Tight diplomatic schedule reduces possibility of Xi's visit to N. Korea: sources - Duration: 2:18.
Observers have been anticipating a visit to Pyongyang this month by Chinese President
Xi Jinping... for the 70th anniversary of North Korea's founding.
He would be the first Chinese leader to go there in more than a decade.
By going or not going, President Xi would send a strong signal.
But reports now say the trip is probably off.
Lee Seung-jae explains.
Reports last month added to speculation that Chinese President Xi Jinping was planning
to travel to Pyongyang around September 9th to celebrate North Korea's 70th founding anniversary.
But according to sources,... the Chinese government is not showing movement that would indicate
a trip is being planned.
In addition,...
China's Foreign Ministry spokesperson said there's no information to give about the Chinese
leader's attendance at the anniversary events in Pyongyang,... fueling expectations that
President Xi will stay away.
Also, with President Xi's busy diplomatic schedule in Beijing in early September,...
watchers say all signs point to the trip being off.
The summit of the Forum on China-Africa Cooperation, which opened in Beijing on Monday,... has
brought together leaders of 53 of Africa's 54 countries, while some countries are planning
a state visit to China until September 9th,... the day of the regime's foundation anniversary.
In addition, a state visit by the King of Monaco is also slated for September 5th to
the 8th.
Sources speculate a ranking Chinese official may travel to North Korea on behalf of President
Xi.
They say if President Xi sends an envoy to Pyongyang,...
Wang Huning, a member of the Politburo Standing Committee, will be one of the potential candidates,...
as Wang attended all three summits between President Xi and North Korean leader Kim Jong-un
in China earlier this year.
Meanwhile, the Kremlin says Russian President Vladimir Putin is also not scheduled to pay
a visit to North Korea.
The Kremlin's spokesperson added there are also no plans for a meeting between Kim Jong-un
and the Russian leader on the sidelines of the Eastern Economic Forum in Vladivostok
from September 11th to the 13th.
He said Pyongyang has not notified Moscow about Kim's plans to accept Putin's invitation
to the forum.

S. Korean envoys' Pyongyang visit comes at important time: Pres. Moon - Duration: 2:18.
With talks between North Korea and the U.S. having stalled in recent weeks, South Korean
President Moon Jae-in has emphasized that the high-level delegation he is sending to
Pyongyang tomorrow comes at an extremely important time.
Moon's special envoy, Chung Eui-yong, will have to strike the right balance between pushing
the inter-Korean agenda forward, as well as making progress in narrowing the differences
between North Korea and the U.S.
We'll look at what some of those issues may be, right after this from our chief Blue House
correspondent Shin Se-min.
President Moon Jae-in explained his reasoning for sending the envoys, once again emphasizing
the timing.
"It is an extremely important period in establishing peace on the Korean Peninsula.
The government is meticulously reviewing and managing the situation because bringing peace
to the Peninsula goes together with its complete denuclearization."
The President's chief of staff, Im Jong-seok, is hopeful that the delegation will come back
having fixed a date for the third inter-Korean summit this fall in Pyongyang.
The delegates include Chung Eui-yong, who is the head of the National Security Office,
and the intelligence agency chief, Suh Hoon.
The decision to send them for just a day comes as Seoul scrambles to salvage the diplomatic
process.
For one thing,… they'll try to put some speed on the preparations for this month's
summit, since they don't have a date or details yet.
And two,…
Seoul wants to step up its role as mediator between Pyongyang and Washington,… whose
relations have soured since President Trump called off a scheduled trip to the regime
by his top diplomat.
And the presidential chief of staff, who also led the committee for the first inter-Korean
summit says that without the strategic patience and consent of the U.S., it is simply impossible
realize historic change.
The envoys' day trip comes at a time when denuclarization seem to be at an all-around
impasse.
So many see this week's contact with the North as a chance for a breakthrough -- a chance
to get things moving again not only in terms of diplomacy, but on the economic front as
well.

South Korea, U.S. disclose revised clauses of KORUS FTA - Duration: 1:51.
We now have the final results of the negotiations between South Korea and the U.S. on their
free trade deal.
The detailed revisions to the FTA are online, and nothing has changed since the results
were first released several months ago.
So now all that's left is to get it ready for the National Assembly to ratify, which
the government wasts to have happen by early next year.
Kim Hyo-sun has this report.
The full text of the KORUS FTA amendment that was agreed upon by Seoul and Washington in
March has been disclosed online.
South Korea's Ministry of Trade, Industry and Energy explained that no changes have
been made to the negotiation results that were previously revealed,... adding it will
collect public opinion on the revised clauses until next Monday,... in accordance to the
country's trade law.
Under the revised agreement,... the U.S. will extend tariffs on imports of Korean pickup
trucks by another 20 years to the year 2041.
Seoul made it clear in the amendment that safeguard measures be made to prevent potential
abuse of the arbitration procedures by multinational companies in accordance to the investor-state
dispute settlement system.
It also includes clauses to improve transparency of anti-dumping and countervailing duties
imposed by the U.S.
The ministry now aims to complete all necessary procedures to have the National Assembly ratify
the amendment by end of this year.
"We can carry out the necessary steps leading up to the signing of the amendment, but its
ratification is the National Assembly's responsibility.
Therefore, we hope lawmakers can swiftly and smoothly ratify the amendment."
It remains to be seen whether the revised trade pact can improve trade conditions with
the U.S. as promised by the South Korean government.
