- Hello?
- [Sponsor] Hi, I'm calling from EarPenetratorz
Headphones.
We saw how Congressman Halstrom was treated at
Tween Fest and we're withdrawing our
sponsorship from Weekend 2.
- [Sponsor #2] Tween Fest is no longer on-brand
for Tweenie Beanies Jelly Beans.
- [Sponsor #3] Almost Ready Practice Condoms.
- [Sponsor #4] Pop Dat Cherry Shirley Temple in a Can.
- [Sponsor #5] Dumpz with a Z, toilets for tweens, sorry.
(screams)
(techno music)
- It looks like 90% of your sponsors
have dropped out of Weekend 2, which
leaves you with a total budget of negative $30,000.
- Look, I will move Tween Fest.
We must be able to find cheaper land in the next five
days, don't you think?
- You should be able to.
I'm going home for the week.
- Please stay!
Please stay!
I can't do this alone, Ethan.
Please, I'll pay you!
- You don't have any money.
- College credit, you're all about college credit!
Name your college you want, I will give you credit!
- Mr Crawford, you would have to send me to
every college in America twice to make up
for the boner you've made of this festival.
Good day.
- Ethan, think about what you're doing.
Do you need help with that?
- I'm fine, it rolls
- Goddammit!
You know what, Ethan?
You're being a real peen.
(techno music)
- Oh yeah.
- Oh my gosh, yes.
- We're gettin so much fan art right now.
- They're already taking bets on our hypothetical
baby's name.
- We got invited to the White House.
And oh my God, YouTube Space LA!
- Shut it!
- Babe, that's huge.
- Excuse me, can you help me load up my car?
I'm a blind person.
- Ew, gross, no way, you blind bitch!
Can't you see I'm saying goodbye to my super
viral girlfriend?
- Oh, I see, you don't have time for a blind girl?
Or me?
(guitar strums)
- Oh.
Aren't you that girl that I flipped the script on?
- Well, now I'm flipping the script on you.
This is being livestreamed, so everyone can see
that you're a hypocrite.
- What?
Oh my God, I just lost 10,000 subscribers!
BuzzGuzzler says my MTV2 pilot is in jeopardy!
Oh my God, #LexiiDumpsZayden?
You told the press before me?
It's only been 30 seconds, babe.
- I mean what the blogs are saying is true.
Your social experiments are nothing, but glorified pranks.
You're just a prankster.
- What?
No I'm not.
What's happening right now?
It's like I'm being cyberbullied, but in real life.
If only there was a word for that.
Stop, little girls.
(techno music)
(melancholic music)
- Hang on a sec, Mom.
- You!
I told you, I'm out of the vape game.
Leave me and my trash at peace.
- If you can't move on from the past,
it'll always haunt your future.
- You'd be haunted too if your last vape protege died.
- You can't blame yourself.
When you're ready to move on, call my mom's house.
I'll be waiting.
Just don't call after 10, she gets mad.
- You ready to go, honey?
- No, he's not.
He's coming to the desert with me.
- Okay!
Have fun with your new friend!
- Maddisyn?
You wanna be Daddy's new unpaid intern?
Come on, Ethan's bein' a real peen.
Maddy?
Maddisyn?
Maddisyn?
(phone rings)
- Hello.
- You stole my car?
- Uh yeah, you wouldn't take me home so I took myself home.
- Hold on, you only have a learner's permit!
You can't operate a vehicle without
a registered driver in the car.
- Great, then I'll pick up a hitchhiker.
- No, no, no!
Don't do that!
How am I supposed to get around?
I have to find a new place for Tween Fest
and now I can't leave the old place for Tween Fest.
- Good.
You should stay and think about the mess that you made.
- Oh my God, I thought Ethan was bein' a peen.
You're the peen!
Maddisyn?
Maddisyn.
Goddammit.
I've got to stop buttoning these pockets.
(techno music)
- [Lexi Voiceover] You're just a prankster.
Prankster.
- [Ambyr Voiceover] Now I'm flipping the script on you.
Script on you.
- [Zayden Voiceover] Are my social experiments really
just pranks?
I thought I was opening people's minds by
pretending to be disabled and gay and shit.
Gay and shit, gay and shit.
Who am I?
Prankster, social experiments, prankster.
Gay and shit, gay and shit, gay and shit.
(alarm rings)
(mystical music)
(rock music)
(coughs)
- Hey, look.
- Woohoo!
(gong chimes)
- You've opened my eyes, Twonkmaster Chris.
I thought God put me on this earth to do Family Guy voices.
But I now know that His true plan
for me was doing dope-ass vape tricks.
- It's time you put those skills to the test.
I signed you up for Tween Fest's
underground vape tricks tournament.
- What?
The world's greatest vape tricks artists are gonna be there!
You're crazy if you think I have a
chance against guys like Cloud
Maestro and Jimmy the Juice Whore.
- I'll make sure you're ready.
- Hey, Twonkmaster?
How did your old vape protege die?
(sighs)
- As the final step of Slurp Nastyjuice's
training, I challenged him to a vape duel.
I should have gone easy on him, but I thought he
could handle it.
His lungs burst.
I swore I'd never train someone to
vape again until the next day when I met you.
- [Zayden Voiceover] Excuse me, why did you let me be
racist during this fake bank robbery?
Excuse me, why did you not stop me
from circumcising your son?
Will you sign this release form?
Excuse me, this form says you agree with slavery.
What the fuck, dude?
- Did you say four acres?
Oh gosh, that's perfect!
And how close is this dog food factory to the ground?
Oh, you're renting out the dog food factory.
Hi, yes, my name is Todd Crawford.
I'm interested in the parking lot of the
haunted clown motel.
