(Episode 48)

Geez.

Why are you fidgeting instead of sleeping?

I must've had too much coffee.

Don't mind me and sleep.

Eunjo's not home yet,

so how can I sleep?

You're impossible.

She called to say

she's working on her Center project that was chosen.

But this is way too late.

This won't do. I should go see.

I will. I'll go.

You said you weren't feeling well.

You will?

Yes.

Why did she have to storm off?

It's nagging at me.

Should I go look for her?

You should've called to say how late you'd be.

You made us worry.

You were worried?

It's only natural to worry

even if your pet dog doesn't return home.

But you're home now.

Go on in.

Dog?

What? Did something good happen to her?

She's 40.

You know Genius, right? She's a director there.

You know a lot of singles.

Huh?

Y-Yes. A spinster.

She must've been too focused on her career.

She has a very chic appearance.

She works, so she's very smart.

Yes, yes. Please let me know.

Yes, okay.

Who else is there?

Now you're going to marry off Director Gu?

If she starts dating,

she'll only be half as attentive to Chungseo.

Are you done sharing hobbies?

No, we still do that,

but it'll be great all around if she marries.

I don't know.

Most men probably couldn't handle her.

Won't it be better just to share a hobby?

No!

I must marry her off.

I need to get rid of her for good.

What if her husband moves in with her?

You might end up worse off.

Seeing that you're joking around,

things must have worked out.

Did you find $10,000?

Huh? Yes.

Really?

You didn't even have $1,000,

so where'd you find that kind of money?

I borrowed it from someone.

I must pay it back, but it beats

dealing with a loan shark.

Really?

Oh! Call the rice cake lady.

She set up 2 couples that are now married.

She said one more couple will get her

into heaven, so call her.

How did she suddenly get that kind of money?

Wait, wait, wait.

This is Haengja's phone.

- I'll take it. / - Okay.

Geez. She left it again.

Yes, hello...

Ms. Kim, are you going to be like this?

Um...

Why don't you just sell

the store space like I asked?

I said I'd give you a good price.

Sell a store space?

Hello?

Yes. This is Ms. Kim Haengja's phone.

I'm her husband.

I'd like to talk to you about the store space.

I'm free now.

Where should I meet you?

Are you busy?

Even if you are, we need to talk.

I should have come yesterday,

but something came up.

The signing went well thanks to you.

I'll make sure the cover isn't blown,

but be careful for now.

I returned the registered seal and also

got a few copies of the seal certificate

and power of attorney just in case.

No. No way.

This is the only time I'm helping you, Dr. Jeong.

Why are you suddenly distancing yourself?

We're really in it together now.

And why are you calling me "Dr. Jeong"?

It doesn't sit well with me.

I don't have a fond memory of father figures,

so I have a hard time saying "father."

It's best to quickly forget bad memories.

Testy little brat.

If it weren't for Inu,

I'd do him in just like that.

You got what you wanted.

So hands off Ms. Kim's fortune from now on.

Isn't that what I should be saying to you?

My goodness.

The tail is wagging the dog now.

Anyway, I have a big picture.

Big picture?

Take it.

This is Haengja's phone.

Oh. Where was I?

Big picture?

Tail wagging the dog?

Don't forget what that means, Busik.

Then also remember my advice. Don't be reckless,

Father.

Why aren't you going out today?

One must know when not to push it.

Do you think I'm crazy?

Why did I have to get caught?

Then once you finish cleaning your ear,

clean the office as well.

I'm going to the bank

on Ms. Kim's errand.

Darn it.

She bosses me around at every chance.

Anyway, what in the world is Haengja thinking?

Dr. Jeong is definitely up to no good.

He's being very shady.

Long time no see, Aunt Eunjeong.

Oh. Busik.

I hope I can call you by your name.

Whatever works for you.

Excuse me.

He said they'd set the wedding date soon.

Geez. Nothing's panning out smoothly. Nothing.

- Welcome. Welcome. / - Thank you.

I was going to call to see when you were coming,

but I left my phone at the cafe.

Oh. I'll go get it for you.

There's no need.

I can go myself.

Not having a phone has its perks too.

Perks?

It's nice not getting pesky calls.

Someone's bothering you over the phone?

Yes.

I have a first-floor store space by the police station,

and someone's been pestering me to sell it.

A store space?

It's a killer location.

No matter what business, it does well there.

Even if I sell everything else,

I'm going to keep that one.

The realtor must keep calling you

to sell it.

Yes.

It's such a relief not getting

those pesky calls.

