These days practically everyone is carrying around a digital camera everywhere they go.
There are cameras literally in some peoples' bedrooms on their laptop or smart TV.
So it's become all the more important -- and challenging -- to keep private images out
of the hands of strangers.
In our News Features tonight, Kim Ji-yeon tells us about the Korean government's tough
new rules on privacy.
Almost everyone has a smartphone and takes pictures with it... sometimes without making
a sound.
The home isn't safe from hackers attempting to override control over IP cameras.
And video content that has been kept for private use could get easily leaked on-line, and distributed
halfway around the world at a moment's notice.
Cyber crime is real -- an ever-evolving, growing threat.
(standup) "Anyone can easily go online and get their
hands on one of the cameras that you would expect to see in double-oh-seven movies...
cameras installed on glasses, neckties and even pens."
Data by the Korean National Policy Agency shows that crimes involving illegal filming
and distribution jumped 20-fold over a ten-year period to more than 67-hundred cases in 2014.
In light of this, the Korean government unveiled measures earlier this year to raise awareness,
strengthen punishment for offenders and provide support for victims of non-consensual pornography
uploaded on-line.
(Korean Aug. 8) There needs to be a comprehensive set of measures
to strengthen regulations on websites distributing content filmed with hidden cameras and require
leakers to pay the costs of removing such content on-line."

Under the protocol, the government is requiring buyers and sellers of camouflaged cameras
to register their equipment and personal info,... in order to easily track them down.
Starting next year, a "Fast Track" policy will enable victims of online obscene content
to make a request to the Korea Communications Commission to immediately block public access
and remove the content completely from the web within three days.
The government also aims to apply artificial intelligence and big data technology to filter
and remove such content online in real time by 2019.
Lawmakers like Jin Sun-mee have proposed bills to reinforce the government's measures to
help aid the crackdown on such crimes.
(Korean ) "One proposal involves enabling authorities
to punish those that have posted indecent images or films of another person on-line
without their permission... even if the filming process was consensual.
Other proposals would increase the punishment for habitual offenders,... and require municipal
governments to search for hidden cameras in public restrooms."
With this, perpetrators could face up to seven years behind bars... as well as a maximum
92-hundred U.S. dollar fine.
But until the law is strengthened... it's up to the victim to try to block the circulation
of non-consensual content.
Some people hire private investigators to delete obscene content.
These investigators are often referred to as digital undertakers... like this one in
downtown Seoul.
The CEO of Toplogic says his service is two to three times faster than individuals at
removing personal content from the web... and speed is of the essence since such content
gets copied and uploaded onto other sites quickly.
Sometimes clients hire him to verify whether or not videos or pictures of themselves have
been leaked.
In these cases, the company conducts its standard search process... which involves combing through
some one-hundred portal sites from the day before it's suspected that the content has
been leaked.
(Korean) "Often, a lot of times these clients tell
me that they feel like everyone is continuously staring at them.
One client, who was over 50 years old, moved around 20 times because of that.
But in the end, it was found there was no content and that gave the client some relief."
The CEO says that although there are measures to block websites with local domains when
someone notifies the authorities... this isn't enough to prevent the spread of personal content
onto sites with servers on a foreign IP address,... which is often the case when content isn't
deleted immediately.
(Korean ) "Despite all these measures, it really comes
down to raising public awareness that such violence and non-consensual acts are not permissible
and are serious crimes... and not merely a means of entertainment."

U.S. strategic assets arrive in S. Korea for first joint drill since N. Korea missile launch - Duration: 2:08.
South Korea and the United States will hold a joint Air Force drill next week involving
almost 230 aircraft.
The regular exercise is called Vigilant Ace, and it was planned before the North's latest
missile launch.
But coming so soon after, it'll likely involve a bigger show of force than ever before.
Oh Jung-hee reports.
U.S. strategic assets are arriving in South Korea for an annual joint air force drill
called Vigilant Ace next week.
The airborne exercise is set to mobilize 12-thousand U.S. personnel and almost 230 aircraft.
Six F-22 Raptor stealth fighter jets are to be deployed starting Saturday,... and all
six jets will fly over South Korea simultaneously for the first time in the history of the joint
drill.
F-22 jets are equipped with full stealth capabilities,... meaning that they can infiltrate North Korean
airspace undetected and destroy key nuclear and missile facilities.
Twelve F-35B jets will also be deployed.
The presence of the F-22 Raptor and the F-35B fighters is expected to put maximum pressure
on North Korea... as both aircraft can reach Pyongyang in only ten minutes if they depart
from Osan Air Base, located 64 km south of Seoul,... and in 20 minutes from Gunsan Air
Base in Jeollabuk-do Province.
In addition to these two, six F-35A stealth fighter jets also arrived in South Korea last
week... and B-1B bombers are expected to take part in the drill as well.
South Korea's defense ministry says... the joint exercise will focus on striking facilities
and moving targets in North Korea... as well as countering possible North Korean invasions
by sea and air.
This year's Vigilant Ace comes in less than a week after Pyongyang launched an ICBM,...
so it's expected to be carried out amid high tensions on the peninsula.