Is it just the motel that's haunted by the clown
or is the parking lot haunted as well?
They're both haunted?
How loud are the horses' screams
when you put them down?
Oh, that's too loud, thank you.
You're a pro-Holocaust museum?
Thanks, good bye.
Jesus.
What?
Hey, that doesn't sound too bad.
Stay right where you are, don't rent it out.
I'm coming to you.
Speed, 10 miles per hour, I should be there in
10 hours.
- Twonkmaster , I have been vaping all night long.
I'm ready.
I challenge you to a vape duel.
Twonkmaster?
Do you hear me, you stupid motherfucker!
Twonkmaster.
Twonkmaster?
(gong chimes)
- It's already begun.
- Oh shit.
- Go.
- Vape mouse.
- Vape snake.
- Fuck.
Only one thing can beat that.
The vape babe.
- No, Twonkmaster, you said it was nearly impossible.
(coughs)
Twonkmaster.
- My lungs.
They burst.
- Twonkmaster, I'm sorry.
- It's okay.
This is how it's supposed to end.
I've taught you everything I know.
Inhale my vape smoke.
My powers will become yours.
Twonkmaster?
No!
- Mr Cootis, before I lease this land from you
you have to swear to me that there are no more
mountain lions on the property?
- I haven't seen a mountain lion in ages.
- When was the last time you saw a mountain lion here
on this property?
- Oh gosh, five, 10 years, easy.
But, I don't own any clocks.
So my five years or 10 years could be your one
minute or two minutes.
- [Todd] What the hell was that?
- You were talking.
- No, no, besides me talking.
There's another sound.
- Mister, you don't have to be upset or scared
because even if the mountain lions are here
and they're alive, they're not going to eat an adult.
They won't even eat a child.
What they do like is that sweet tender middle meat.
11 and 12 year old.
The years between.
But we'd love to have your festival here on our grounds.
- Okay good.
(phone rings)
Will you excuse me for a moment?
Hello?
- [Sophia Voiceover] Hi, Todd.
This is Sophia Sharp from Spurge Energy Drink.
We saw what happened to Congressman Halstrom at
Tween Fest.
I have to say, the public humiliation of a congressman
is very on brand for us.
We want to be in business with Tween Fest.
- What?
Is this a real person?
Is this an audio mirage?
- [Sophia Voiceover] Nope.
How would you like to have Spurge be the exclusive sponsor
of Tween Fest Weekend 2?
- I would like that, I would love it.
Yes yes yes yes yes yes!
I love it, thank you!
(smooches)
Oh, thank you.
Cootis, Cootis, here, I think we're good.
I don't need your land.
- Have we met?
- Yes we did, you were showing me around your land.
- Thank you for this gift.
- It's yours, you gave that to me.
Is there a path out of here?
I don't know which way to go.
- [Cootis] Yes, sir.
- Great, thank you.
Tween Fest is back on, punch it!
(light country music)
- Hey, I see one.

POCO F1 Detailed Camera Review - Duration: 11:14.
"Music"
Hey Guys It's Sagar from Tecworkz.
It seems that right now, the POCO F1 is the only smartphone that anyone cares about.
So in this video we look at the cameras on this phone.
I actually had this video edited and exported 2 days back, and then POCO just went and released
a software update, which is said to improve some aspects of the camera.
So I had to go out again to take new image and video samples.
All the images that we see in this video are shot after the 9.6.18 update.
The primary camera on the POCO F1 has a 12 megapixel sensor with F/1.9 aperture, a large
pixel size of 1.4 micron, and it used dual pixel auto focus.
Secondary camera has a 5 megapixel sensor with f/2.0 aperture.
And this camera is only used for sensing the depth information for portrait shots.
You can shoot 4k videos at 30fps, 1080p at 30, 120 and 240fps and 720p videos at 120
and 240fps.
There is no optical image stabilisation, and only 1080p 30fps videos get electronic stabilisation.
At the front, there is a 20 megapixel selfie camera, with F/2.0 aperture.
The camera interface is pretty similar to the Mi A2, with the exception of the AI button
at the top.
Once enabled, the AI mode can detect and differentiate 25 categories of objects, and up to 206 different
scenes, and change the camera settings accordingly, so you get good image.
Get ready for a lot of image and video samples from this phone.
But before that, make sure to hit the subscribe button, so you don't miss out on any of
the amazing videos coming up on this channel.
Xiaomi wants us to believe that the POCO F1 is a flagship level smartphone, and they know
that now a days, having a good set of cameras is just as important as having a flagship
processor.
Fortunately, we had bright blue sky for a few minuets, so we can see that daylight images
have ample amount of details.
The Sharpness is on point, and overall images look very pleasing.
Even as we move away from direct light, phone does well to capture good amount of detail,
with proper level of contrast.
It captures good looking colours, when there is ample of light.
But in diffused light or in overcast conditions like these, some of its images show a lot
warmer colour tones.
So it is not the best at capturing the perfect white balance, when shooting in auto mode.
All these images have been captured with the Auto HDR turned on.
The phone does very well on its own to determine when it needs to capture HDR images.
In these situations, it did really well to keep most of the details in the brighter parts
of the image, and at the same time, it brought up lot of details from the shadows, making
the overall images look good.
Here are few images with and without the AI mode turned on.
In this image, AI mode detected leaves or trees, and decided to bring up shadows, bump
up the saturation and bring up the overall exposure.
In this image, it detected the clouds, again brought up the shadows, and added in a bit
of saturation and sharpness.
Here it detected building or architecture, brought up the exposure, and added lot of
saturation, contrast and sharpness.