I see.

Ms. Gil Eunjo.

Yes?

Take part in the third round of

beauty manager training next month at HQ.

Really?

I'll work very hard.

May I be excused?

I was working on something.

Sure.

Ms. Jeong Inu.

Yes?

You know your internship ends in a month, right?

So?

We've decided not to extend your contract.

You decide whether

to leave now or

stay for the remaining month.

You will get paid for next month regardless.

Anything you want to say?

No.

I must leave if I'm told to.

What can I say?

But no one knows what the future holds.

I'm curious too what will happen

once I leave.

Why is she so cocky?

Hello.

- Hello, Ms. Gong. / - We're seeing a lot of you.

Yes.

Hello, Ms. Dong.

What's with her?

What did she just say to me?

Just hello.

Who does she think she is?

What is it?

Ms. Gu.

Do you know Jeong Inu?

She just can't get over my Busik

although she's not a good match for him.

I'm just saying.

We need to talk.

Jeong Inu likes Counsel Byeon?

How interesting.

Why didn't you call first?

I have a meeting at HQ.

I won't take up too much of your time.

I wonder what you're here to say today.

You'll be waiting for me if I don't come.

I doubt that.

We should go on a blind date.

We? Why we?

It's just a manner of speaking.

You should go on a blind date.

She's now resorted to matchmaking?

You won't be able to say no.

I'm...

Is your sexual orientation unusual?

Do you like women?

Tell me if you do.

I respect that.

Pardon?

Otherwise, go on this blind date.

There's a great catch I'd hate for you to lose.

I'll set it up, okay?

You must tell me the truth.

I don't know what you're talking about.

You know about Ms. Kim's store space, right?

You have her mobile phone.

I'm sure you got calls about selling it.

Are you psychic?

How did you know?

Leave it alone.

I said you had no right to tell me that.

You agreed it'd only be the Paju building.

That was just...

You won't be able to handle the consequences.

You've been warned.

Why wouldn't I sell it

at 3 times the market value?

And I have the seal certificate and proxy letter.

I made it clear you shouldn't be reckless.

Insolent brat.

Why just salivate at a good deal?

One should take it.

He has no guts for a man. No guts.

Kiddo.

How can Busik and Dad...

Welcome.

Are you here to see your dad?

Dr. Jeong stepped out for a bit.

Have a seat. I'll bring you tea.

Yes, yes. Sit. Sit down.

Thank you.

We've never sat down together alone like this,

have we?

No.

Your dad sings your praises.

The only thing I'd ask of you

is that you got along with Eunjo.

How can Busik and Dad do that?

I'll leave you two be.

Since we're here and talking,

let me ask you for a favor.

Go ahead.

Please look kindly on Eunjo.

She can get a teensy weensy bit testy,

but she's really great apart from that.

Don't be nice to me.

I don't know anything.

I know that things

with you and your sister... Was it Injeong?

Yes.

It's gotten weird because of Myeongjo,

but I'm sure it'll get better with time.

I just want

all of us to get along.

Although it won't be easy...

No matter what happens,

I must side with my father.

Don't smile like that.

Yes?

No. Carry on.

Aren't you going to do this?

You haven't heard?

I was fired.

Pardon?

They won't extend my contract, so I'm fired.

Are you okay?

How can I be after losing my job?

Don't try to comfort me.

No matter what happens,

don't resent me, Gil Eunjo.

I heard the CEO of Genius was young,

but I didn't know you were this handsome as well.

Thank you for your kind words.

I'll make sure you get our investment.

Why did you change your mind?

My subordinates made a mistake.

They got scared because

it's a very big investment.

I see.

I reconsidered and decided to go for it,

so let's make this work.

Thank you.

Do you have a girlfriend?

My daughter is a college senior.

What a shame. So you do have a girlfriend.

But then again, why wouldn't you?

Okay.

Let's do this.

The existing cosmetics market is saturated,

and Genius' herbal line has long been stagnant.

Skin conditions are on the rise in consumers

in their 30s to 40s, and dermacosmetics...

And dermacosmetics, sold at pharmacies

and hospitals, have a bright future.

If backed by sufficient R&D...

If backed by sufficient R&D, they will propose

a new vision for the stagnant cosmetics business.

The existing cosmetics market is saturated,

and Genius' herbal...

Miss Injeong, we keep running into each other.

Yes, we do.

And we'll keep doing so unless one of us moves.

I'm moving.

What?

Then we won't get to see each other at all.

Let's talk.

Fate? Destiny?

