Hot water, dried shrimp, oil, instant oats
Slice the leeks.
Chili
Shred the bread.
Pour in the coconut milk.
Let it soak for 10 minutes.
Mix the oats with hot water.
Leave for 10 minutes.
Mix all the ingredients in a bowl.
Stir until well incorporated.
Heat the palm oil.
Scoop the mixture into the hot oil.