The phone does very well to detect the scene, but weather or not it applies the right settings,
is worth finding out.
Honestly I personally prefer the images with AI mode turned off.
I can have the HDR turned on and get similar results, or even better, I would much rather
capture the original image and edit the images in Lightroom or Snapseed myself to make them
look better.
For me, the AI mode was just a gimmick, and I turned it off for almost all of my other
shots.
I have seen some reviews explicitly stating that the AI mode is good, because it doesn't
just increase the saturation and sharpness in all of the shots.
But in my testing and from all these image samples, I can say, that is all it really
does.
Done get me wrong, its just a matter of personal choice.
If you like the images with AI mode, you can leave it on in all of your shots.
But its just not for me.
Here is a quick focusing test, before we move on to the close up and macro shots.
It used dual pixel auto focus technology, so it has no issues in switching the focus
from far to near objects, quickly.
Once the camera sets its focus, you can see that these close up and macro images are really
good.
Minimum focusing distance of the camera is very good, so you can get really close to
a your subject.
Thanks to F/1.9 aperture, the background is blurred out very nicely, leaving the subject
in very sharp focus.
These are just normal close up shots, and not portrait shots.
Speaking of portrait shots, here are a few examples.
The 5 megapixel secondary camera is used to sense the depth information, while the Primary
camera camera, keeps the subject in sharp focus.
There is a nice separation in the subject and the background, and the blurring seems
natural, and not artificial like from some other phones.
It is however not perfect at detecting the edges, and the main subject appears a bit
softer at times.
I am sure this is a software issue, and can be fixed or improved with software updates.
Now just as with humans, the Portrait mode does a very good job with non human objects
as well.
You can see how good it is at detecting the edges, to separate the background.
I think it is better at taking portrait images of objects compared to humans.
It also handles the exposure of the screen really well and shows very accurate colours
in these situations.
Now as we move to artificial or lower lighting situations, we see some amount of noise creeping
in.
It still manages to capture ample amount of details, given the lighting conditions.
Turning on the HDR mode, will help keep some of the noise down, but then the images are
not vert sharp.
With the HDR mode disabled, you get a bit of noise, but the images are much sharper.
It continues to capture good colours in these situations, and there are no warm tones as
we saw in some of its daylight images.
Even without Optical Image stabilisation, you will rarely notice a blurry image in lower
light.
It also manages to capture lot of light, and some of its images appear brighter than the
actual scene.
On its own, the low light images are really good, but we need to test it out against the
likes of the Mi A2, Zenfone 5Z and even the OnePlus 6, to see where it stands in comparison.
The 20 megapixel front facing camera captures detailed sharp selfies, when there is ample
of light.
I really love that this phone lets you click images with the fingerprint sensor, which
means you end up with less blurry images.
This is a simple solution and I think, it should be a default feature on all phones
which have rear fingerprint sensors.
It uses the pixel binning technology to combine information from 4 pixels into 1 super pixel,
and this really helps in taking sharper images in lower lighting situations.
You can take portrait selfies with this phone, and the images are really good.
It does really well at detecting the edges, and separating the subject from the background.
It might miss a few strands of hair here and there, but it the overall images are very
pleasing, and I would say much better than the portrait selfies from the OnePlus 6.
Here is a video from the front facing camera of the POCO F1.
You can see how the stabilisation is, and how it handles the colours and exposure of
the scene.
I had the electronic stabilisation turned on for this video, but the front facing camera
doesn't seem to support EIS as of now.
I really hope they add this feature in one of the future software updates.
You can shoot 4k videos in 30fps.
These videos are not stabilised, and for some reason, it adds a lot of saturation to these
4k videos.
1080p 30fps videos do get electronic stabilisation.
These videos are nice and smooth, and show a good amount of detail.
This phone packs in the same processor as the OnePlus 6, but sadly, Xiaomi hasn't
enabled 4k 60fps or 720p 480fps video recording.
We do get 1080p slow-motion videos at up to 240fps, and here are a couple of examples
of it.
There is also an option to record 1080p time-lapse videos, and the time-lapse that you saw at
the starting is actually captured with the POCO F1.
After looking at over 60 image and video samples, we can definitely say that, in daylight it
takes really good and sharp images.
There are plenty of details in almost every shot, and I am happy with the dynamic range
it offers.
For me, the AI mode was not particularly helpful.
It is smart at detecting the scenes, but it can't really do a lot to Improve the images
after that, so I would prefer to leave it off.
If you prefer the saturated and sharper images from the AI mode, you can leave it on, as
its a matter of personal preference.
Portrait images are good, possibly the best in a device that costs around Rs.20,000, but
like with every other smartphone, there is scope for improvement with future software
updates.
POCO F1 also does surprisingly well in low lighting conditions.
They are filled with details and even with the lack of OIS, it captures a lot of light.
We will have to compare and check its performance against the OnePlus 6 and the Asus Zenfone
5Z, but looking at all these low light images, I am sure it is going to be a very close completion.
1080p videos are very smooth, and having the ability to shoot 240fps videos in 1080p is
a treat.
I would have loved to see some sort of electronic stabilisation for the 4K videos, hopefully
Xiaomi adds it in one of the future software updates.
For the Price of Rs.20,000 I think you cant get a better set of cameras than this, at
least right now.
But that's it, its better than other phones in and around this price range.
Don't expect it to outperform, or even match the performance of the Pixel 2 or the Samsung
Galaxy S9.
After all its a 20,000Rs phone.
If you are in the market for a phone of this price, look no further than the POCO F1.
With a very good set of cameras, you also get other things like top of the line processor,
faster storage and all round better performance.
I am already working on comparing these cameras with the MI A2 for my next video, coz I know
many of you want to know the difference in their camera performance, as they are priced
close to each other.