I don't believe in any of that.

I set everything up.

I got your class schedule

to learn where I should wait for you.

Do you still not get what I'm saying?

Likewise.

What?

I waited in front of your workplace

until you were about to leave

and I waited in the neighborhood crossroad

when I figured you'd pass by.

So why do we have to stay this way?

I told you.

I have no desire to outdo Ms. Kim.

What if we set Ms. Kim aside?

Does that change things?

Answer me.

This is very important.

Nothing will change even if we set her aside.

Why not?

You're not Ms. Kim's biological son.

If you're not related to her by blood,

don't we stand a chance?

Let's just do what our hearts say.

We're wasting precious time

worrying about our parents.

Miss Injeong...

I looked into it, and Ms. Kim

and Dad's marriage license doesn't pose a problem.

They got their marriage license?

You didn't know?

It's fine. It doesn't matter.

But you see...

Why? Is there something else?

Myeongjo and I will go on Ms. Kim's family register.

She'll be adopting us.

What?

That means you and I will be family by law.

How can this be?

How in the world can this be? How?

I paid back the $10,000.

Good.

I hope I did the right thing.

What's the problem?

I know where the money came from,

so I feel bad pretending I don't.

Where did the money come from?

It came from Dad.

Why feel bad about using Dad's money?

That's not right.

Will you be like this every time Dad gives us money?

You shouldn't have taken it then.

If you took it, just use it.

Inu.

That's what I've decided to do.

So you decide too.

Come eat.

That wretched girl...

Hey, I'll talk to her.

Go on. I'll listen to whatever you have to say.

Mom.

I'm sure you have a lot of pent-up anger.

Our divorce must've hurt you like it did Inu.

And despite your brave face,

I'm sure you're reeling due to Myeongjo.

So tell me everything.

Dad's not in my photo albums.

What?

Dad's not in any of the pictures.

He's not in the entrance or graduation ceremony photos

or in any family trip photos.

He's not?

He's also absent in my heart as well.

That's why it's been nice.

I must miss him to hate him

and believe in him to be let down.

But Dad's meant nothing to me.

Yes, I see.

I think my longing for Myeongjo was driven by

my resentment toward Dad.

But I'm going to lose that resentment too.

He's a father because he gave birth to me?

Raising the child makes one a father.

Family must live together.

Injeong.

I must have wanted Dad to return to us

even if he was penniless.

Although I was cold to him,

I must have secretly missed him.

But I'm letting that go too.

What's the matter?

Same with Myeongjo.

I still don't know why we can't be together,

but I'll let him go too.

I'm letting go of everything.

I have nothing left now.

Injeong.

I thought one became a parent

just by being with the man one loves

and having and raising children...

Mom, what do I do?

What about my girls?

Mom, what about me?

Are preparations going well?

I heard Gongsin Bank will invest.

Yes.

I'm still against it,

but I want to believe in you as you've made

so much progress despite all odds.

Thanks.

But don't let your guard down.

I'll pounce on you if I see any shortcomings

at the board meeting tomorrow.

I know.

All's well that ends well.

Seokpyo.

Let's talk again after my proposal passes tomorrow.

Let's do that.

Good luck tomorrow.

Thanks.

Why are you here this late?

What is it?

Tomorrow's a very important day for me.

It's nothing bad, right?

It's a good thing.

More precisely, I must make it a good thing.

A job interview or something like that?

Similar.

So you're nervous.

No.

I'm extremely nervous.

Don't let your nerves get the better of you.

I'll pray for your success.

I have something to tell you

if this goes well.

It's something about me.

I'll be waiting.

It's cold, so go on in.

You can do it.

I can do it.

Geez. What's keeping Mr. Lee?

President Hong! President Hong!

What is it?

I think... I think...

Catch your breath first.

I think we walked into a trap.

A trap? What are you talking about?

In the conference room.

There's an emergency shareholders' meeting.

Without the CEO knowing?

Is that possible?

What about?

A motion to dismiss the CEO.

Ow, ow, my head.

Oh. Oh my goodness.

I must take my hypertension medicine.

Good grief. I keep forgetting.

Not again.

Who could this be?

Hello?

Oh, my. Mr. Gwon the realtor.

What's going on?

What do you mean

I sold the store space?

I never did.

Listen, Mr. Gwon,

there must be a mix-up.

Wait just a bit.

I'm heading over.

What is he talking about?

Why would I sell a perfectly nice store space?

(Emergency Shareholders' Meeting)

What is this?

