader

Kim Jong-un to take place later in April.

South Korea, China and Japan set to hold rare three-way talks in Tokyo in May: Reports - Duration: 0:56.

Yet another big summit could be coming up in early May,... this time between the leaders

of South Korea, China and Japan.

Citing multiple diplomatic sources and reports out of China,...

Japan's Kyodo News Agency says a summit, chaired by South Korean President Moon Jae-in, Chinese

Premier Li Keqiang and Japanese Prime Minister Shinzo Abe will be held around May 8th or

9th,.... shortly after the planned inter-Korean summit, and the same month as the proposed

U.S.-North Korea summit.

South Korea's Presidential Office, however, could not confirm those exact dates, saying

they're still in the process of fine-tuning the details.

The three leaders are expected to talk about North Korea, economic issues and environmental

concerns.

The meeting is set to take place in Tokyo,... and would mark the first of its kind since

the three sides met in Seoul in late 2015.

And it would also be the first time for a South Korean leader to visit Japan in seven

years.

President Moon Jae-in raises possibility of S. Korea,-N. Korea-U.S. summit - Duration: 0:33.

According to President Moon, the upcoming talks could also lead to a trilateral summit

between the two Koreas and the United States.

President Moon was speaking this morning while chairing the second meeting of the Inter-Korean

Summit preparation committee.

He was highlighting the importance of the scheduled summits and the need to use this

opportunity to fundamentally resolve the issues of nuclear weapons and peace on the Korean

Peninsula.

This is the first time the President has mentioned the possibility of a three-way summit between

South Korea, North Korea and the U.S.

BOK governor Lee Ju-yeol attends parliamentary confirmation hearing - Duration: 2:01.

Earlier this month, President Moon reappointed Bank of Korea Governor Lee Ju-yeol for a second

term.

Today, the National Assembly held a confirmation hearing on his reappointment.

Our Kim Hyesung has some of the main talking points.

Parliament held a confirmation hearing on Wednesday for the reapointment of Bank of

Korea governor Lee Ju-yeol.

The key issue has been the pace of the central bank's rate hikes,... with the U.S. Federal

Reserve expected to raise rates three or four times this year.

In his hearing, Lee said he will maintain an accommodative monetary policy to support

the country's economic recovery, given that demand-side inflationary pressure is expected

to be fairly low.

He emphasized the need for caution, saying that there's extra uncertainty in the global

economy because of the rise of trade protectionism and major advanced countries normalizing their

monetary policies,... and that domestic economic conditions and the financial markets should

be monitored closely.

In his first term, which started four years ago, Lee lowered the benchmark rate five times

to a record-low of 1-and-a-quarter percent, and then raised it to 1-and-a-half percent

last November.

He has since signaled that any further rate hikes will be gradual... in view of the subdued

inflationary pressures.

Domestically, Lee pointed to the growing income gap, the aging population as well as household

debt of around 1-point-3-5 trillion U.S. dollars as factors undermining Korea's economic growth

potential.

As for the Bank of Korea's independence from the government, the governor said he feels

enormous responsibility,... and that he believes President Moon's decision to reappoint him

was made to strengthen that independence and keep monetary policy consistent.

If Lee is confirmed for a second four-year term to begin next month,... he will be the

first BOK governor to serve two terms since the 1970s.

Gov't emphasizes decentralization in Constitutional revision proposal - Duration: 1:23.

The Presidential Office of Cheong Wa Dae has been disclosing the content, step by step,

of its proposed revision to the South Korean Constitution.

In the second part of its detailed summary, the Blue House has explained its approach

to the decentralization of power... and what it calls "economic democratization."

Our Blue House correspondent, Hwang Ho-jun, has this report.

Seoul.

Area-wise, the metro area takes up only 12 percent of South Korea.

But with more than half of the country's 50 million-plus population, it's home to 74 percent

of the nation's top one-thousand corporations, and 80 percent of the top-20 universities.

According to the Blue House, the administration's bill seeks to change that,... by boosting

the authority and autonomy of local governments.

"President Moon said decentralization and balance are indisposable values, and that

through coexistence and cooperation, they are the best strategy for sustainable national

development."

Stressing the need for strong local governments, the Blue House said the revised Constitution

will stipulate in its general provisions...

South Korea's identity as a country striving for decentralization.

The administration's proposal will make it easier for local governments to make their

own laws... by expanding their competencies.

It will also pursue decentralization by allowing local governments to set their own tax rates.

And to make their roles clear, the bill stipulates that local governments will pay for their

own administration,... while the projects they undertake will be paid for by the central

government or other municipalities.

Also to develop regions outside Seoul, the revision would allow for the national capital

to be changed through legislation... if it becomes necessary to relocate government functions

or agencies.

It's something that the courts ruled impossible under the current Constitution when the previous

Roh Moo-hyun administration tried to relocate the capital to Chungchungnam-do province in

2004.

In addition to decentralization, the government bill focuses what the Blue House calls "economic

democratization."

The bill would add the word "coexistence" to the economy section of the Constitution

to stress the need for the nation to strive for economic fairness and equality.

On that note, the government has decided to define a concept called "Public Ownership

of Land" in the revised Constitution, which would allow the state to impose restrictions

and/or obligations for public purposes,.... an effort to put an end to excessive real

estate speculation.

A Constitution must uphold the spirit of the times.

And today the people are demanding decentralization as well as remedies for inequality and unfairness.

Wednesday's briefing at the Blue House was the second of its kind on the proposed revisions.

The last one will take place on Thursday on matters concerning the proposed form of government.

Unless the National Assembly comes up with its own revision bill, the Blue House will

submit its proposal next Monday.