What are your thoughts about the cameras on this POCO F1?
Has it impressed you?
Let me know in the comments.
That is it for this video guys.

Eberron Lore - Creation Myth & The Goblin Nation - Duration: 6:45.
Hello everybody Jorphdan here the PH is silent and welcome to Eberron Explained.
A new series where I dive into the lore and history of the Eberron Campaign Setting.
Since this is the first episode I feel it's always best to start with creation mythology.
The beginning of Eberron is fantastic and magical.
It could be how the world and universe of the Eberron Campaign Setting was created,
or it could be a myth believed by the folk of Eberron.
It's really up to you to decide, which you'll learn that Eberron leaves bits of lore and
history opened ended for you the Dungeon Master and player to fill in the blanks.
Deciding for yourself, for your table, how the world of Eberron exists.
Or leave it ambiguous because that's fun too.
One of the important rules for Eberron is "if there is a place for it in D&D there
is a place for it in Eberron;" just perhaps not how you might think.
Let's get started.
To the locals Eberron is known as the Dragon between.
It is the ground under the feet of the people of Eberron.
The beginning of this setting starts with three mighty dragons, the first dragons that
ever existed.
These dragons were large god like beings that had power beyond measure.
The three dragons were Kyber, Siberys, and Eberron.
Together these dragons crafted the planes at the dawn of time, and decided to rest in
the space that lies between them.
According to the Adventurer's Guide to Eberron the three dragons were able to live in peace
until the discovery of a mysterious prophecy.
I'm not sure what this prophecy is as I couldn't find anything other than it was
a prophecy but it shook things up.
Evil Khyber fought the others to control this prophecy.
Khyber destroyed Siberys who was torn to pieces and became known as the Dragon Above.
A ring of glowing shards that encircles the world of Eberron.
Khyber then fought Eberron who in this combat realized he could not win.
So he wrapped himself around Khyber and trapped him.
Their bodies formed the planet, Khyber became the world below, a monster filled maze of
caverns that fills the planet.
Eberron became the surface world, the dragon between.
In the 4e cosmology this was changed slightly.
Siberys became the Astral Sea, Eberron the Prime Material Plane, and Khyber the Elemental
Chaos.
Remember all things in D&D have a place in Eberron, so the new 4e mythology was adapted
for Eberron.
Some like to think of it like this, others think Eberron is more isolated and that Siberys
is the dragon above, a broken ring that encircles the planet.
Eberron the dragon between, the ground we live upon.
And Khyber is more of a reflection of the Underdark than a place like the Abyss or the
Elemental Chaos.
Regardless Khyber is where all the fiends, devils, and strange monsters of the world
come from.
Eberron is where all the natural species live, and broken Siberys hangs above; who's blood
is the source of all magic.
Eberron has twelve moons and seven continents surrounded by oceans and a vast underworld.
The continents are named (and please forgive me I couldn't find a pronunciation guide
for this): Aerenal, Argonnessen, Everice, Frostfell, Khorvaire, Sarlona, and Xen'drik.
According to myth the blood of these great dragons created all the races of Eberron.
Life sprang from the dragons' blood that spilled in the initial great battle.
Siberys created the dragons, Eberron created humanoids and other "lower races," and
Khyber created the demons of the world.
Demons in the sense of terrible monsters not necessarily the hard D&D definition of a creature
native to the Abyss.
The early history of Eberron isn't well documented.
But there were four great ages past after the creation of the world.
First the Age of Dragons, which we talked about was the three dragons creating life
in the Universe during a great battle until they became the sky, land, and tunnels below.
Next is the age of demons.
Evil creatures from the depth of Khyber broke free and overran the world.
The dragons who lived on Eberron fought back with the help of the couatls.
Couatls are radiant, winged serpents born from Siberys' blood.
The Couatls seeing no end to the conflict sacrificed themselves to bind the 40 greatest
demons (known as the dark lords and eventually known as the Lord of Dust) and imprison them
beneath Eberron.
Today the Couatls are virtually unknown and appear only in myth and legend.
Next was the age of Giants.
The Giants built an advanced society on the continent of Xen'drik.
The giants ruled because there was nothing more powerful to oppose them.
The dragons could have but they were in hiding researching the prophecy that started the
great battle between the three Progenitor dragons.
The giant civilization rose up from the war between the dragons and demons.
They enslaved many of the elves in that region.
The elves rebelled with the help of an invading race known as the Quori.
Now the quori are living nightmares from beyond the world.
An extra planar location known as Dal Quor, the Region of Dreams.
It was the aftermath of the fighting with the quori that the elves, and drow saw their
chance to rebel.
The giants were prepared to use some cataclysmic magic to thwart their slaves and the quori
but the dragons decided to intervene.
They stopped the giants and when they were done nothing was left of the once-great giant
civilization.
The ruins of said civilization can still be found in Xen'drik.
The final age was the age of Monsters.
After the fall of the giants lesser races found room to thrive.
Elves, Goblins, and Orcs began to develop larger settlements, even cities.
Their cultures blossomed.
On Khorvaire, one of the seven continents, a great goblin civilization arose known as the
Dhakaani Empire.
It marked the rise of Khorvaire being the dominant continent in the world.
Part of their success was the absorption of other goblin nations into the Dhakaani Empire.
It steadily grew larger and larger, more organized and powerful.
Remember all aspects of D&D are in Eberron but might not be what you expect.
A smart, powerful, organized and thriving goblin empire is one of them.
The Orcs at this time were mostly nomadic, and the Elves ran from the goblin empire to
create their own cities on other continents.