A motion to dismiss the CEO

at a shareholders' meeting in the CEO's absence?

It was convened urgently,

so we only heard about it this morning.

Where's Director Kim? Why isn't he here?

He has a bad cold,

so I have his letter of proxy.

And these are our shareholders' votes.

Announce the result.

Yes, sir.

I will announce the result of the emergency meeting.

Seokpyo.

Perfect timing, President Hong.

Go on. Announce the result.

Yes, sir.

Motion to dismiss President Hong Seokpyo.

With 51 for

and 49 against,

the motion for dismissal passes.

This is outrageous.

Talk about a sneak attack.

This doesn't count!

What's going on? Your dismissal?

What happened?

This isn't right!

So the investment deal was a setup.

Who put you up to it?

Was it Director Kim?

How can you do this?

- President Hong! President Hong! / - Seokpyo!

Hong Seok? Talk about bad taste.

Worry about yourself, Ms. Jeong.

- What? / - What are you doing?

The charges are damage to property, obstruction

of business, and drunk and disorderly conduct.

I'm so embarrassed.

You need to find out something for me.

What do I do?

I'll take care of it.

That's why it's so reassuring.

I have your back, Mother.

The CEO's dismissal wasn't the main goal.

So you'll just step down?

Get me a list of the shareholders that voted yes.

Expect coldest day of this season tomorrow _ 012518 - Duration: 1:46.

Now we turn to our Michelle Park at the weather center for the latest updates.

The country has been under cold wave alerts for four straight days.

Tomorrow is expected to be the worst of it, though.

That's right, Daniel.

The cold wave this time is really harsh.

Through the evening, the readings will continue to drop.

Today was the coldest day this season, but tomorrow morning is expected to beat that

record.

Because of this sharp wind, it's become extremely dry.

The east coast and the capital are getting it the worst.

They're under dryness warnings.

Under sunny skies, Seoul starts off tomorrow at minus 17 degrees Celsius.

Daegu and Busan begin at minus 13 and minus 10 degrees.

The afternoon will stay bright with Seoul at minus 9 degrees, while

Gwangju and Busan rise to minus 3 and minus 1 degree.

After the peak of the cold wave tomorrow, the mercury will gradually rise through the

weekend.

By the middle of next week, you'll feel much more comfortable.

I'll leave you with the weather conditions around the world.

North Korean Olympic ice hockey players arrive in South - Duration: 2:03.

The last minute decision to form a unified women's ice hokcey team for the olympics drew

mixed response.

But from here on, athletes of both Koreas must toss everything aside and focus on bringing

out the best in each other when they hit the rink together.

Pyongyang's squad has arrived in Jincheon, ready to train and put the joint team's chemistry

to the test in a friendly match.

Won Jung hwan has the full story.

The North Korean women's ice hockey players arrived in South Korea on Thursday.

12 hockey players, along with 3 staff members, will form a combined team with their southern

counterparts for the PyeongChang Winter Olympics.

After crossing the border on Thursday morning, the team, wearing the colors of the North

Korean flag, headed to the national training center in Jincheon, 90 kilometers south of

Seoul.

The coach of the North Korean team expressed his feelings toward forming the only combined

South-North team at the PyeongChang Olympics.

"I am very pleased to participate at the Olympics as the only unified team formed between North

and South.

If we work together with unified strength and mind, I think we will achieve good results

at the Games."

The hockey team have their first training session next week under Sarah Murray, the

head coach of the unified team,... and will play Sweden in a friendly match five days

before the start of the Olympics.

Their first group stage match is against Switzerland on February 10th.

Another 10 North Korean athletes including a figure skating pair,... and several speed

skaters and skiers will also compete at PyeongChang.

But North Korea's participation has proved controversial among South Koreans.

Some welcomed the North's participation,... but others complained that the unified women's

ice hockey team was unfair to the South Korean athletes, depriving them of a chance to compete

at the games.

And there are concerns that the sudden addition of so many players so close to the competition

could also disrupt team chemistry and impact on results.

Government to increase effort to tackle youth unemployment rate - Duration: 2:47.

Staying with that special meeting on the job situation.

Lively discussions took place during the 80-minute-long session, as a group directly affected by the

issue also shared their views.

Our Cheongwadae correspondent Hwang Hojun dives into the details.

Despite President Moon's demand for increased efforts to create more jobs for young jobseekers,

experts say that task won't be easy.

During the special meeting at the presidential office of Cheong Wa Dae on Thursday, experts

said young adults between the age of 25 to 29, also known as echo boomers, seeking for

a job will increase in the next four years.

