President Moon orders gov't to submit constitutional revision bill next Monday - Duration: 2:26.

South Korea is working on what many think is a long overdue revision of the country's

constitution, and parliament is running out of time to agree on a draft to be put to a

national referendum this summer.

As those efforts stall ahead of a key deadline, the Blue House has announced that President

Moon Jae-in plans to submit his own revision bill to the National Assembly next Monday.

Our Blue House correspondent Hwang Hojun has this story.

Less than a week after President Moon was briefed on the outline of the government's

own bill on constitutional revision, the Blue House delivered its ultimatum to the Parliament

Monday morning.

"The President has instructed the Blue House to prepare the government bill for submission

on March 26,"

According to a Blue House official, the 26th is the absolute latest that a bill for the

constitutional amendment can be proposed.

Whether made by the Blue House or the National Assembly, the bill must go through parliamentary

voting within 60 days from the day the motion was made.

Also, people must be notified of a referendum at least 18 days prior to the actual voting

day.

President Moon has been adamant that a proposal for a constitutional change must be made,

either by the government or the parliament, by the end of March, so that a referendum

on the amendment can be held at the same time as the local elections in June.

Otherwise, it could result in more than 110 million U.S. dollars in extra costs.

The Blue House confirmed the move is intended to comply with the procedures and terms set

by the Constitution and the Korean law while giving the National Assembly a last chance

to agree on a constitutional amendment and come up with is own proposal.

"President Moon again said he will respect the agreement made at the National Assembly,

and asked parliament to quickly discuss and reach an agreement on its own bill."

Hence, the deadline of March 26th was given,... which means the government's proposal will

be made while President Moon is visiting Vietnam and the United Arab Emirates.

His trip takes place from the 22nd to the 28th of this month.

To help people's understanding of the bill proposed by the government, President Moon

ordered his aides to disclose the contents of the revision proposal over three days -

the Preamble to the Constitution and matters related to basic rights on Tuesday, decentralization

and popular sovereignty on Wednesday, and rights and privileges of constitutional institutions,

including the form of government on Thursday.

South Korea, U.S., Japan security advisors meet as preparations for North Korea summits step up - Duration: 1:47.

So we know now that that the top security advisors of South Korea, the United States

and Japan,.... met over the weekend in San Francisco to discuss the upcoming talks with

North Korea.

It's the latest in number of meetings.... as officials scramble to get ready for the

landmark talks.

Our Kwon Jang-ho has more.

The Blue House on Monday revealed that Chung Eui-yong, Seoul's national security advisor,

had been back in the U.S. over the weekend.

He had been part of a closed-door meeting with his U.S. and Japanese counterparts, H.R.

McMaster and Shotaro Yachi.

Over two days, they were said to have discussed the denuclearization of the Korean peninsula,

as well as how to coordinate efforts in preparing for the landmark inter-Korean summit in April,

and the U.S.-North Korea summit in May.

The spokesperson said the three advisors also agreed to, quote, "not repeat their past failures."

For Chung it was the first time he had returned to the U.S. since that meeting with Donald

Trump earlier this month, where the U.S. President made the sudden decision to agree to a meeting

with North Korean leader Kim Jong-un.

Since then there has been a flurry of trips for Chung and other South Korean officials

to gear up for the talks.

Chung visited China and Russia to brief them on the situation, while another special envoy

visited Japan with a similar remit.

And last week, Seoul's foreign minister, Kang Kyung-wha met with her U.S. and Japanese counterparts

in Washington.

North Korea also seems to have begun its preparations, sending envoys to Sweden and Finland to make

unofficial, indirect contact with Washington and Seoul.

With only a few weeks to go before the potentially historic summits, all parties are scrambling

to prepare, and more trips and meetings are expected ahead.

PyeongChang 2018 Paralympics comes to an end on Sunday with its closing ceremony - Duration: 2:30.

The PyeongChang 2018 Winter Games are now officially over.

The Paralympics came to an end on Sunday with a festive closing ceremony honoring the participants

and those who made the Games possible.

Our Cha Sang-mi was there and filed this report.

Following up on the success of the PyeongChang Olympics, the 2018 Winter Paralympics capped

off 10 days of competition on Sunday night with a memorable final ceremony.

"The closing ceremony was held under the theme "We Move the World," which represents the

expansion of this enthusiam from Korea to the world.

Spectators began streaming into the Olympic Plaza hours in advance of the closing ceremony.

The atmosphere was exciting but also bittersweet as the end of a global celebration."

"It's been two months since I came to Pyeongchang for this position in the transportation department.

I'm so glad the Games came to an end successfully, but it's also kind of a pity that it's all

over now."

"It was very exciting and very inspiring, just to see the athletes really going up there

and giving it their all, and actually just fighting through all of their personal struggles

and taking home some medals."

Along with the official event, three cultural performances took place with K-Pop stars,

including Korean-American singer-songwriter Ailee, and other musicians -- some of whom

have disabilities, such as Ko Ah-ra, a ballerina who has a hearing impairment.

Apart from the glamor of the performances, the President of the International Paralympic

Committee, Andrew Parsons, in his speech, paid tribute to the late British scientist

Stephen Hawking who died on Wednesday.

He noted that Hawking served as a role model for many people with disabilities worldwide.

South Korean President Moon Jae-in and First Lady Kim Jung-sook, who have been cheering

along with the crowd at many of the Paralympic games, also joined the closing ceremony.

The organizers were extra helpful on site, preparing many facilities and services to

help spectators with disabilities, such as braille leaflets and on-screen sign language

interpreters, as well as at least three-hundred handicapped-accessible seats.

The Olympic flame was extinguished, marking the official end of the PyeongChang Games...

and looking ahead to the next Paralympics to take place in 2022 in Beijing.