In fact the Elves attempted to take Khorvaire from the goblins but lost a bloody and long
war with them.
They left back to the continent of Aerenal defeated.
The fall of this goblin empire occurred when portals were opened to the Realm of Madness.
Creatures known as daelkyr came in and just decimated the goblin cities from within.
Where they couldn't outright kill they sowed seeds of chaos among goblins leading to a
civil war.
Eventually the Orc Druids stepped in and were able to close the portals but the damage had
been done to the goblin civilization.
A civil war left the Dhakanni Empire in shambles.
It was around this time that halfings were able to start building societies.
Until now they had been under the firm thumb of the goblins and orcs.
And that's where we will end for today.
Next time I'll discuss the rise of Khorvaire and it's civilizations.
I'm still learning as I go but I super appreciate you taking this journey with me.
Thanks for watching everyone, and thanks so much to my patrons on patreon that make this
videos happen.

Full Ep. - Relationship Between Washington and Local Utah Government - Duration: 28:51.
Is our government a single hierarchy of
authority, the county a subset of the
state the state a subset of the federal
government? That seems to be the way
most people perceive it. That is the way
it looks on a flow chart, but is that how it
really works. Hello again and welcome to
The County Seat, I'm Chad Booth. Today
we are going to look at how governments
communicate with work with each other,
particularly what the connection is
between your Local County and
Washington. We begin by looking at the
different ways counties and the federal
government touch each other in the
course of their duties in the Basics.
Why does my county commissioner, councilman,
or sheriff have to trot off to Washington at
taxpayer expense all the time? After all aren't
our elected congressmen and senators in
charge of making federal law while our
commissioners are in charge of creating county
ordinances? That is true in a sense,
commissioners and councilmen only have the
power to create ordinances, but they do have
the power and OBLIGATION to influence other
laws, which will impact their constituents.
Their legal responsibility is to protect the
health, safety and welfare of county citizens.
Congress is often debating legislation that has
huge impacts on local communities but they
are so far away from main street they can't see
the impact that laws have when they are
implemented and with so many voices from
lobbyists and special interests, local
government should be involved, if your sheriff,
councilman or commissioner is going to look
after your welfare as a citizen.
A perfect example of that is if Washington
introduces a new law that had the potential to
bankrupt a county, the county representatives
should have their voice heard. Whether it is
unfunded mandates, changes in Medicaid or
conflicts between local and federal law
enforcement, things that happen in
Washington affect Utah, and our congressional
delegation needs the input from local "on the
ground" leaders to make sure they are
representing all of the local constituents.
But perhaps, more important than the legislative
side of the equation, is the relationship with
Regulatory entities. Regulations are created by
policy makers who are not elected, and have
no connections to the local people, who
sometimes live on the other side of the
Country.
According to a recent article in Forbes Magazine,
there were 115 new laws passed by congress
in 2015, at an average of 15 pages per law for a
total of around 1700 pages of new statutory
law. On the other hand the federal register
added 82,036 new pages in to their books, of
which around 27, 000 were new regulations.
Those regulations can impact a community in
the same way a law does.
It is almost impossible to change a regulation
once it it's passed, but often there are hearings
where these regulations are being planned and
discussed. If local officials are at the table they
can have some effect on those proposed
regulations.
So there ARE legitimate reasons our local
representative's travel to Washington to
represent us, without those trips, the
communication between federal and local
would grow further apart, what are we
currently doing to close that gap of
communication? We will find out In our
discussion today on the County Seat, I'm
Maggie K for the County Seat.
Chad booth: welcome back to the
County seat we are continuing our
conversation talking about the
importance of a direct connection
a relationship between local
government and Washington DC both
the elected officials and the
administration joining us for our
conversation part of this show is
a Commissioner from Sevier County
here in the town of Richfield
Tooter Ogden. Thank you,
Commissioner, for joining us.
Tooter Ogden: good to be here.
Chad booth: and Russ Cowley, who
is the executive director of the
six County Association of
governments down here, so we
appreciate your taking the time
for this conversation. I would
like to talk about the tools in
the toolbox for the counties to
have a direct connection with
Washington. I know several
counties. Chip in to hire a
lobbyist that serves in
Washington to try and keep
pushing local County issues, but
they're also a lot of other tools
of and associations you belong
to. Could you kind of give us a
rundown of that?
Russ Cowley: well all start out
Chad, one of the things that
we've been involved with is going
back to Washington and actually
taking our commissioners and are
board members back to Washington
to have them actually sit down
with our congressional members
talk about the issues that are
important to them. One of the
things that happened with me long
ago was that as we went back to
that Washington trip there is an
organization that we belong to
call the national Association of
development organizations. It's
kind of a partner with the
national Association of counties
but for executive directors to
understand more about how to deal
with Washington and work with our
programs. And as we have gone
back to that organization and
have that opportunity to actually
go out and work with those folks
on how bills are written and even
get involved with the writing of
bills and so it's been very nice
to be able to have the support of
County commissioners that will
allow us as their employees to go
back and actually become educated
on those kind of issues.
Chad booth: you've got the
Western intermountain region of
the national Association of
counties W IR and NACO how do
they help interface. In this
whole Washington mess because it
apparently your visits when you
go on these NACo Washington
junkets are not necessarily just
to our elected delegations you
meet with all kinds of people.
Tooter Ogden: yes, you do, you'll
meet with people. Obviously with
W IR that is the Western regional
side of the United States and we
have a lot more in common with
the Western states. So, when we
have that convention you are able
to meet with your other elected
officials and those who are
representatives of us in that
board and try to get a unified
voice. When you go to NACo which
is the whole United States and
then at that time you're able to
go forward and at that time make
legislation that hopefully will
have some power because now
you're unified with the Western
states and also with NACo going
forward when you're back making
rules.