The term echo boomers refers to the children of baby boomers born in the 1980s and 90s.

The scholars at the meeting insisted the government must create public jobs, find overseas jobs,

and support young start-up entrepreneurs to alleviate the situation at least in the short

run.

The vice chairperson of the Presidential Committee for Job Creation said the government has put

great efforts to tackle this issue since the launch of the administration; such efforts

include the implementation of a supplementary budget for job creation worth about 9.4 billion

U.S. dollars, coming up with a blueprint to create 810-thousand jobs in the public sector,

and deciding to transition more than 200-thousand irregular and temporary staff to full-time

regular employees by the year 2020.

He also introduced some measures the government will newly take up, such as improving the

system to enhance the effectiveness of existing projects for job creation, coming up with

new projects that will lead to the creation of high-quality jobs, and providing education,

training, and information on employment while also expanding job opportunities overseas.

Among the attendees of Thursday's meeting were current college students and job seekers.

They demanded policies that will not only support them to establish startups or find

jobs overseas, but also help them prepare for such goals as well as follow up measures.

They also asked the government to communicate more with the younger generation as they are

the main recipients of many of the administration's key policies, such as reversing the record-low

birthrate in the country and preparing industries for the 4th industrial revolution.

President Moon also said at the end of the meeting that it is crucial for the government

to listen to such calls, and that drastic measures should be implemented if needed to

tackle the nation's youth unemployment issue.

"President Moon also noted the youth unemployment issue will be difficult to resolve in a matter

of days.

However, he also stressed the government must show that it is putting its best effort to

give hope to the young people."

President Moon ordered government officials of each ministry to come up with their own

plans to resolve the issue based on the discussions and views exchanged at the meeting by next

month.

South Korean President Moon Jae-in lashes out at his gov't over rising youth unemployment rate - Duration: 2:46.

President Moon Jae-in had some harsh words for his government.

Get their priorities straight and improve the nation's gloomy employment numbers.

This comes as there appears to be little signs of hope for young jobseekers.

Moon Connyoung starts us off with the liberal leader's remarks.

More jobs, quality jobs, and jobs for the nation's young jobseekers... namely those

in the 15 to 29 age bracket.

That was one of the new South Korean president's key campaign pledges coming into office in

May, last year.

Now, more than eight months on the job, in wide display on Mr. Moon Jae-in's "National

Employment Situation Board" is a whopping youth unemployment rate over 9-point-2 percent

as of December 2017.

That's almost three times higher than the nation's overall jobless rate of 3-point-3

percent.

"I have repeatedly highlighted the urgency of our youth unemployment problem even calling

it a 'national catastrophe.'

. (cut) But, it certainly does not appear that

each ministry has placed its utmost policy priority on creating jobs for this age bracket."

.

Speaking at a special meeting of top government officials, members of the presidential committee

for job creation, the fourth industrial revolution, as well as nearly a dozen young job seekers,

President Moon lashed out at his government asking to devote the next three to four years

on executing drastic measures to tackle the socioeconomic problem.

To do so, the South Korean leader laid out three key factors to contemplate when discussing

job creation for job seekers in their late 20s.

One, a job creation policy must be flexible to market and user demands.

Policymakers must keep their ears open to feedback and adjust their policies accordingly.

Two, job creation requires active participation from the private sector.

This is particularly true for small and medium sized enterprises to solve jobs and skills

mismatch and sustainability of job creation.

And, finally... government-wide efforts to encourage and support young job seekers to

find employment overseas... may that be at international organizations or at leading

global firms.

"Despite the president's reprimand, it's still uncertain whether the chronic problem of youth

unemployment can be solved as the high jobless figure in this age group tells only part of

the story.

Nearly half of those who are newly employed hold non-regular jobs, and the jobless rate

among college graduates in their 20s is more than triple the overall rate.

The president's grim resolve to get the nation's 20s and 30s working is one thing, but it's

quite another to fundamentally solve the multi-tier socioeconomic and demographics problem.

Gov't considers taxation of cryptocurrencies and launches task force to investigate suspicious... - Duration: 2:47.

The Korean Financial Supervisory Commission plans to create a special task force to investigate

any cryptocurrency transactions deemed 'suspicious'.

Kim Mok-yeon sheds light on the latest measures to crack down on illegal activities within

that new market.

Korea's finance minister Kim Dong-yeon has said that the government is considering imposing

taxes on virtual currency transactions to cope with the sudden investment craze in the

market.