Hey guys it's Mike Chen
when I mentioned the words "lost continent",
what comes to mind? Atlantis, right?
You know, the mythical continent that the ancient Greeks wrote about.
They were said to be an advanced and enlightened civilization for their time.
It was also believed that the whole place met a tragic end with the ocean consuming it whole
and erasing remnants of its people, culture and legacy from existence.
Of course, no one really knows for sure whether or not the Atlanteans truly existed
are they thriving civilization at some point in our ancient past,
and if the land they inhabited really had been swallowed by the ocean.
Until now, people are still fighting over this issue with neither side having any intention of standing now.
But did you know that the tale of the lost city of Atlantis
is not the only story involving a sunken land in advanced ancient civilization.
For example, a similar tale has been told in India
although it is definitely the less popular one compared to the myth of Atlantis.
This lesser-known legend of another lost continent is known as the Kumari Kandam,
so let's talk about it.
The Kumari Kandam is supposedly a lost continent located south of modern-day India
that occupied a large portion of the Indian Ocean.
Also referred to as Kumari Canton and Kumari Nadu,
this massive landmass below the Indian subcontinent
is believed to be the home of an ancient Tamil civilization
before a catastrophe caused it to sink deep into the sea.
The Tamil people are a Dravidian ethnic group
whose ancestry can be traced back to Tamil Nadu of India and Sri Lanka.
Tens of millions of individuals today identify as Tamilans
making them not only one of the oldest
but also largest existing ethno-linguistic cultural groups today.
Some of these Tomales say that the missing Tamil continent of Kumari Kandam
is what used to connect the continent of Africa and a landmass of South India.
And for the last two centuries they have declared that this legendary continent
is also the hypothesized lost land of Lemuria
which was developed in the 1890s by Western scholars.
And this brings us to the latter part of the 19th century
when several scholars in the US and Europe
were puzzled by the geological similarities between India, Madagascar and Africa.
For example, English geologist Phillips Collider pondered over the possible reason
why there is a significant presence of lemur fossils in Madagascar and India
but not in the Middle East or mainland Africa.
He later went on to publish an article in 1864 titled "The mammals of Madagascar"
in which he proposed a hypothesis suggesting
that Madagascar and India used to be a part of a larger landmass, he called Lemuria.
Lemuria hypothesis was initially welcomed by members of the scientific community
as an acceptable explanation to the way lemurs
could have migrated in Madagascar and India in the distant past.
However, the theory was eventually discarded
after the continental drift theory became the widely accepted theory in modern times.
Nevertheless, the concept of a lost continent below southern India
continued to remain popular until the 20th century.
Especially among the Tamil nationalists
who believed Lemuria was the same lost continent
they referred to as the Kumari Kandam.
According to the Tamil revivalists of the 20th century,
Kumari Kandam was a land where Pangaean Kings once reigned
and where the first two tamil literary academy
known as Sangams were established.
And in the 1920s, these Tamil revivalists tried to reduce the domination of the Indo-aryans and Sanskrit
by claiming that prior to the disappearance of Lemuria,
it was actually the long-lost Kumari Kandam
that was the original homeland of the Tamilans
and the birthplace of their civilization language and culture.
The Tamil nationalists did not simply regard the lost land of Kumari Kandam
as the home of an ancient Tamil society
but as the cradle of human civilization.
They described it as in utopic society where the continent enlightened citizens,
were dedicated to higher learning trade and commerce and exploration of the rest of the world.
They had established an egalitarian and a democratic government
that allowed the economy to flourish and its people to thrive.
However when the continent of Kumari Kandam was lost in the ocean swallowed at whole
the Tamil people had no choice but to migrate to different parts of the world
where they established a new civilizations.
So how do they know this?
Well, various Tamil and Sankrit's literary works from ancient and medieval times
contain legends about a land at located south of India that was consumed by the ocean.
A catastrophic event believed to have been caused by a tsunami or by a devastating flood.
For example, a commentary in the Iraiyanar Akapporul
which is written on Tamil poetics from the medieval times
mentions the Pandyan Kings of the early Tamil dynasty
and their efforts to form three Sangams that lasted for thousands of years.
The commentary also reveals that two of these Sangams were seized by the ocean
which ultimately led to the destruction and loss of many ancient writings.
But it is important to note however that none of these ancient texts or medieval commentaries
referred to this lost land that was seized by the sea as Kumari Kandam.
And none of these literary works have also stated
that Kumari Kandam was big enough to qualify as a continent.
Because it turns out that the term Kumari Kandam
first appeared in the 15th century Tamil version of the Hindu scriptures Skanda Purana.
And according to cultural historian Sumathi Ramaswamy,
the Tamil nationalists used the word Kumari which means a virgin or maidens
to symbolize their belief in the purity of the Tamilan language and culture
prior to their association with the Indo-aryans.
And now let's talk about Lemuria.
Because the concept of Lemuria is largely recognized
by mainstream scholars as a debunk hypothesis today,
many experts have found upon the alleged attempts of Tamil writers
to use the pseudo scientific theory to validate sort of unverifiable alternative history.
And some historians regard the Kumari Kandam as nothing more than mere fiction
founded on mythology and really not legitimate scientific research.
Moreover, according to geologists,
even if the continent drifted theory is set aside
and the Lemuria incontinent did exist at some point in the past,
its submersion or dismemberment would have taken place
tens to hundreds of millions of years ago during the Mesozoic era.
That's why many believed geological theories like the Lemuria hypothesis
should not really have anything to do with the events in human history
that supposedly occurred only a few thousand years ago.
I personally do believe that when it comes to datings, when it comes to history,
especially really ancient history, especially undocumented history,
there's far more that we don't know than we do know.
So could a continent had disappeared into the ocean?
Absolutely!
Do I think it's the lost continent of Lemuria?
I have no idea.
Ưhat I do believe is that in every single legend, every single myth, every single story
there is a varying degree of truth to them.
And the only thing to do is do your research
listen to different people's opinions and then make a decision for yourself.