Chad booth: so, have those
associations been able to open
some administrative doors as well
as legislative? I know the bill
making process is very messy much
more messy then at the County
level but have they a made an
impact as far as working with
like the Department of Interior
the EPA and groups like that.
Does that connection help?
Russ Cowley: it definitely helps.
And one thing that I may say for
our six County Association of
governments are board have always
been very supportive of sending
folks back to Washington and I
have been very amazed at how
important it is for a County
Commissioner to actually have
that experience of going back to
Washington and has Commissioner
Ogden has said actually sitting
down with a member and talking
about other issues and their
concerns. It means a lot to them
and I might just mention also
that is we go through the process
we have the congressional
members, staff come to our
meetings they have that
networking with those folks every
month and then as we go back to
Washington, DC, they are very
good to help us with any issues
we have as we go back to me with
a member themselves.
Chad booth: do you think you've
turned any heads. I mean do you
think there've been guys in
Tennessee or North Carolina that
all of a sudden start to
understand Western issues because
of the efforts of NACo and W IR
and your junkets back to
Washington?
Russ Cowley: what's fascinating
about that is if you go back and
you get involved with some of
those organizations and as I
mentioned with the NATO
organization. I was able to be on
the board and if you those
things. And what was funny about
it is I would go back and they
knew I was from Utah and the
first thing that they would
always say to me is they would
say okay Mr. Cowley tell us about
public lands because I was always
bringing up the public lands
issue of this area and so we've
actually had the opportunity of
bringing those folks back here on
this congressional briefing and
it's been very interesting to get
their reaction it's something
they haven't ever seen before.
They don't understand public
lands and is you start explaining
that to them and actually give
them an on the ground experience
it's funny to watch their
demeanor change and so it's a
great opportunity.
Chad booth: is that something you
think we need to do more of is
actually getting them from
Washington out here, so they can
see it firsthand. Is there
something lost in the translation
of you telling them about the
problem and then seeing it?
Tooter Ogden: very much so in a
were trying to be managed by
people in Washington that's 2000
miles away. And a lot of these
folks have never even been out
here on the federal lands in our
Chad. Obviously, you are about
76% of federal lands and a lot of
these people in the East they
don't understand that at all
because they have very little
federal land or very little input
on their federal lands. So were
trying and we continue to get
more involved with the people in
the East, that's one thing with
NACo you go back there and you
try to get with some of these
folks like the other
commissioners from the East try
to explain to them what our
concerns and what are issues are
we try to get onto these
communities so that we can make
an impact. We try to get them to
understand what's going on here
in the West.
Chad booth: will that solve some
of your problems as a six County
AOG I mean I know sometimes you
go to the Department of Interior
for some grants and things like
that for your counties in fact,
I'd like to spend just a little
bit of this time talking about
that part of the relationship.
The fact that because of you know
we've got P.I.L.T. issues. We've
got grants we've got things like
that. What is that part of that
connection with Washington
directly with counties?
Russ Cowley: well, if we are not
fighting for the rights of our
area. Nobody else is and so what
we've been talking about is
building those relationships and
to have that office closer to
actually where the lands are
would make that a lot easier for
the commissioners. I mean how
many trips do you guys go on back
to Washington just to present an
idea or two have to go back and
represent one of their proposals
for one of their private, public
land issues. And if it was in
here in Utah. They wouldn't have
to drive that far, and this is
where it's all taking place
anyway.
Chad booth: I guess a Wyoming
rancher wouldn't have that much
trouble getting there to a
hearing or anything.
Russ Cowley: no, no.
Tooter Ogden: it would be a
little easier.
Russ Cowley: but what's really
interesting about what you're
talking about is you take
P.I.L.T. and S.R.S. you take that
funding source away from the
counties and we have counties
that would probably go bankrupt
and you think about some of those
counties that have 97% public
lands, that's very difficult for
them to make up a difference of
P.I.L.T.
Chad booth: is that money, Tooter
that is direct money direct from
the federal government to the
County. It's not like filtered
through a state or region or
something like that.
Tooter Ogden: no, it comes right
directly to the County. We get
about 1,900,000 a year.
Obviously, that translates into
acres dollar wise. It's about a
dollar 80 per acre for Sevier
County, which is minimal for all
of the work that we have to do
out there. We have search and
rescue that has to go out and
help assist people when they have
accidents or problems on the
federal lands and it's important
we have that there's 49 states in
the United States that receive
some sort of a P.I.L.T., payment
and that's payment in lieu of
taxes. Obviously, we continue to
battle that because a lot of
these counties like Russ has
mentioned they rely heavily on
that and we put that into our
budget every year and then we
have to ask Washington.
Chad booth: to live up to the
commitment.
Tooter Ogden: to live up to the
commitment to that P.I.L.T.,
payment.
Chad booth: so, is that dollar 80
a lot less than Joel Jensen that
she would pay for an acre of
range lands that she owns
outright?
Tooter Ogden: sure, your
greenbelt is about a dollar 50 an
acre. If we could even get the
government to, to pay a dollar 50
an acre that would be substantial
for all of these counties what we
would really like to see is go
back to management of the forest.
That's what was originally taking
place before the P.I.L.T. was
introduced is they had to make
their forest pay their way and
that goes back to the logging
goes back to the grazing it goes
back to the managing of the
forest going forward.
Chad booth: well, there's some
headway that should and can be
made in that area, I kind of want
to finish up this conversation by
talking about we've gotten pretty
good with some of the events that
you hold of actually getting our
local delegations out there. Do
we need to get guys from South
Carolina out here on the ground?
