We start here in the news room with a developing story -- the sentencing of former South Korean

president Park Geun-hye on charges of corruption and abuse of power.

We have some expert analysis of that coming right up.

But right now, we'll go to our Park Hee-jun, who's standing by outside the Seoul Central

District Court.

Hee-jun, the verdict is being broadcast live, and the former leader at this point has been

found guilty of several offenses.

What do we know so far?

Devin.

The fate of the impeached former president has been decided just now.

She has been sentenced to 24 years in prison and a fine of 13 million US dollars , meaning

she'll most likely spend the rest of her life behind bars.

Among the 18 charges including bribery, abuse of power, and leaking state secrets-- the

court has found guilty of 16 counts.

They include Park soliciting more than 72-million U.S. dollars of bribes from conglomerates,

such as Samsung and Lotte,... to fund the Mir Foundation and the K-Sports Foundation.

The heavy sentencing is not surprising,... given that the court already handed down guilty

verdicts to her accomplices.

The same court sentenced her close confidante Choi Soon-sil to 20 years in prison-- she

had 11 charges overlapping with Park Geun-hye's.

Park did not attend the hearing, but she will probably have learned of her fate at her cell

by now.

She has the right to appeal to the Seoul Central District Court -- but of course, she'll have

to remain in custody.

That wraps up today's historic sentencing of the impeached president.

Gimp: How to Make a Rainbow - Duration: 4:55.

In this tutorial we are going to make a double rainbow.

If you want to follow along, you can find the download link

for the image in the video description.

When Gimp is open, we can go to file, open,

and here we can search for our image and open it.

If necessary, press Ctrl+Shift+J to fit the image in the window.

Then we click on the new layer button at the bottom of the layers panel.

Name it rainbow 1, and click okay.

Go to the toolbox and activate the blend tool.

Click on gradient and scroll down to radial rainbow and select it.

Then we click on the reverse arrow, so the color sequence is as in nature,

with red on the outside and violet on the inside.

Make the shape radial, and make the offset about 75.

We can experiment with the offset by making it higher or lower.

This depends on the size of our image and of course on our own preference.

Now we click and drag a line from the bottom of the image to the top, like so.

Here to we can experiment, by clicking Ctrl+Z to undo the last action and try again,

until the rainbow is to our liking.

Remember the starting point of our line.

We will get back to that in a minute.

We can adjust the opacity to our liking, and for this image I made it about 80.

Now we go to filters, blur and hit gaussian blur.

Make the blur radius 15, and click okay.

Then we click on the new layer button again, name this layer rainbow 2, and click okay.

Now we go back to the tool options of the blend tool,

and at the gradient we hit the reverse button again,

to change the color sequence because in nature,

the outer rainbow colors are also reversed.

Then we click and drag a line, starting at the same point as we did with the first rainbow,

but we drag it out a bit further upwards.

Both rainbows should be parallel to each other.

Use Ctrl+Z to try again if necessary.

Go to filters again and click on repeat gaussian blur.

Make the opacity of this layer about 25.

Now we activate the eraser tool.

Make the size about 500.

Erase a bit on both sides of the outer rainbow, like so.

Then we activate the rainbow one layer and here too we erase in the same way.

Make sure not to erase to much, so the rainbow still touches the trees.

This is necessary because we are going to select the inner area in a minute.

Right click on the middle layer and hit merge down.

Now we go to the toolbox and activate the fuzzy select tool.

Click the second mode, which is add to current selection.

Click in the inside area of the inner rainbow.

Zoom in, by holding the Ctrl key and rolling the mouse wheel.

Select some of the areas in the trees, like so.

When we press and hold the mouse wheel down, we can move the image,

by just moving the mouse.

Now go to view, zoom and fit image in window.

Then we go to select and hit feather.

We feather our selection with 50 pixels, and click okay.

Click on colors and hit brightness and contrast.

Make the brightness 50, and click okay.

Back to select again and now we hit none.

And that is how we can make rainbows.

Prosecutors to indict ex-president Lee Myung-bak on Monday - Duration: 0:43.

Now to another former South Korean leader facing serious allegations of corruption...

Prosecutors say they will indict former president Lee Myung-bak on Monday,... a day before his

20-day detention period was set to expire.

The twelve charges against Lee include bribery, embezzlement and abuse of power.

Since being taken into custody, the former president has refused to cooperate with the

prosecution's requests to question him.

Prosecutors says they can prove the ex-leader received around eleven million U.S. dollars

in bribes and embezzled even more through auto parts company DAS, which he is suspected

to secretly own.