During a meeting at the National Assembly on Thursday, Kim pointed out the problem of

speculation by investors, adding that the government is yet to release a set of measures

to stabilize the issue and to take strict action against financial crimes.

Earlier in the day, the Financial Supervisory Commission's Financial Intelligence Unit announced

that it would create a special task force to investigate suspicious virtual currency

transactions.

The task force is set to evaluate and analyze suspicious transactions handed over by six

local banks that have the highest number of cryptocurrency transactions.

Earlier this week, the government imposed obligations for these banks to report what

the government calls "suspicious transactions" to the FIU beginning January 30th, the date

when investors will be allowed to create new accounts under their real names.

The government has categorized transactions between banks and cryptocurrency exchanges

exceeding 9,400 U.S. dollars per day or 18,800 dollars per week as 'suspicious transactions'.

It also classified frequent deposits and withdrawals from exchanges as 'suspicious', with accounts

that performed more than five such transactions a day or seven transactions a week included

in the list.

Once the FIU finishes its review of the suspicious dealings, it will hand over transactions related

to tax evasion to the National Tax Service and the Korea Customs Service, and transactions

related to financial crimes to investigative agencies such as the police.

The Financial Supervisory Service said that it will also strengthen its monitoring of

virtual currency transactions by financial companies by elevating the current anti-money

laundering team to a larger department and designating former commissioner of the FIU

Yoo Kwang-yeol as the head of that department.

An industry expert says the measures come as part of government efforts to prevent people

using cryptocurrencies for illegal activities.

"Cryptocurrencies can be used to evade taxes or for money laundering.

So one of the roles of the new task force would be to look at suspicious transactions

to make sure that cryptocurrencies are not used for these purposes."

The expert said that the government's new measures are an unexplored territory where

definite results cannot be foreseen, but added that at least in theory, when coupled with

the recently implemented real name regulations, the task force would at least be able to trace

transactions that are obviously suspicious.

South Korea's economy grows 3.1% in 2017, fourth-quarter GDP falls 0.2% on-quarter - Duration: 1:46.

The Bank of Korea released its preliminary data on the country's fourth quarter growth

and the full-year GDP expansion for 2017.

The figures make interesting reading as various factors are at play.

Kim Hyesung has the numbers by the central bank.

For the first time in three years, South Korea's economic growth surpassed the three percent

mark in 2017.

According to the Bank of Korea on Thursday, South Korea's real GDP grew three-point-one

percent last year, up from two-point-eight percent in 2016.

This comes on the back of strong exports, especially semiconductors and electronics,

amid the recovering global economy.

Private consumption showed a gradual recovery, with both construction investment and facilities

investment continuing a trend of expansion.

But in the final quarter of 2017, the country's economy contracted zero-point-two percent,

recording the worst quarterly growth since 2008.

The central bank attributed the slower growth to a base effect as third quarter growth marked

one-point-five percent, the fastest expansion in seven years.

Fourth quarter year-on-year growth came to three percent.

"Fewer working days over the extra-long Chuseok holiday held back industrial production, and

shipments went out earlier in the third quarter.

It could be misleading to look at growth just in the fourth quarter.

Overall, in 2018, private consumption is likely to keep rising, but investment is likely to

decline as export growth slows down somewhat."

Exports contracted more than five percent on-quarter,... as a rise in exports of semiconductors

was offset by a fall in outbound shipments of automobiles.

Imports also fell four-point-one percent as inbound shipments of machinery shrank.

Kim Hyesung, Arirang News.

Rival parties at odds over timing, specifics of Constitutional amendment - Duration: 3:34.

Grueling talks have been underway at the National Assembly to draw up a proposal for revising

the Constitution.

In the second of our 3-part series,... our Kim Min-ji provides a closer look into where

rival parties stand on the issue.

A special parliamentary committee on Constitutional amendment has been in the works since early

last year -- but there's been more tit for tat between rival parties than progress.

The ruling Democratic Party of Korea is firm on its stance to hold a referendum in tandem

with local elections in June.

The party has vowed to craft a proposal by the end of this month,... which it will use

as a basis for negotiations with the opposition.

Park Ju-min -- a ruling party lawmaker and part of the special parliamentary committee

-- says enough talks have been held on the issue,... and there's no problem holding the

vote in June.

"We've already figured out the disputed areas and each of the parties' stances on the matter.

A deal needs to be made no later than mid-March to have it ready for a public vote by June.

Now the question is, will we hold talks on the amendment, even without an agreement on

power structure,... or without that part, will the opposition not engage in talks at

all?

