As unpaid federal workers struggle with tough financial choices during the shutdown, a federal

employees union has decided to bring a lawsuit against the Trump administration.

We're joined by attorney Steve Babin to discuss whether this lawsuit has merit and maybe where

it's going to go.

Steve, we've seen this before.

We saw 2013 lawsuit was brought on behalf of union workers.

The way I see this is there are essential union workers.

I mean, they truly are essential.

They, if we don't have law enforcement, federal law enforcement, we have a problem.

If we don't have federal firefighting, we got a problem.

Give me your take on where this is going.

So where this is going, Pap, is there are essential employees, like you said, and those

are essential employees have filed a lawsuit against the government on behalf of all of

the essential employees.

And there's over 400,000 of them who are working currently without pay.

The lawsuit's going to go, what will probably happen, Pap, is Congress will institute legislation

to give back pay to these employees.

Did we see that before?

We did see that before, however, the lawsuit stays alive because there are penalty damages

under the law, which they sued under.

It's called the Fair Labor Standards Act.

And those penalty damages provide for basically doubled back wages.

The federal government owes you $100, but you sue them.

They owe you $200 under the Fair Labor Standards Act.

The statute provides that?

The statute provides that, they're called liquidated damages.

Okay, well, so here, here's the way this is problematic.

First of all, if I look back into 2013 lawsuit, a judge did say if my, if my memory's correct,

a judge did say, yes, we're going to give you these double damages.

Some of those people are still waiting to be paid, and so I guess it's good on paper,

but what does it, how are, you know, let's humanize this.

How are federal workers, how were they affected by this?

Because we, we miss that, don't we?

I think we absolutely missed that Pap.

I think that the administration itself misses it too.

It says, it's a sign of how detached the Trump administration is from day to day realities

of the government workers.

But in America today, if a regular average worker, say a TSA employee goes two weeks

without pay, well that's going to be problematic and if they go a month without pay, it could

be detrimental to their family.

So on a day to day basis, you have the office of personnel management issuing emails and

letters to the employees saying to do things like this with your landlord, if you can't

pay rent this month, offer to paint the house or do some maintenance.

Wait, back up, back up.

The government is involved in the, and the unions and the government I guess are trying

to tell these people how to stay alive.

So this...

That's right.

So this first anecdotal information, go paint a house if you can't pay the bill?

Yeah.

These are, these are sample letters that were provided online by the office of personnel

management.

They were, they were taken down after they got some bad publicity.

One of the, the options was to tell your landlord, I'm not getting paid right now, I will, I'll

paint the house or do you need some maintenance done?

If that person may or may not have some, some maintenance skills and that's how you stay

alive and get the rent paid.

Yeah.

Okay.

So, it's deplorable that we've gotten to that point, but it's just so ridiculous that it

is almost, it almost is laughable to tell, to tell an employee, some of these people

have been at this for 15, 20 years.

Gee, I'm sorry you can't get paid work something out with your landlord.

Work something out with the grocery store, you know, work something out with a gas station

where you have to buy fuel.

So the human factor on this is huge.

Look, first of all, there was about 2 million federal employees, little, little more than

2 million federal employees out of there.

About 400, 450,000 do fall into that class of essential employees.

Explain what essential employee is.

I mean, that's a classification of federal employees.

It's a classification, just like you said, Pap, someone who protects the health and safety

of individuals and the government.

Also, individuals that work in the judiciary are generally termed essential employees.

They try to keep the courts running.

Oftentimes only the criminal courts will remain running.

I know currently, or when they shut down the US attorney's office, they'll shut down the

civil side first and they'll shut down the criminal side second is the way it'll work.

So there is, the line is drawn at basically if that person protecting the health and safety

of anyone in our country, then their jobs essentially.

Do the unions, I'm curious, have the unions planned on, surely they're looking ahead.

The unions are taking money from employees.

They know that shut down is always possible.

Have they put together any kind of workable fund that I, I don't know what to call it,

an emergency distress fund.

I mean well look, we're asking federal firefighter to go put their life on the line and oh, by

the way, Mary, oh by the way, Joe, we can't pay you for that, but we're good for our word.

Well no they're not really good for the word because we know what happened in 2013.

2013 the federal government said, yes, Mr. Firefighter, we owe you double and they still

haven't paid them to this day.

These people have not been paid that double.

What's your take?

So the unions don't have, as far as I know, a distress fund for this situation.

However, this this lawsuit and the employees affected aren't just union employees.

There are employees, they are in federal unions and there are employees that aren't and that

the union, the union's lawyers tagged along with the lawsuit and filed the complaint along

with some civil lawyers, civil trial lawyers and DC that filed on behalf of everybody union

and non union employees.

Zoom H3-VR: Encoding & Uploading to Facebook & YouTube - Duration: 2:00.

Hi everyone, this is John from Zoom

and in this video we will show you how to use the FB360 Encoder

to encode 360 video and audio from the H3-VR for uploading to Facebook or YouTube.

At the time of this video, only YouTube and Facebook fully support Ambisonics audio.

Other 360 video streaming platforms either do not support Ambisonics audio,

or are not freely available to upload to.