Russ Cowley: yes.
Chad booth: how do we do that?
How are you going to bribe them
to get them to come here.?
Tooter Ogden: feed them and big
beefsteak ha ha.
Russ Cowley: well, that's one
thing that's been fascinating
about our congressional ride a
lot of people go out and they
bring folks out and they'll put
him on a golf course we put them
on ATVs and it's been amazing
when we've tried to encourage
folks from back east to come out
here that ATV ride is something
that really intrigues them and so
we have been successful in
bringing some staff from other
organizations other congressional
members on the Democratic side.
For example, we tell them or not
going to convert them to be a
Republican. We just want them to
see what public lands is really
about and will give you an ATV
ride and then encourages them to
come out and we can talk more
about that a little experience
but no it's been really good that
way and I think if we can
continue to encourage that kind
of activity and have something to
bring folks out that is
attractive then I think that we
can bring people out here and
that's or working towards more
all the time.
Chad booth: well, this is been
most enlightening and in case
people are wondering what this
congressional ride is all about
that. The six County Association
has been engaged in were going to
tag along and were going to do
that when we come back on the
County seat.
Welcome back to the County Seat. Have
you even been in a conversation with
someone and you are trying to explain
something that you saw and finally in
exasperation you quip: "well you just had
to be there". That happens often when
you are trying to explain the effects of
government policy on a local community,
whether you are at the state capitol or in
Washington. So, to paint a better picture
to policy makers, a group of county
governments started taking state and
federal officials out to the problem just
so they could "be there". 22 years later
that effort is still paying off as we
discover in our "On the Ground"
segment.
We've invited our legislators back to visit our
county so we can show them our problems of
getting things done that we need done by the
legislators
Just for one of our guests we are four fifths the
size of Massachusetts,
Well we had a good ride to day about I don't
know 75 to 80 people on side by sides and 4
wheelers on the Fillmore loop on the Piute Trial.
I can tell you it's been a great chance to see
good part of our national forest and learn about
what we are going to have to do to protect our
forest here and to create more economic
development opportunities here in our real
counties.
The main empties behind the governors
Roadless rule petition is to get in and do active
management so we can have better watersheds
cleaner air coming through Spanish Fork this
morning you had to cut the air with a knife
My name is Zack George I am a legislative
assistant at the national association of counties,
I assist our lobbyist on environment energy and
land use issues and getting the opportunity to
come out here and really see some of the land
use issues up close and personal not being in
Washington DC and coming here and seeing it
in person has been an extraordinary experience
We brought them out here to show them our
land so that they know how 90% of our
property owned by the government affects us,
Well at an event like this you get a chance to
talk to a lot of commissioners and folks
responsible for the preservation of our natural
resources but one of the areas that was very
interesting was listening to someone who helps
manage a large ranch operation and grazing
cattle are one of the elements we can use to
fight wild fires.
I think a lot of that stuff could be avoided by
managing I think there are so many people out
there that have the wrong idea about cattle and
don't think they are a benefit
We had a great turn out today it's a good event
a lot of knowledge from different people that
we haven't talked to before it really helped us
to know where we stand and I think it helped
them to know where they stand with us, great
turn out
I think it's helpful to bring people here from the
Nation's Capital here we got congressmen here
we got members of the staff of people in
Washington , they need to see our public land
they need to understand what's going on our
public land they need to understand why it's so
important for us to thin the forest to be able to
graze on the land to have multiple use so that
people of Utah and the Country can take
advantage of these extraordinary resources,
and that's hard to do if your just sitting at a
desk in Washington, you imagine everything is
Bryce National Park well there are millions and
millions of acres that are more than just Bryce
National park and they need to be thoughtfully
managed and that's something that will
hopefully be better understood by the people in
DC as they come on outings like this.
The six county association of
governments, who oversees the annual
event tells us that they have played no
favorites in where to take these rides. By
the year 2020 each county in the group
will have hosted the event 3 times. The
largest group to show up was also in the
most remote location, at Notch Peak in
Millard County with 103 riders. We will
be right back with some closing thoughts.
Welcome back to the County Seat. It is
surprising how much direct interplay
there is between the federal government
and our Washington representatives and
the counties. Of course, most of the
attention goes to the policy side with
frequent trips to meet with congressional
delegations from our state and others.
But there have been frequent trips where
county officials have been needed to
smooth out regulatory bumps with the
different federal agencies whose
administrative regulations have direct
impact on life here at home. Often those
visits by your local officials are the most
important of all. Federal regulators in the
executive branch, never are held
accountable to the people they regulate
as they are not elected. Frequently, the
people making policy aren't even
appointees of the White House so there
is almost no accountability for the harm
their policies can and do bring to local
communities. The only way to address
this inequity is to have local governments
engage with regulators face to face. So
when your county commissioner flies to
Washington on business, don't assume
they are there for the free tours of the
Smithsonian, it has been our experience
that their agendas are filled with
meetings trying to make things better for
you at home. It is often easy to look at
the time out of the County Seat as county
funded fun, but the work they do is
necessary and important to keeping a far
and distant branch of government on the
same page as those of us here at home.
It has been my experience that counties
with leaders who choose to withdraw
from interacting with other counties, the
state and federal peeps on their own turf,
often lose the very contact and clout they
need to advance any agenda healthy to
the home team. That is my two cents
worth for today. Thanks for watching.

Budgeting For Beginners Worksheets (TAKE CONTROL OF YOUR MONEY!) - Duration: 8:02.
Having trouble budgeting?
Well, watch this video to learn what it takes to get your finances in order so you can stop
stressing about money.