Lee's wife and son are also being investigated over suspicions that they also took kickbacks.

President Moon sends executive letter to parliament calling on Nat'l Referendum Law revision - Duration: 2:29.

President Moon Jae-in has sent a letter to the National Assembly calling on parliament

to swiftly make revisions to the National Referendum Law that was ruled unconstitutional

back in 2014.

Our chief Blue House correspondent Moon Connyoung reports.

South Korean President Moon Jae-in sent his first executive letter to the National Assembly

on Friday... pressing the parliament to quickly revise the law on national referendums that

was declared unconstitutional back in 2014.

The move today is in line with the Blue House Chief of Staff's news conference two days

ago.

"Leaving the national referendum law as unconstitutional is itself an act of challenge to the people's

constitutional right and a serious damage to direct democracy guaranteed by our Constitution."

In his letter delivered by the president's senior secretary for political affairs ( ) to

the secretary-general of the unicameral house, President Moon expressed his worry that we

may see a situation where the public would not be able to vote on a constitutional change

even if the political parties came up with a single great bill for constitutional amendment.

South Korea is seeking to amend the Constitution, which was last revised more than 30 years

ago and put the revision bill up for a public vote during the June 13th local elections.

However, Seoul's National Assembly has been stuck on the process with the rival parties'

lengthy standoff over the proposed constitutional changes as well as over the law on national

referendums.

The country's law on national referendum was ruled unconstitutional in 2014 for putting

a limit on the voting rights of overseas Koreans with the court's recommendation for a revision

bill.

The political parties missed the 2015 deadline to revise the act leaving the law null and

void since 2016 which means even if the political parties do agree and come up with a single

constitutional revision bill, the people will not be able to vote on it.

The South Korean president is now urging parliament to take action on first making law revisions

to allow the Korean people to vote on various national issues and show the political parties'

sincerity towards amending the Constitution.

This… as he puts his foot down on carrying out his campaign pledge to put a constitutional

revision bill to a referendum in tandem with the June 13th local elections.

Government to submit extra budget bill to National Assembly - Duration: 2:59.

Meanwhile, in Korea's National Assembly, the government has submitted its proposal for

a supplementary budget.

It's only been three months since the original budget for this year was passed, and the idea

of extra spending isn't going down well with the opposition.

The Assembly is deadlocked, and it's not clear how or when they'll get down to real deliberation

on it.

Kim Min-ji reports.

The fate of the government's supplementary budget, worth almost three-point-eight billion

U.S. dollars, is now in the hands of the National Assembly.

It'll be used to breathe life into ailing regions of the country hit by corporate restructuring...

and to help relieve the country's high youth unemployment.

Prime Minister Lee Nak-yon is expected to address the National Assembly next Monday

and call for the parties to cooperate.

The bill will be deliberated on by the relevant parliamentary committees before being put

up for a full floor vote -- which the government hopes will be during the April session.

But it's not expected to go smoothly.

The government's first supplementary budget bill last year took 45 days to pass, amid

objections that it meant a splurge on new jobs in the public sector,... and a similar

"battleground" setting is expected this time around as well.

The main opposition Liberty Korea Party is against the bill -- saying it's only been

three months since the Assembly passed this year's *main budget.

The conservatives are also accusing the government and the ruling Democratic Party of Korea of

pumping in money to woo voters ahead of the local elections in June.

"Our party will not discuss the bill... until there's been a clear assessment of whether

last year's extra budget created as many jobs as the government promised,... and until there's

been an analysis of how the 2018 budget was spent.

The government should wait until after the local elections, look at the job market then,

and draw up an extra budget if needed."

The ruling party has been adamant, however, that an extra budget is a must to tackle the

dire situation some regions are facing.

"This budget is indispensable to helping local economies and relieving youth unemployment,

which could become a disaster.

The opposition asks why it's been drawn up only three months after this year's budget

was passed.

If they look at the disastrous state that some cities are in because of corporate restructuring

and unemployment -- there's nothing they can say.

The right time is now."

The ruling party holds only 41 percent of the National Assembly's 293 seats, so it's

essential for them to persuade the opposition.

But at this point, there's another factor that could hold things up.

"Parliament is still at a standstill -- with rival parties unable to narrow their differences

on either pending bills or amending the Constitution.

The two biggest opposition parties have called on the ruling party to compromise on contentious

bills they want passed... or they'll withhold their cooperation on all other affairs as

well.