You can use the FB360 Encoder in the Facebook 360 Spatial Workstation

to mux the audio from the H3-VR and your 360 video,

then export a file that you can upload to different video streaming platforms.

Once you have synced, edited, and processed your video in your video and/or audio editor,

you will want to export two files from your software, one with the 360 video, and a WAV file.

Make sure to follow the recommended 360 video specifications for the service you want to upload to.

Once you have your video and audio files, you can open the FB360 Encoder application.

You can now drag your video and audio files to the appropriate location,

and select theVideo Layout for the video file and the format for the Ambisonics audio.

Next, select your Output Format, Facebook 360 Video for Facebook,

or YouTube Video, with 1st order ambiX, for uploading to YouTube.

Select Encode, name your file, and choose where to save it.

The exported file can be uploaded directly to your service of choice

and will be automatically recognized as a 360 video with Ambisonics audio.

S01E09 History day - Battle of Lissa 2018 - Duration: 10:24.

This morning we were ready to leave

all the equipment was already prepared

and then we found out

that there was a big thunderstorm coming out from the side of the island

so we waited kind of one hour

to see where this thunderstorm was going and it caught exactly the spot

where we were supposed to be diving.

Finally we cancelled the dive for today, but we had some time to spend on the island

we made some tour visit to the castle and a couple of fortresses

that participated to the battle

and have been a point for the attack from the italian army to the island.

A little bit of history of these two wrecks, a very short version of it

They are very special ships, we are going in a special place actually.

the site of a relatively big battle where more than 50 ships clashed one against the other

in a big chaotic situation and two of them ended up sinking

The battle has been part of the war for the Italian reunification

Ships are relevant because they represent a specific moment in naval history

which is a moment of big transition

from the vessels of 19th century, so big vessels, sailing vessels

with 80, 90 100 or more cannons,

to the modern age, and these ships were right in the transition

The transition from wood hull and sail to iron hull and engine

Also in the artillery it was a moment of important transition

from the guns that were loaded from the front

to guns loaded from the back, more precise and more powerful

This is the first battle where all this stuff came together

the ships had also rams

It's remembered also as the last battle in which part of the tactics

was to intentionally ram another ship

in fact Re d'Italia sunk for having been rammed by the austro-hungarian admiral ship

So we are trying to search for the fort were the Austrians tried to defend the city of Komiza

but we did not find anything, but at least the view is quite interesting

How is it?

So we didn't find any fortress at the end, we are just stuck

And the way down is not much better.

No the way down is worse!

One interesting thing is that at least half of the austro-hungarian fleet and crew were venetian people

so people from Venice and the area around Venice

because at that time all the Veneto,

all the area of Venice was part of the austro-hungarian empire,

as well as Trieste, my city, Udine, which is Luca city,

all the north-east of Italy was under control of the austro-hungarian empire.

Italian was the official language on board for the austro-hungarian fleet

Italy had 6 years at that time, the capital was not even Rome, it was Florence,

because in Rome there was still the pope

In this specific very short war, the Italian government felt like a pressure

to obtain a victory in the field to have a stronger position in the table of peace

So the Prussian had already won the battle of Sadowa,

so it was already granted that Italy would have had the Veneto back

but they really wanted a victory in order to sit at the table with more power, obtaining more, or whatever

so they forced the admiral. And the admiral had a clear perception

of the problems of his fleet,

a fleet composed by very strong, powerful and modern ships,

but without a real cohesion between the crew

and without a clear tactic, so he was very

resistant to going at sea for giving battle.

But the government was super-insisting to the point that they threatened to remove him if he wasn't going out

so he decided finally to take sail for the island of Lissa, with the idea of conquering the island.

The battle lasted for three days here, for two days they were trying to invade the island,

without success, and the third day the austro-hungarian fleet showed up

Re d'Italia was sunk by the austro-hungarian admiral ship, which was the Erzherzog Ferdinand Max,

with the austro-hungarian admiral on board, who was instead a super-good admiral, Wilhelm von Tegetthoff,

a sort of Nelson-guy, very determined, late thirties, young, incredible guy

Meanwhile the Palestro got a hit onboard

The commander of the Palestro, with not such a good idea, decided to overload coal,

in order to maintain the fastest speed he could, that was very slow, like 8 knots

but for maintaining that he passed to history,

he stored this big amount of coal on the main deck

so taking a hit of artillery, this coal catch fire

they tried for a couple of hours to extinguish the fire, and in certain moments they seem

to be successful, in other moments they were near to abandon the ship,

and then the commander changed his idea

So after the end of the real battle phase, when the two groups were re-grouping in formation,

the fire got into the ammunition and a terrible explosion and everybody died.

So we can expect some damage somewhere past mid-ship, towards the stern

Maybe an intact hull in the front part of it, in the bow.

Let's dive back in history!

As I told you is like more than 20 years, at least, that I wait to dive these two wrecks.

It looked like unreal when they told me.

They asked me: "do you want to dive the Re d'Italia" (Emir) and I answered: "are you joking or what?"

"Are you serious?".

Only for 20 years!

Well thanks to Emir for his support then!

And I couldn't believe until now!

Tomorrow the weather should be better.

So we hope we will be able to dive the Palestro, and it will be our last day at the project.

So let's hope for the best!