Make sure you stay till the end because I'm going to give you something that will make
this whole budgeting process fast and easy for you, but before we get into it, make sure
to subscribe to my channel and hit the bell to be notified when I post a new video every
week so you can get the best tips on side hustles, money, passive income, and so much
more.
Let's face it, these days you can't accomplish your goals or dreams if you are not responsible
with your money, and I had to master the art of budgeting so that way I can put myself
through college, start my business, and pretty much take control of my life.
I want to share the top three tips you need in order to become debt free so you can focus
on more important things, so please listen up.
Tip number one, budget your savings.
Okay, so let's be honest with ourselves.
How many of us have a savings account with actual money in it?
I mean, we all have these accounts at a bank that we put money in until that 50% off sale
happens at our favorite store, but when you're trying to change up your life for the better,
savings will always come in handy.
Based on my own experience, I recommend putting a minimum of 20% of your income towards your
savings.
That savings will then split into three categories: retirement, a dream goal, and emergency in
case something happens.
Setting up your savings this way makes sure that you will always be taken care of, no
matter how things turn out, and your dream goal will keep you motivated to stay on top
of your budget even if things get tight at times.
So with that said, comment below and tell me what your goal for budgeting is.
Okay, so tip number two is compartmentalize your spending.
This can mean different things to different people.
Some people have categories of spending for shoes, clothes, entertainment, things of that
sort, and even though that's a great way of keeping track of every dollar, I don't think
it's the most efficient way.
A better idea to keep things separate is to sort your spending by having different accounts.
So use your checking account as a bill pay account, get a prepaid card to use for your
discretionary spending, like fun money, entertainment, things of that sort, and use a credit union
to put your savings there.
It'll help you from over drafting or digging into your savings.
And tip number three is to be realistic.
This one right here is a big one, and why most budgets fail.
Being real and honest with yourself is not only the best way to make a budget, but it's
also a great way to start a side hustle or a business.
You're not going to survive on a grocery budget of $10 a week, so don't even try it.
Be real with yourself in your expenses when you do your budget.
Don't make it so tight that you'll be miserable, and then you'll end up losing focus of your
bigger goal.
With that said, you don't want to make it too loose that you're overspending or not
investing in your goals, so just give yourself some discipline but don't hurt yourself.
Okay, so now it's time to show you the worksheet that I created for you guys.
All right, so the first thing that you're going to see when you click on the link that
I gave you guys is this section right here.
And before I click make a copy, I just wanted to let you guys know that in case you click
on it and nothing happens, just make sure to sign out of your account.
So when you click on it, it'll ask you to sign in.
Once you do and you click on this, then it should work.
All right, so this is the worksheet that I created for you guys, and I made it on a monthly
basis just to keep things nice and simple.
The first section that we're going to attack is the monthly income section, which is where
you're going to put how much you make per month from your job or your side hustles.
I make sure to include at least four sections for the side hustle in case you guys have
more than one, but if you don't, you could just leave it blank.
So for the sake of demonstration, I'm just going to put in some imaginary numbers.
Let's say that for my day job I'm making a total of $2,000 per month, and I just have
one side hustle where I'm making $200 per month.
Now if you look at the total monthly income section, you're going to see that it totals
it up for you, so all you really have to do is just fill in the numbers.
The math is already done, so you don't have to worry about that.
Now remember when I said that you have to put away 20% of your income towards your savings
and then splitting it into three categories?
Well you're going to find it over here in this section, and you're going to see that
20% of $2,200 is $440, and it also automatically generates the amount that you should put away
for your retirement, your dream goal, and also for emergencies.
So no need to worry about that either.
After you're done filling in the monthly income section, we're going to move to the monthly
expense section, and this is where you're going to put down everything that you pay
for.
So let's say that my rent is $700.
The light bill is $50.
Gas, let's say, is $13.
Water, I'm just going to leave it at zero, assuming that it's included within the rent.
Let's say that grocery is $150.
So, so far, the total housing amount is $913.
So now let's move on to the next section, which is car payments.
If you guys don't have any car payments, then again, just leave it at blank, but in case
you do, this is where you would fill it out.
Let's say that my car insurance is $150, and my car note is $200.
And gas, let's say it's $100.
So as you can see, the total for car number one is $450.
Now, I'm not going to fill this section out, assuming that I only have just one car payment.
I don't have two.
So we're going to keep just scrolling down to the credit card section.
I'm just going to say that I have three credit cards that I'm paying off.
On a monthly basis, card number one, I pay $50.
Next is $70, and the last one, let's say I pay $30 per month.
Again, it'll give you the total for that section right here, which comes out to be $150.
If we keep scrolling all the way down, you're going to see the total monthly expenses, which
is the total of everything that we filled out in this section, which is $1,513.
Once you're done with that, you scroll all the way up, and I also created a pie chart
for you guys so you know exactly where your money is going.
So here, from everything that we filled out, you could see that the total expenses is the
highest one, and it's in red.
The discretionary income, which is A.K.A. the fun money, is in green, and the recommended
savings is in gold.
I also included it here just so you guys can get a better visual of it.
So what this is telling you is that your fun money, you have $247 that you can spend for
this month in entertainment and things of that sort.
If you guys don't want to spend your money in fun things, then you guys can just add
it towards your savings.
Hey, the more the merrier.
Then for the total expenses, you'll see again that it says $1,513, and for the recommended
savings, again, it's $440.
I hope you guys really use this to make your life a lot easier, pay Off your bills, and
take control of your finances so that way you guys can build your business or reach
whatever goal it is that you want to reach.
So those are my three top budgeting tips.
I also included a free Fab and Focused Budgeting Worksheet, along with a step by step tutorial
on how to use it.

[inaudible 00:07:47].