Also, holding the vote in tandem with local elections reduces the cost burden.

But if the opposition is eager to hold the referendum on a different date, there should

be no problem carrying out two revisions -- it's one way we could handle the dispute."

Pressure was renewed after President Moon Jae-in's New Year's press conference.

He warned that the government will prepare a proposal of its own -- should rival parties

fail to reach a compromise.

"There's a big divide on how to amend the power structure.

If no agreement is reached there, we could revise that section at a later date."

But, the main opposition Liberty Korea Party says *that is out of the question.

It claims the topic resurfaced in the first place because of the power abuse scandal last

year -- as people acknowledged that the president holds too much authority.

Opposition lawmaker Ahn Sang-soo, also a member of the committee,... says another issue is

that the government has more urgent tasks to deal with.

"People have to think wisely as the local election is about selecting someone that will

take care of people's livelihoods over the next few years.

We have the Olympics coming up.

North Korea's provocations are a lingering threat.

We have domestic problems, including crises over cryptocurrencies, the minimum wage hike

and the real estate bubble.

The young administration needs to take care of these issues first.

We're not saying we won't hold a referendum.

It's the first amendment in 30 years, and a charter we may uphold for the next century.

We can't rush it."

Of the National Assembly's 297 lawmakers -- 198 need to vote in favor for the revision to

pass.

The Liberty Korea Party holds 118 seats -- enough to block any deal that it deems unfavorable.

Although smaller in representation,... three other parties in the committee have all recognized

the need for an amendment, but differ slightly regarding the specifics.

But at this point, the key to the amendment lies in the hands of the two major blocs and

how they can get around their differences.

On this episode of China Uncensored,

China's next financial crisis is lurking in the shadows...

of shadow banking.

It's like China stacked up 9 trillion dollars...

on the edge of a cliff.

Hi, welcome to China Uncensored.

I'm Matt Gnaizda.

I'm in today for Chris Chappell,

who's on vacation,

possibly in the South China Sea.

Today, we're going to talk about shadow banking.

It's like the evil twin of regular banking.

Shadow banking involves lots of money,

and lots of risk.

And it's tied to China's crazy investment boom.

China's economic boom

and its reliance on shadow banking

is similar in some ways to the US economic boom in 2007.

Remember:

A lot of great things happened in 2007.

Apple released the iPhone 1.

The last Harry Potter book was published...

which Chris still has not read.

And the US economy had its last...good...year.

Because then this happened.

"Stocks all around the world are tanking

because of the crisis on Wall Street."

"The stock market is now down 21%"

"We have armageddon.

In the fixed income markets we have armageddon."

"No, but..."

"We have armageddon."

"Armageddon"—thanks Jim Cramer—

happened after the failure

of a single investment bank had a domino effect

on the entire global financial system.

Trillions of dollars were lost,

and so were millions of jobs.

Well, it's been ten years since then.

These guys have recovered,

but these guys...not so much.

But now, this same kind of boom and crash could happen in China—

and for the same reason.

As Bloomberg puts it,

China is playing a 9 trillion dollar game of chicken

called Shadow Banking.

And like a game of chicken,

some investors will get out in time.

But others will plunge off the cliff,

bursting into a ball of flames on the rocks below.

So what is this totally legit and trustworthy sounding "shadow banking"?

To put it simply,

shadow banking is when banks—

or companies that are not banks—

lend money outside of the normal structure

of bank deposits and loans.

Here's a simplified explanation.

In the traditional banking system,

if a business owner wants to grow his business,

he goes to a bank, and that bank loans him money.

Over time,

he repays that money to the bank,

plus interest.

Let's say a single bank makes 100 loans.

It's pretty careful about who it loans to.

But even so,

some of the businesses will fail,

so Chinese regulations require

that the bank set aside money

to cover potential losses.

But shadow banking operates outside that traditional system.

Let's say 100 businesses want loans.

A shadow bank packages those 100 potential loans

into what's called a Wealth Management Product.

Then it goes to investors and is like,

"Hey, buy our Wealth Management Product.

It has a high interest rate."

When the businesses repay,

the investors will get their investment back

plus a lot of interest.

This is shadow banking.

It can also get more complicated.

Because sometimes the bank isn't a bank,

but just a regular company that packages investments.

And sometimes the businesses that want to borrow money

aren't regular businesses.

They might even be a local government

that wants money to build a bridge or whatever.

All these things can be packaged into Wealth Management Products,

or other types of financial products,

and then sold to investors—

or sold to investment companies,

which then re-package them

before selling to individual investors.

A lot of times,

shadow bank loans get so complicated

that no one understands exactly what the risk is.

According to this article,

"The repackaging of credit is so complex

that bankers often have to resort to line drawings

that look like schematic plans for a Rube Goldberg device

to explain to clients what's going on."

A Rube Goldberg device.

Like when you pull a lever,

that sets a wheel in motion,

that knocks down some dominoes,

that ends up destroying the economy.

But all this shadow banking

and Wealth Management whatevers

are so complicated!

Investors don't want to know details!

That's why companies involved in shadow banking

put out feel-good ads like this:

"Everyone holds sunshine at their hearts

Everbright your life

China Everbright Bank"

See?

Give us your money,

and you'll have sunshine in your heart!

That bank, Everbright, is actually a legit commercial bank.

It makes regular loans, too.

But recently it's also been selling

a lot of shadow banking products to investors,

because that allows Everbright

to maximize profit without putting

so much of its own money on the line.

Basically, it sells the risk to investors.

But a lot of Chinese investors

don't think risk matters that much,

because the Chinese government will probably

bail everyone out if things go badly.

Like this investor in this Bloomberg article,

who explains that the Chinese government

would never let a big wealth management product fail,

because it's just not Chinese culture.

Sounds like wishful thinking, right?

But the Chinese government has bailed out banks in the past.

Like the $45 billion dollar bailout in 2004.

So assuming they'll do it again seems reasonable.

Although if you've ever read the terms and conditions

on any investment product ever,

you've seen that "past performance is no guarantee of future results."

Sure, the Chinese government may have done

a small 45 billion dollar bailout in the past.

But it doesn't want to do a 9 trillion dollar bailout now.

Besides, back then,

there was almost no shadow banking in China.

It only started happening on a large scale

after the global financial crisis ten years ago.

Authorities tried to stimulate China's economy

by having banks lend more money.

But soon, demand for borrowing got so high

that banks didn't have enough money to lend people.

So banks started packaging loans

and selling them to investors to get the cash.

And it became such a big market,

other companies that aren't even banks got into the game.

According to a 2016 report,

shadow bank loans now make up 57 percent all loans in China.

In other words,

more than half of all lending in China now

is actually done through shadow banking!

And this is a big problem

because shadow bank loans are usually

a lot riskier than traditional loans.

Once companies start packaging and repackaging,

it's easy to lose track of what the risk actually is.

It even starts to seem like a good idea,

like jumping out of a plane without a parachute.

The problem is,

it only works if you're you're Keanu Reeves, dude.

Oh, and there's another problem.

Shadow banking loans don't get recorded

on banks' balance sheets.

That makes banks look healthier than they actually are—

and that also increases the risk.

And guess what?

That's exactly what happened in the US

leading up to the 2007 crisis.

Banks had been packaging

and repackaging home loans,

then selling and reselling the packages,

and eventually even the nerds at Lehman Brothers

had no idea how to calculate the risk anymore.

Shadow banking in the US was the lever

that set the global financial crisis in motion,

and ironically, its domino effect

is what led to the rise of shadow banking in China.

And now Chinese authorities are getting worried

about what's coming next.

In fact,

"Zhou Xiaochuan, the head of China's central bank

has openly warned that authorities need to curb financial risks

that might lead to a 'Minsky Moment'—

a sudden collapse of asset prices,

sparked by debt or currency pressures,

after a long period of growth."

Basically, bad debt in shadow banking

could end up wrecking the Chinese economy.

And if the Chinese economy gets wrecked,

it could lead to serious consequences

for the Chinese Communist Party.

You know, because no one believes in that communism stuff anymore,

so they tell people to go make money

and don't talk about politics.

But if people start losing their money on a massive scale,

people might start talking about politics again—

like who's to blame.

That's why, at a top level conference in July,

Xi Jinping declared that financial security

was vital to national security.

"National security" is of course code

for the CCP securing its power over the nation.

But it's not 2007 anymore.

It's 2018.

We have iPhone 10s,

Johnny Depp is a Harry Potter villain,

and Chinese shadow banking has swelled to more than $9 trillion.

The Chinese government can't afford

to bail everyone out

when things go south.

They're trying to rein in shadow banking.

But once you let the tiger out of the cage,

well, it...

I guess it runs around and eats people.

So what do you think of China's shadow banking?

Leave your comments below.

Once again I'm Matt Gnaizda.

Now it's time for that thing we do at the end.
